Subject: Pre-Demolition Hazardous Materials Survey Report Building 264 Patrick Air Force Base, Brevard County, Florida
103IG6122
Dear Mrs. Bailey-Partlow:
Tetra Tech, Inc. is pleased to submit the enclosed pre-demolition hazardous materials survey report of Building 264 located at Patrick Air Force Base (PAFB), Brevard County, Florida.
The survey was conducted on December 18 through 20, 2018.
The project area was evaluated for the presence, locations, and quantity of suspected asbestos-containing materials (ACM) that may require pre-demolition abatement in accordance with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) as adopted by the U.S.
Environmental Protection Agency (EPA). The intent of the asbestos NESHAP regulation is to protect the public (and workers) by minimizing the release of asbestos fibers during activities that involve processing, handling, and disposing of ACMs.
Tetra Tech’s survey also included a similar evaluation of the structure for the presence, locations, and quantity of damaged or intact lead-based paint (LBP) or glazed tiles that contain lead at levels that exceed hazard thresholds and that would require Occupational Safety and Health Administration (OSHA) worker safety precautions during demolition. Bulk samples of representative materials were collected during the survey.
A hazardous materials inventory was also conducted during the asbestos and LBP survey. The inventory was limited to materials easily observed during the walk-through inspection of the structure. These areas were evaluated for hazardous materials such as thermostats and fluorescent light bulbs possibly containing mercury, fluorescent light ballasts potentially containing polychlorinated biphenyls (PCB), emergency lighting and exit signs that house batteries containing heavy metals, containers holding hazardous materials (such as cleaning supplies and paint), refrigeration appliances, and any other household hazardous waste items that may need to be removed before demolition.

This letter summarizes the survey findings. Detailed findings are provided in the enclosed survey report.
Asbestos-Containing Materials
Forty-two samples of suspected ACM were collected from the site structure, totaling 50 individual analyzed sample layers. One sample representing one homogenous material tested positive for asbestos. Asbestos was not detected in the other samples collected. ACM identified during the survey was black tar associated with white sealant on the roof.
Fire doors suspected to contain asbestos (assumed asbestos) were observed throughout the building. Approximately 8 fire doors were observed.
Lead-Based Paint
Tetra Tech collected three tile samples from representative building components and six bulk paint chip samples from representative damaged paint on building components throughout the structure that were suspected to contain lead. Two paint chip samples contained detectable lead concentrations above the laboratory reporting limit. One sample with concentrations of 0.19 percent by weight (1,900 parts per million [ppm]), and one sample containing 0.0049 percent by weight (49 ppm). Lead was not detected in the other paint or in tile samples collected.
Other Hazardous Materials
Tetra Tech searched for other hazardous building components such as fluorescent light fixtures with mercury-containing light tubes and light ballasts possibly containing PCBs, mercury-containing thermostat, hazardous and household chemicals, transformers, air conditioners and refrigeration units, and emergency exit lighting housing batteries.
An inventory summary of materials counted per building wing, is summarized in the table below.

1.0 INTRODUCTION
Tetra Tech, Inc., conducted a pre-demolition hazardous materials survey of Building 264, located in Cocoa Beach, Florida. The survey was a prerequisite to demolition of the structure and involved collecting and analyzing suspected asbestos-containing material (ACM), collecting and analyzing damaged and intact suspect lead-based paint (LBP) and coatings, and inventorying other hazardous materials observed during the walk-through inspection of the building
Tetra Tech’s Ms. Lona Pearson and Ms. Amanda Dones conducted this survey, overseen by Ashby Hoover, a licensed State of Florida Asbestos Consultant, on December 18 through December 20, 2018. Ms. Pearson is an EPA accredited; Asbestos Hazard Environmental Response Act (AHERA) asbestos building inspector licensed by the state of Florida, and EPA certified lead-based paint inspector. Ms. Dones is an EPA accredited AHERA building inspector. The survey team’s credentials are provided in Appendix A.
The survey evaluated the interior and exterior of the structure for the presence, locations, quantity, and characterization of ACM that may require pre-demolition abatement in accordance with National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations, as adopted by the U.S. Environmental Protection Agency (EPA). The intent of the asbestos NESHAP regulations is to protect the public (and workers) by minimizing the release of asbestos fibers during activities that involve processing, handling, and disposing of ACM.
Tetra Tech’s survey also included a similar evaluation of the interior and exterior areas of the structure for the presence, locations, and quantity of LBP or coatings with lead at concentrations that exceed hazard levels, which would necessitate Occupational Safety and Health Administration (OSHA) worker safety precautions during demolition. Therefore, Tetra Tech also collected paint samples from damaged and intact painted surfaces and glazed materials for analysis of lead.
