Refer to paragraphs below for more information.
In accordance with the Endangered Species Act, to reduce adverse impacts to threatened and endangered sea turtles from artificial lighting, all exterior lighting proposed for this project must be in accordance with the 45th Space Wing (45 SW) Instruction (SWI) 32-7001, Exterior Lighting Management (23 April 2018)located in appendix.
Standard exterior lighting during sea turtle season, 1 May through 31 October, between the hours of 2100 to 0600, must utilize downward-directed full cutoff amber LED with a wavelength of 560 nanometers or longer (no more than 1.75% output shorter). ‘Uplighting’, accent and aesthetic lighting is not authorized from 1 May to 31 October. Some variances can be granted depending on mission, safety and security requirements and approval by the PAFB/45 CES. All fixture selections and light management plans must be reviewed/approved by 45 SW CES Environmental through the Contracting Officer prior to purchases. More specific guidance for exterior fixtures is found in the SWI 32-7001.
Light Management Plans (LMPs) shall be required for new facility construction and/or operation if lighting is necessary for construction 1 May to 31 October from 2100 to 0600. Operational facility lighting requires completion of a LMP. Basic information to include in an LMP: operational needs (safety/security), lighting layout/design sheets, photometrics, fixture cut sheets, and lighting control measures integrated into the plan. The LMP will be prepared by the contractor on the contract terms and will be submitted to 45 CES Environmental for review by FWS in sufficient time to allow design changes, but no later than 60 days prior to proposed use. A template can be provided by 45 CES Environmental upon request. Lighting shall not be purchased until the LMP is approved.
17.6.5 Specific Equipment - Specific Equipment Outlets shall be provided for certain specified equipment items with a dedicated circuit and be provided in addition to the general outlets indicated above. Provide the proper size device, branch circuit, and protection. The Electrical Designer shall coordinate with the User to assure that circuits with the correct quantity of conductors are provided and that receptacles with the correct NEMA configuration will be installed for the specific equipment that will be purchased by the User.
An LED under vehicle lighting system will be provided in the inspection bays to accompany the pit line item. The light system will run the length of the put on each side to provide illumination of the vehicle undercarriage.
18.5 Interior/Exterior Telephone and LAN Systems
The existing underground telecommunications distribution systems within the new Entry Control Facilities site will remain and shall be maintained during project construction. This a major underground telecommunications connection from Patrick AFB to Cape Canaveral. The existing AT&T Building 266 shall remain and must be maintained. The complete system shall meet the ANSI/TIA standards to include Patrick AFB cable installation standards. All telephone and LAN systems shall be provided and pre-wired by the Contractor.
In compliance with 45th SWI 17-213, the contractor shall provide a minimum of one BICSI certified/trained technician(s) onsite. Refer to appendix for existing telecommunications pathway routing for more information. Provide new ducts if existing path way options are not sufficient for new fiber requirements.
18.6 Security Camera System
The infrastructure for a new POE security camera system shall be provided in accordance with UFC 4-022-01. The camera system will be connected to the base internet for the ability to view camera feeds from the security forces network. CCTV security system shall be submitted to PAFB for approval prior to purchase.
Conduit and cabling systems will be provided to accommodate License Plate Reader, PTZ, wide angle and fixed cameras located throughout Main Gate areas including within Visitor’s Center and at the Gate House check in areas. Each lane shall have a camera to observe the vehicle and driver from the front, and one to observe the license plate of each car entering the facility.
One camera will monitor vehicles just before the reject/POV Inspection Facility area and another camera will give an overview of the entry canopy. CCTV cameras at Traffic Check House inspection area will be color type. All others will be infrared type. The communications room at the Visitors Center shall be utilized for the CCTV system 24 port switch. Two strands of dedicated OSP fiber optic cable for CCTV video signal is required from Visitor’s Center back to the Base Defense Operations Center (BDOC). Provide new ducts if existing path way options are not sufficient for new fiber requirements. Refer to appendix for existing telecommunications pathway routing for more information. Provide new ducts if existing path way options are not sufficient for new fiber requirements. For bidding purposes length of fiber to be approximately 2500 feet with actual length to be determined during design. located in Building 533. Coordinate power and communication wiring requirements for all cameras.
All systems shall be provided complete by the contractor. Cameras and the associated recording / viewing equipment cannot be funded by MILCON. The Contract Documents shall indicate a point of demarcation on the drawings to show where MILCON stops paying and equipment funds start paying. The Cameras/ recording& viewing equipment shall be included as a line item on the bid schedule as a bid option.

1.11 Submittal Reviews
For each design review submittal, the Contractor shall be furnished comments from personnel of the Mobile District and from other concerned agencies involved in the review process. The review shall be for conformance with the technical requirements of the solicitation. The Government shall take twenty-one (21) days to review and comment on each unreviewed design submittal including the 100% unreviewed submittal. The last two weeks of the calendar year shall not be considered when scheduling review times or meeting times. If the Contractor disagrees technically with any comment or comments and does not intend to comply with the comment, the Contractor shall clearly outline, with ample justification, the reasons for noncompliance within five
(5) days after receipt of these comments in order that the comment can be resolved. The disposition of all comments shall be furnished in writing within 5 working days after the review meeting. The Contractor is cautioned that if the Contractor believes the action required by any comment exceeds the requirements of this contract; that the Contractor shall take no action and notify the Contracting Officer’s Representative (COR) in writing immediately.
Review comments shall be written using Design Review and Checking System (DrChecks). DrChecks is an Internet-based computer program. DrChecks is free of charge. Comments shall be written in DrChecks.
