Question 1: Can one use private sector past performance when completing the PPQ form?

Answer 1: Yes, your company may use private sector past performance.

Question 2: Is there an incumbent vendor for this work? If so, who are they and are they eligible to bid on this contract?

Answer 2: No

Question 3: Please clarify whether prior experience with USACE systems as listed in section 6.6 beginning page 13 are required or whether experience providing that type of services, but in different systems, will suffice?

Answer 3: The solicitation states in provision 52.212‐1 that "the offeror shall submit information for up to five (5) projects* that best demonstrates the offeror’s experience on projects that are similar in size, scope, and complexity to this project, as described in the RFP’s Statement of Work (SOW)." The offerors proposal will be evaluated in accordance with solicitation provision 52.212‐2.

Question 4: For Key personnel, on page 30, the solicitation states “The offeror shall submit one résumé for the individual whom the offeror will provide to fulfill each of the following key personnel labor categories”. Can we submit more than one resume per category?

Answer 4: Submit only one resume for each key labor category.

Question 5: Do the resumes and the initial task order work plan count toward the page limit?

Answer 5: Yes.

Question 6: If we are submitting a PPQ, how many do we need to submit?

Question 7: Are individual task orders firm fixed price? Or are the rates firm‐fixed price, but task order payment structures vary (e.g., fixed price per deliverable, time and materials, etc.)?
