We met at Security at 10:00 AM. After a short safety discussion and short overview of the project, I emphasized that if the prospective bidders heard anything contrary today to what the specifications state, the contract specifications will take precedence.
Next, the group made our way to Powerhouse 2(PH2). In PH2 we stopped at the open hatch at main unit 18 to demonstrate the large confined space that the hoist will service.
Next we moved on to main unit 15 where the existing “Thorson” hoist is currently in service.
Here we were joined by Craftsman to speak to the operation of the hoist, but noted that it does not meet ANSI standards. We clarified that the intent of this purchase was to have (2) hoists design/built that are similar in size, function and spatial limitations of this hoist, but must meet the contract specifications and ANSI standards. Questions discussed are below.
Next we moved to the Fish Units where we demonstrated the transportation method to this location and spatial limitations.
Next we moved to the Powerhouse 1(PH1). Here we met with additional craftsmen to discuss specifics to PH1. We discussed again the transportation method and spatial limitations, and answered additional questions.
Questions from bidders:
1. What is the preference, powered by air or electric? Response generally was our crew prefers air, but the specifications call for remote operation. This could be an air/electric combination.
2. What is the electric availability? 120 DC, but stated with specifics in the specifications.
3. Need clarification on the lower limit switches? The intent is so the switches stops the car safely at the top and bottom, depending on location.
4. How many doors on the man basket? The specifications only call for one door. However, the crew stated that having a front and back door would be nice if possible. I noted that this is not a contract requirement. The design can be based on the needs of powerhouse 1, powerhouse 2 has room to accommodate one door.
5. The bidders noticed that the current hoist does not have pockets for fork lifts. Our crew confirmed it is not needed. I countered that it is in the contract specifications.
6. Question on the counterweights for man basket being adjustable? This was not specifically called out in the specifications, but the design to match the ANSI standard will govern what is required.
7. Question on whether the current caster rollers are adequate for the crew to move easily. Our crew stated, “yes, they work very well”.
8. Question on communication control, whether hard wired or wireless. Response, hard wired since the concrete space does not transmit radio signals very well.
9. Lots of questions/comments on this being a lowest price award, or lowest price technically acceptable, or best value? I replied that my understanding was it is awarded to the lowest bidder, but the design and fabrication are separate bids. I clarified that ultimately the decision to award one or both, design and fabrication, rests with the Contracting Officer.
Meeting ended at 11:45 AM.
