SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 20-Aug-2016 02:00 PM to 22-Aug-2016 02:00 PM.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

1. Overview: This Request for Proposal (RFP) solicits for the Ship Repair, Maintenance and Overhaul for the U.S.

Army Corps of Engineers (USACE) Hopper Dredge ESSAYONS. This will be a Firm-Fixed Price (FFP) job order.

For the purpose of this RFP, the Government will use the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with Federal Acquisition Regulation (FAR) subpart 15.101-2, using technical (non-price) and price factors specific to the tasks in the job order. Interested offerors are required to submit technical proposals in conjunction with a pricing schedule for review and consideration by the Government. The Government will evaluate each proposal in accordance with FAR subpart 15.305 Proposal Evaluation and in accordance with the criteria described in Section M.

2. Who May Submit a Proposal: Any organization holding a Master Ship Agreement for Repair and Alteration of

Vessels (MSRA) for overhaul of the ESSAYONS with USACE, Portland District, may submit a proposal.

If a prospective offeror wants to submit a proposal for this job order and does not hold a MSRA for overhaul of the ESSAYONS with Portland District, then the following procedures shall be followed:

a) The prospective offeror shall submit a capabilities package in accordance with the sources sought notice titled “Master Ship Repair Agreement for Overhaul,” number W9127N-16-R-SS01, posted on Federal Business Opportunities and can be accessed via www.fbo.gov. The capabilities package shall be received by Portland District no later than 2:00 P.M. Pacific Time ten (10) calendar days prior to the proposal due date. Offerors submitting a capabilities package for a MSRA will be notified of their eligibility or non-eligibility within seven (7) calendar days of receipt of the capability package.

b) If there are any questions regarding the MSRA for overhaul of the ESSAYONS or the procedures to submit a capabilities package for consideration for the award of a MSRA, please contact Mr. David Boone at david.c.boone@usace.army.mil.

All Offeror’s interested in submitting a capabilities package for consideration of an MSRA shall be registered in System for Award Management at www.sam.gov

3. Mandatory Site Visit: A mandatory pre-proposal site visit will be required as part of the RFP. The dates for the site visits are 26 July 2016, 02 August 2016 and a back-up date of 09 August 2016. Site visits will begin promptly at 9:00 AM Pacific Time at the following location:

Port of Astoria (Pier 1) 1 Pier Street Astoria, OR 97103

All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meet the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE, so offerors will be expected to bring their own PPE to the site visit.

The Dredge Essayons is currently in the operational dredge season throughout the Columbia River. Therefore, it is probable that a site visit will be held at a location up to ninety (90) miles outside of the Portland, OR area extending as far west as Astoria, OR. Please take this into consideration when making your travel arrangements in order to arrive at the site visit by the appropriate date and designated time.

Some of the potentialThe site visit location will may require a Transportation Worker Identification Certification (TWIC) card to obtain entry. If you do or do not have a TWIC card, please make the Point of Contact (POC) below aware of this information when scheduling the site visit. For those who do not have a TWIC card, an escort will be arranged for pick up from outside of the Port entry point.

Due to the current operational schedule, the details for the locations of the site visit dates above will be provided via Amendment to this RFP that will be posted to www.fbo.gov at least two (2) days prior to each site visit date. Site Visits must be scheduled at least 24 hours in advance. To schedule a site visit, please contact David Boone via email at david.c.boone@usace.army.mil or by phone at 503-808-4614 and also Carbon Copy (CC) Kimberly Kovar via email: kimberly.a.kovar@usace.army.mil or phone: 503-808-4623.

4. Discussions: The Government intends to evaluate proposals and award the job order without discussions with Offerors, except clarifications as described in FAR 15.306(a). The Government reserves the right to conduct discussions if the Contracting Officer later determines it to be necessary.

5. Associated Entities: Notwithstanding the specific requirements of any other area of the RFP, information submitted regarding any company other than the Offeror, whether a predecessor company, affiliated company, subsidiary (including wholly owned subsidiaries), or subcontractors that will perform major or critical aspects of this requirement, or other associated business, WILL NOT be evaluated for any factor.

6. Proposals are due no later than the time and date specified in Block 9 of Standard Form (SF) 33 (Solicitation/ Offer and Award).

PROPOSAL SUBMISSION

1. INTRODUCTION.

a. All proposals shall be submitted electronically via the AMRDEC SAFE website per SECTION B – NOTES TO OFFERORS. No hardcopy proposals will be accepted, other than the Offeror’s Bid Bond (See Volume II, Tab D below).

b. The Offeror’s proposal shall consist of two volumes; Volume I and Volume II. The use of hyperlinks in proposals are prohibited.

c. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2. PROPOSAL SUBMISSION REQUIREMENTS.

a. Each volume shall be submitted electronically in a separate file. Any pages that are changed (as a result of negotiations or proposal revisions) should be of a different color and have revised information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each file which represents a volume shall be clearly labeled with its Title.

b. Proposals must set forth full, accurate, and complete information as required by this RFP. Absence of information will be deemed as if no support for that criterion was provided Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001-Statement or Entries Generally.

c. Each volume of the proposal shall contain a detailed table of contents. Any materials submitted but not required by this RFP (such as company brochures) shall be relegated to appendices.

3. PROPOSAL FILES.

a. Format. Offerors SHALL submit an electronic version (PDF Format) of the original Volume I and Volume II. Offerors SHALL submit only two files in PDF format (i.e. Volume I and Volume II) and label each file as follows: RFP Number, Offeror’s Company Name, and the Volume Number (i.e.

Given the limited time and resources of the evaluation board, failure to provide proposal in the correct format may hinder the board's ability to evaluate the offeror's proposal. Failure to provide a complete Volume I and/or Volume II shall result in the offeror’s proposal being determined ineligible for award.

b. Content Requirement. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal.

VOLUME I - The volume shall be organized into the following sections:

TAB A: FACTOR 1 – PRELIMINARY PRODUCTION SCHEDULE

The schedule shall be a Gantt Chart (.pdf format) using the critical path method showing a planned schedule to complete the project. Include each item identified in Section C – Technical Provisions with sufficient detail to:

a) Denote work overlaps;

b) Identify compliance with the requirements of the RFP, including start and completion date of all identified work tasks;

c) Show predecessor/successor relationships, milestones, and the logical and efficient order of all items (critical paths) the offeror proposes to accomplish all work identified in Section C; and

Contracting Officer: Kimberly A. Kovar @ kimberly.a.kovar@usace.army.mil Contract Specialist: David Boone @ david.c.boone@usace.army.mil

In addition, after uploading your documents, you will be required to verify your e-mail address before AMRDEC will send notification to the Government recipients. This is a very important step – even if you successfully upload your proposal to AMRDEC SAFE, notification will not be sent to the Government until you verify your e-mail address, which may result in the rejection of your proposal for lateness. Follow the instructions on the AMRDEC website and confirmation e-mails you receive from AMRDEC.

The date and time of delivery will be established by the time of receipt of the e-mail notification to the contract specialist and contracting officer by the AMRDEC SAFE website, not by the date and time of uploading of the proposal into the AMRDEC SAFE website. Do not assume that electronic communication is instantaneous. Please make allowances for delays in transmittal. If an electronic submission is uploaded minutes before the deadline but notification is not actually received in the recipients’ e-mail until after the deadline, the submission will be considered late. If an Offeror would like confirmation the notification was received by a Government recipient, please email either of the Government recipients for confirmation.

The Government will not be responsible for proposals delivered to any locations or to any person(s) other than those designated to receive proposal on its behalf. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the information provided.