A hazardous materials inventory was also conducted during the asbestos and lead-based paint survey. The inventory was limited to materials easily observed during the walk-through inspection of the structure.
Tetra Tech provided these services consistent with the level and skill ordinarily exercised by members of the profession currently practicing under similar conditions. This statement is in lieu of other statements either expressed or implied. The scope of services performed in executing this evaluation may not be appropriate to satisfy the needs of other users, and use or re-use of this document, the findings, conclusions, or recommendations is at the risk of said user. Although a reasonable attempt has been made to identify suspect ACM and LBP in all parts of the building, the inspection techniques used are inherently limited in the sense that only full demolition procedures can reveal all building materials of a structure and therefore all areas of potential ACM or LBP. This survey report does not warrant against future operations or conditions that may not be consistent with its recommendations. Moreover, completion of the survey does not guarantee identification of all hazardous materials, ACM, or LBP because of some limitations on destructive sampling during the survey. Hazardous materials may be present in voids of walls or ceilings.
This survey report presents the survey findings for ACM, LBP, and hazardous materials inventory.
Section 2.0 of the report describes the site structure. Section 3.0 discusses field survey and analytical protocols. Section 4.0 presents findings. Section 5.0 provides recommendations based on the survey findings. Section 6.0 presents a regulatory overview. Section 7.0 presents abatement cost estimates. Section 8.0 presents limitations of the survey.
2.0 SITE STRUCTURE
Building 264 was evaluated during this survey effort. The structure is approximately 8,330-square-foot (ft2) and consists of a two-story building with a pair of one-story suites used as visiting officers’ quarters lodging. The structure was partially occupied at the time of the survey. The building is constructed of concrete masonry unit (CMU) and concrete with steel frame on concrete slab. The structure exterior is finished with painted stucco siding and painted CMU. Roofing on Building 264 is flat asphaltic rolled roofing on a wood deck.
Interior finishes include painted and textured drywall walls and ceilings, ceramic tile walls and floors, vinyl sheet flooring remnants, and carpet flooring.
3.0 FIELD SURVEY AND ANALYTICAL PROTOCOLS
The field survey and analytical protocols for the ACM and LBP surveys are discussed below.
3.1 ACM Field Survey and Analytical Protocols
Tetra Tech made every effort to inspect all areas of the structure. Minor demolition of materials was required during the survey effort. The inspector took care to ensure that the areas remained unoccupied during sample collection. A total of 42 bulk samples of suspected ACM were collected from the site structure, which totaled 50 analyzed sample layers. Bulk samples were collected of suspected ACM identified during the visual inspection. Suspected ACMs were grouped as homogeneous areas if the material was similar in appearance and texture. However, if the inspector decided that a material (for example, wall texturing) was not similar in appearance and texture to other materials in the building, the inspector would distinguish the material as unique and collect samples of each unique material. The classifications of suspected ACMs were assigned in accordance with the protocol recommended in 40 Code of Federal Regulations (CFR) Part 763, “Asbestos-Containing Materials in Schools; Final Rule and Notice.” Representative bulk samples were collected from each homogeneous and unique material identified.
Bulk samples of suspected ACM were obtained to ensure that each distinct layer of material would be collected. Tetra Tech attempted to obtain material from each individual layer. A wetting agent was applied to friable surfaces before the sample was collected to reduce the potential for fiber release. All samples were placed in plastic bags, labeled, and sealed immediately after they were collected. After each sample was collected, the sampling instruments were wiped clean using a wet, lint-free cloth to prevent cross-contamination between samples. A unique identification number was assigned to each sample.
Sample identification numbers identify each sample collected. The sample numbers nomenclature is described below:
For example, sample: 264-DWJC-01
264 = location Building 264
DWJC = drywall and joint compound homogenous material group
01 = sample number one in material group
The samples remained in the inspector’s custody until they were sent to the laboratory. When sampling was complete, the bulk samples were sent, along with chain-of-custody documentation to Eurofins CEI, Inc (ECEI) in Cary, North Carolina. ECEI is accredited by the National Institute of Standards and Technology (NIST) and is a National Voluntary Laboratory Accreditation Program (NVLAP)-certified laboratory, certification number 101768-0. Bulk asbestos samples were analyzed using polarized light microscopy (PLM) in accordance with the EPA-recommended test method described in 40 CFR 763, Subpart F, Appendix A.
Appendix B of this report provides the ACM analytical results and chain-of-custody forms for the bulk samples.
3.2 LBP Field Survey and Analytical Protocols
Tetra Tech made every effort to inspect all areas of the structures for damaged paint and tile. The inspector took care to ensure that the immediate areas in the structure remained unoccupied when samples were collected. Bulk paint chip and tile samples of suspected LBP were collected during the visual inspection. Before samples were collected, a wetting agent was applied to surfaces to reduce the potential for release of dust. All suspect lead samples were placed in clean sample containers, labeled, and sealed. The samples remained in the inspector’s custody until they were sent to the laboratory. After each sample was collected, the sampling instruments were wiped clean using a wet, lint-free cloth to prevent cross-contamination between samples.
