About this file

This is a Notice of Intent (NOI) issued by the U.S. Army Corps of Engineers, Mobile District, regarding a brand name specification for Delta Controls equipment at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland. The Government intends to utilize Delta Controls, a network of microprocessor-based programmable controllers with varying levels of intelligence and networking capabilities, for Building Automation Systems (BAS) upgrades and maintenance during Fiscal Years 2027-2028. Delta Controls is being specified because it alone possesses the proprietary data necessary to upgrade and maintain its BAS software, which is critical to WRNMMC's mission and sustainment. The specification is applicable to multiple Operation & Maintenance with incidental Repair and Minor Construction contracts within the Bethesda, MD area, funded through Operations and Maintenance appropriations on a Firm-Fixed-Price basis.

Interested sources must submit manufacturer's name, product data, written statement of compliance with stated requirements, backup design information, supporting documentation, and a list of similar projects with locations and points of contact. Responses must be emailed to contacts identified in SAM.gov no later than 2:00 PM CST on June 32, 2026 (note: this date appears erroneous as June only has 30 days). The Government will not compensate respondents for materials provided or return submitted data. This NOI is not a request for proposal or solicitation mailing list; rather, it is a market survey to identify sources. If no alternative sources are identified that can meet the requirements, the Government intends to specify Delta Controls Brand Name in subsequent solicitations.

Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Delta Controls. Delta Controls for this project is a network of microprocessor-based programmable controllers with varying levels of intelligence and networking capabilities. The purpose of this Notice of Intent (NOI) request is to obtain sources for the Delta ControlsJCI equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Delta Controls Brand Name for use in the anticipated solicitations. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements.

The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The Government will not pay for any material provided in response to this notice nor return the data provided.
