SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

SCOPE OF WORK / SPECIFICATIONS

SCOPE OF WORK FOR

DESIGN BUILD OF TWO SPIRAL/SCROLL CASE PERSONNEL HOISTS,

DELIVERED TO THE BONNEVILLE DAM, CASCADE LOCKS, OREGON

1. GENERAL INFORMATION

1.1. Description of services and introduction: The Contractor shall provide all materials, tools, equipment, and labor necessary to design, fabricate and deliver complete two (2) 600 lb minimum capacity portable personnel hoists, air or electrically driven, as defined in this Scope of Work. The Contractor shall perform to the standards in this contract.

1.2. Background: Safety requirements stipulate that portable personnel hoists shall either have an independent vertical lifeline, or shall be guided by two tensioned wire ropes, to prevent spinning, and ensure that the man basket, or car, travels easily through any openings. An elevator system that would be custom-designed and fabricated would be cost-prohibitive, and would not have the desired portability or ease of installation. Access to the spiral/scroll cases is through hatches with a 3 foot square representing the minimum size. The concrete has a thickness of roughly 7, 15, and 12 feet before entering the scroll case with hatch sizes of 36 inch square, 54 inch square, and 54 inch square for Powerhouse 1, Powerhouse 2, and Fish Unit respectively. Hatches must be removed during normal operation and not have permanent anchors that impede 100,000 cfs of flow.

1.3. Objectives: Manufacture and deliver two complete guided portable systems with all parts to operate except connecting to source of power, two-man personnel hoist system meeting the ANSI/ASSE A10.22 2007 (2012), and ANSI/AWS D1.1/D1.1M:2015 specifications, and designed to work within the geometry of the Bonneville Powerhouse 1 (PH1), Powerhouse 2 (PH2), and Fish Unit (FU) confined space spiral/scroll cases.

1.4. Scope: This work involves investigation, design, construction, and delivery of the personnel hoist systems.

A site visit shall be necessary to investigate field conditions, and verify dimensions to ensure the design shall work within the existing geometry of the generator floor openings. The general configuration of the currently used guided personnel hoist may be used for reference, although it does not meet current ANSI A10.22 standards. Two guided personnel hoists are required. Submit four bound copies of Operation and Maintenance Manuals, including drawings and calculations, shall also be included upon delivery. The Contractor shall provide assistance if any difficulties arise during installation of the system by the project, shall provide acceptance testing after installation by the project, and shall provide warranty service, for a period of one year after acceptance by the Government. Ultimate responsibility of the design, fabrication, operability, and safety performance rests with the Contractor.

1.5. Designer of Record: The Design-Build Contractor ("Design-Builder", "D-B" or simply "Contractor") shall identify, for approval, the Designer of Record ("DOR") that will be responsible for each area of design.

One DOR may be responsible for more than one area. All areas of design disciplines shall be accounted for by a listed, Professional Registered, DOR. The DOR's shall stamp, sign, and date each design drawing and other design deliverables under their responsible discipline at each design submittal stage (see contract clause Registration of Designers). If the deliverables are not ready for release for construction, they should be identified as "preliminary" or "not for release for construction" or by using some other appropriate designation. The DOR(s) shall also be responsible for maintaining the integrity of the design and for compliance with the contract requirements through construction and documentation of the as-built condition by coordination, review and approval of extensions of design, material, equipment and other construction submittals, review and approval or disapproval of requested deviations to the accepted design or to the contract, coordination with the Government of the above activities, and by performing other typical professional designer responsibilities.

2. SITE VISIT AND MILESTONES

2.1. Pre-bid site visit: A prospective bidders site visit shall be conducted at Bonneville Dam, Powerhouse 1 and

2.

2.2. Initial Pre-design Site Visit: Site visit shall occur within 14 days after the Notice to Proceed. All Designers of Record shall participate in the visit. The purpose of the meeting is to introduce everyone and to make sure the Contractor has all the site specific information needed to design and fabricate.

2.3. Conceptual design: This shall be complete for Government electronic review within 45 days after Notice to Proceed. The Designers of Record shall also prepare a design analysis with calculations necessary to validate and support all design work submitted. For parts including structural work, include structural calculations. The responsible DOR shall stamp, sign and date the design analysis. Identify the software used where applicable (name, version, vendor). Submit design analyses, individually, in an original (file copy) and one copy for the assigned government reviewer. The Government will have 10 business days to review for compliance of this Scope of Work. If the Government finds deficiencies in concept, only as it specifically relates to the Scope of Work, the Contractor shall accommodate as needed.

2.4. Fabrication: Once the concept design is reviewed, and approved by the Government, fabrication shall commence. During fabrication, the Contractor shall facilitate a site inspection/review for up to four Government personnel.

2.5. Final Delivery: The Contractor shall deliver the complete systems, ready for installation and testing by the Government, within 36 weeks from date of contract award, including the complete hoist system and operations and maintenance manuals, design drawings, and calculations. Failure to provide the Government a complete set of manuals, drawings and calculations at time of delivery will result in a delay of final payment and acceptance until provided.

3. MEASUREMENT AND PAYMENT

3.1. Payment items for the work of this contract for which contract lump sum payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular lump sum or unit price payment item, shall be included in the listed lump sum item most closely associated with the work involved. The lump sum price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

3.2. Mandatory BID Items

3.2.1. CLIN 0001. Design of (2) Identical personnel hoists that meets all space and access requirements as stated in these specifications.

3.3. Optional BID Items

3.3.1. CLIN 0002 (Optional). Fabrication and delivery of these hoists in one shipment, including manuals, drawings and calculations.

3.4. Payment: Payment of Final Design CLIN dependent upon final design approval. Upon approval, ownership of final design shall be transferred to the Government. This includes the design of any and all subContractors.