A unique sample identification number was assigned to each sample. After the sampling was completed, the samples were sent, along with Tetra Tech’s chain-of-custody documentation, to ECEI, who forwarded the samples under chain-of-custody to Environmental Hazards Services, LLC (EHS) in Richmond, Virginia. EHS is an AIHA Laboratory Accreditation Program accredited laboratory, laboratory ID number 100420. Samples were analyzed using flame atomic absorption spectrometry (AAS).
Appendix C of this report provides AAS analytical results and chain-of-custody forms for the paint chip and tile samples.

4.3 Hazardous Building Components
Tetra Tech searched for other hazardous building components such as fluorescent light fixtures with mercury-containing light tubes and light ballasts possibly containing polychlorinated biphenyls (PCBs), mercury-containing thermostats, hazardous and household chemicals, transformers, and emergency exit lighting. The inventory was limited to materials easily observed during the walk-through inspection of the structure. Fluorescent light ballasts observed were marked non-PCB; however, not all ballasts were inspected, and PCB containing ballasts may be present.
Heating ventilation and air conditioning equipment and appliances containing Freon were observed within the interior and exterior of the structure. Each appliance and equipment planned for removal should be properly evacuated of gases before it is disturbed, removed, or disassembled from the structure.
Tables 3 below provides a summary of the hazardous materials inventoried.
TABLE 3
SUMMARY OF MATERIALS INVENTORIED
MATERIAL TOTAL
Miscellaneous liquid cleaners (janitorial supplies etc.) variety of sizes Approx. 1 gallon Compact fluorescent bulb Approx. 14 Fluorescent tubes Approx. 10 each Fluorescent light ballasts Approx.10 each Smoke detectors Approx. 20 each Emergency lights/exits (batteries) 3 each Refrigeration /air conditioning units 30 AC wall units
1 outside AC unit Refrigerators (rooms) 10 each Ice Machine 1 each Lead plate vent flashing caps (roof) 11 each
Notes 1 Lead plate penetration flashing is located on roof top vent caps. Approximately 11 vent caps were observed. The vent caps observed were in good condition. If not planned for reuse, the roof caps should be removed intact during demolition activities and disposed or recycled according to local regulations.
5.0 RECOMMENDATIONS
Recommendations are provided below for asbestos building materials and lead-containing paint coatings.
5.1 Confirmed Asbestos
Forty-two samples of suspected ACM were collected from the site structure, totaling 50 individual analyzed sample layers. One sample representing one homogenous material tested positive. This sample was confirmed to contain more than 1 percent asbestos in at least one sample. Asbestos was not detected in the other samples collected. ACM identified during the survey are summarized below.
• An estimated 12 square feet of white sealant over tar is located on the upper roof center fan. The tar associated with the white sealant contains 10 percent chrysotile and is represented by sample 264-WS-1. The tar should be removed by a licensed asbestos abatement contractor before renovation disturbs the ACM. The removed waste must be transported to a disposal site able to accept Category I non-friable ACM.
5.2 Assumed ACM
During the survey, Tetra Tech observed approximately 8 fire doors in the structure. Typically, it is less costly to assume fire doors contain asbestos and dispose of them, than to open and sample them in an asbestos-regulated enclosure. Tetra Tech recommends that the suspect fire doors on site be handled and disposed of as potentially friable ACM if demolition plans will disturb the materials.
5.3 LBP
Three suspect lead-containing tile samples and six suspect lead-containing paint chip samples were collected throughout the structure. Two paint chip sample collected contained detectable lead concentrations. LCP identified during the survey are summarized below.
• Tan paint (0.0049 percent lead by weight) on interior metal stair rail was noted in intact condition. Damaged LCP should be stabilized prior to disturbance by renovation activities or demolition. Stabilization waste (chips, dust, rags, etc.) should be characterized to determine appropriate waste stream disposal. All work must follow OSHA guidelines for LCP disturbance.
• White paint (0.19 percent lead by weight) on interior metal and wood door frames was noted in intact condition. Damaged LCP should be stabilized prior to disturbance by renovation activities or demolition. Stabilization waste (chips, dust, rags, etc.) should be characterized to determine appropriate waste stream disposal. All work must follow OSHA guidelines for LCP disturbance.
6.0 REGULATORY OVERVIEW
Regulatory oversight of management, removal, and disposal of ACM and LBP is provided by a variety of federal, state, and local agencies. Section 6.1 overviews regulations regarding ACM, and Section 6.2 overviews regulations regarding LBP.
