As of 22 May 2017, the Government has provided the following answers to questions asked about solicitation W9127N-17-R-0020.
Question 1: Can one use private sector past performance when completing the PPQ form?
Answer 1: Yes, your company may use private sector past performance.

The offerors proposal will be evaluated in accordance with solicitation provision 52.212-2.
Question 4: For Key personnel, on page 30, the solicitation states “The offeror shall submit one résumé for the individual whom the offeror will provide to fulfill each of the following key personnel labor categories”. Can we submit more than one resume per category?

Answer 6: Submit a PPQ for each project listed by the offeror under Factor 1: Past Experience.
Question 7: Are individual task orders firm fixed price? Or are the rates firm-fixed price, but task order payment structures vary (e.g., fixed price per deliverable, time and materials, etc.)?
Answer 7: The Government will award a majority of the task orders as firm-fixed-price. The labor rates an offeror proposes in response to this solicitation will be binding if awarded a contract.
Question 8: Please clarify whether the requirement to provide appropriate personnel on-site in Portland, Oregon within 2 hours during normal business hours (M-F 8-5) is only during active Task Orders or whether it is anytime for the length of the contract.

Question 19: For Task 3, approximately how many external links need to be checked?
Answer 19: There are approximately 50 links.
Question 20: For Task 4, is the content for these pages already generated and organized?
Answer 20: The pdf files, images, text, and graphics are already generated. The data is already available for the tables and graphs. The organization of these products along with navigation aids on the pages will be determined during the first task order.
Question 21: Could you provide some additional information on the requirements for Task 5? Are you looking for analysis and a report on methods staff could use for updating and refreshing web pages, or would you like the pages to actually be refreshed, or something different?
Answer 21: Since the web pages are public facing, the data, images, reports, and other content that are served up on these pages come from servers inside the USACE firewall. Much of this content is generated automatically and can be sent out to the public web servers for display. In the first task order for Task 5 “the Contractor” will become familiar with the current approaches for updating the web pages and will investigate methods to improve on the current procedures.
Question 22: For task 6, approximately how many pages and/or images need to be corrected?
Answer 22: There are images associated with 15 reservoirs. Depending on which of the reservoirs are chosen, the choice of images changes. All the images are in a similar directory tree for acquiring. Therefore, making the necessary corrections to acquire the images correctly for one set of reservoir images will fix the issues with the other 14 reservoirs. The images themselves do not need to be corrected. Once corrections are made the pages will need to be pushed out to two other backup web servers.
Question 23: Is the first task order fixed price, or would a time and materials cost proposal be acceptable?
Answer 23: The first task order is firm-fixed-price.
Question 24: Does the first task order involve internal or public web pages? If public, can you provide a link?
Answer 24: These are public web pages.
The main web page is at: http://www.nwd-wc.usace.army.mil/nwp/wm/ Any pages or resources that are under the ../nwp/wm/ directory tree are within scope of the first task order. Any pages or resources that are not under this directory tree are not within scope.