6.1 Regulatory Overview for Asbestos
Regulatory oversight of management, removal, and disposal of ACM is provided by a variety of federal, state, and local agencies.
Regulatory agencies enforce the following three primary regulations pertaining to various activities (inspection, assessment, and abatement) relating to ACM: AHERA, NESHAP, and the Asbestos Construction Safety Standard (as codified in federal OSHA). EPA regulations regarding identification, handling, management, and abatement of ACM (as specified in AHERA and NESHAP) are implemented by the Florida Department of Environmental Protection (FDEP).
Federal OSHA and FDEP regulate asbestos as a worker health and safety issue. Transportation and disposal of asbestos-containing wastes are overseen by the EPA and FDEP. The federal OSHA, EPA, and FDEP define ACM as materials containing greater than 1 percent asbestos.
The following are brief descriptions of the three major regulations relating to ACM:
Asbestos Hazard Emergency Response Act (AHERA)
AHERA, as implemented by EPA (40 CFR Part 763), primarily pertains to assessment and management of ACM in kindergarten through 12, public, private, and nonprofit schools. However, many of the procedures, training requirements, and certifications specified by AHERA have become the industry standard for all other facilities. During this survey, AHERA protocols were generally used in efforts to identify, assess, and sample building materials suspected to contain asbestos.
National Emission Standard for Hazardous Air Pollutants (NESHAP)
NESHAP (40 CFR Part 61) is an asbestos standard that protects the public from exposure to asbestos that would result from renovation or demolition. NESHAP requires surveying for suspect materials (as defined above), notifying of intent to renovate or demolish, removing regulated ACM (RACM) before renovation or demolition, and properly managing asbestos containing wastes. A RACM is defined by NESHAP as follows:
• Any friable ACM
• A Category I non-friable ACM (such as floor tiles and asphalt roofing products) that has become friable or will be subject to sanding, grinding, cutting, or abrading during renovation or demolition
• A Category II non-friable ACM (all other non-friable ACMs) that has a high probability of becoming friable during demolition or renovation.
Note that while NESHAP regulates renovation and demolition, it does not protect individual workers conducting asbestos abatement or provide instructions for how asbestos abatement projects should proceed.
Asbestos Standard for the Construction Industry
The Asbestos Standard for the Construction Industry (federal OSHA, 29 CFR 1926.1101) regulates asbestos exposure in the work place. This standard includes both persons working in a building containing ACMs and asbestos abatement workers and contractors. The Asbestos Standard for Construction (Construction Standard) regulates the following for abatement workers and contractors:
• Protection of workers and the public during the removal
• Medical surveillance requirements for workers
• Detailed requirements for how asbestos is to be removed
• Training requirements for abatement personnel.
6.2 Regulatory Overview for Lead-Based Paint
EPA, the Department of Housing and Urban Development (HUD), define LBPs as paints containing greater than 0.5 percent lead by weight or 5,000 ppm or 1 milligram per square centimeter (mg/cm2) total lead. Federal OSHA (Lead Construction Standard) regulations define “lead-based paint,” and refer to the EPA and HUD numbers cited above.
The federal OSHA Lead Construction Standard specifies a Permissible Exposure Limit (PEL) for worker exposure to airborne lead particles of 50 mg/cm3 of air for an 8-hour, time-weighted average. The federal OSHA Lead Construction Standard also lists an action level of 30 mg/cm3 for an 8-hour, time-weighted average. Therefore, demolition activities that include materials with lead at any concentration could, under certain circumstances, trigger federal OSHA regulations.
7.0 ABATEMENT COST ESTIMATES
Estimated costs asbestos abatement are summarized in Table 4. Estimated costs for paint stabilization are summarized in Table 5.

8.0 LIMITATIONS
Only minor demolition of materials (destructive sampling) was employed during the demolition survey, which limited the inspection for suspect materials. Thus, additional suspect materials could be present in walls, voids, attics, equipment chases, subsurface utilities, and in other concealed areas. Specifically, hot water supply and return piping originates from adjacent structure (Building 265) in a subsurface chase and services the site structure. Although not observed, suspect asbestos pipe insulation and hard joints are expected to be present within the subsurface chase and in plumbing walls of the structure.
If any suspected ACM/LBP are identified during the demolition processes that are not listed in the ACM summary table (Table 1) or represented on the LCP summary table (Table 2), the owner or contractor should employ Florida accredited asbestos/lead-paint building inspector to obtain representative analytical results, or as an alternative, should handle and dispose of these materials as assumed ACM/LBP and follow all OSHA requirements for protecting workers and building occupants.

Dear Customer:
Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on December 26, 2018. The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600 Method.
Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% asbestos by weight as determined by visual estimation.
Thank you for your business and we look forward to continuing good relations.

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
