After work is completed in the field, the contractor will acquire written concurrence from on-site government personnel that the work is complete, before marking the work order complete in FEM.

Plans: The Contractor shall furnish the following plans within 30 days after award date for approval by the Contracting Officer (unless noted otherwise).

Contractor Quality Control Plan (CQC) (within 15 days after award). The Contractor will establish a comprehensive quality control program in accordance with contract clause entitled "Inspection of Services". A formal Quality Control Plan shall be submitted within 15 days after award. This plan should discuss in detail the proposed Quality Control Program to be used to assure compliance with the contract specifications and the offeror's proposal per the SECTION H, SPECIAL CLAUSE REQUIREMENTS, “OFFEROR’S PROPOSAL”. The Quality Control Plan should consist of an outline describing the quality control concepts, purpose, and general program overview. Discuss the methods to be utilized to ensure that the program is effective and efficient. Provide a list of all quality control personnel and include their responsibilities, authorities, and positions relative to the organization chart. Describe the inspection program to be utilized to ensure quality control goals are met. Include the frequency, inspection method, and schedule for each lock, dam and other project facilities and plant. Describe how corrective measures will be applied. Describe the interaction and coordination efforts that should occur between Quality Control and Government Quality Assurance Personnel. The Quality Control Plan will be in enough detail to assure the Government that the Contractor is cognizant of the contract requirements and satisfies all performance requirements. In addition to the above, the Quality Control Plan should establish methods of control for the following areas:

Timely indoctrination and training of personnel.

Employee performance and evaluation of this performance.

Identification of decline in quality of performance.

Corrective action to restore substandard performance and correct deficiencies.

Assurance of employee knowledge of work assignment, regulations pertaining thereto or affecting his work, such as fire reporting, safety, erosion of embankments, etc.

Employee health and hygiene.

Security of facilities and equipment (including key control).

Maintenance of facilities and equipment.

Proper reporting by Contractor employees of maintenance needs.

Preparation and submission of required reports to both Government technical and contracting personnel.

Determination of all work required to maintain and repair all facilities, buildings, structures, and all systems in safe and efficient operating conditions is the responsibility of the Contractor. However, the COR may direct the Contractor to perform repairs or maintenance if deficiencies are observed. This notification may be verbal or in writing. The Contractor shall respond as soon as possible, but no later than 24 hours after notification to repair such work items or advise the COR in writing why this condition cannot be met. Failure to respond within these guidelines without acceptable justification may be counted against the Contractor as evidence of unsatisfactory performance in evaluation for award fees.

The Contractor Quality Control Officer (CQCO) shall provide for inspection of all items of work and rework to ensure conformance to specifications and drawings. Inspection activities performed shall also include monitoring of subcontractor performance, inventory control, and procurement of supplies. The CQC plan will provide for ongoing inspections of the CQC functions described herein. Government Quality Assurance inspectors will assure that CQC is being followed and is effective, but the presence or absence of a Government inspector shall not relieve the Contractor of responsibility for the proper execution of work in accordance with the specifications. All compliance inspections shall be recorded on a form approved by the COR. All Contractor documentation developed to monitor quality control, to include records of deficiencies observed and corrective actions taken shall be furnished to the Government. If recurrent deficiencies indicate that the quality control system is inadequate, corrective action will be taken as directed by the COR. Upon approval of the plan, any proposed changes must be approved by the COR prior to implementation.

Purchasing Plan: Within 30 days of award, the Contractor shall submit a purchasing plan. The Contractor may not purchase any piece of equipment or property, which would require placement on the Contractor's property account without prior approval. Lost, damaged or destroyed items may not be replaced or repaired without prior approval.

These parts may be procured locally. In the event that emergency repair parts are required, and it is not possible to obtain advance procurement approval from the COR, the Contractor is authorized and shall be required to procure those parts necessary to affect immediate repair in order to protect personnel and/or property. The Government reserves the right to make major purchases for the Contractor through other Government sources in order to take advantage of special Government pricing, and thus save money.

The Contractor shall maintain a purchasing system which will assure efficiency in expending Government funds.

The Federal Acquisition Regulation (FAR) shall be used as a guide in establishing purchasing procedures and standards commensurate with the policies and techniques contained therein. The Contractor shall afford Small Business concerns an equitable opportunity to compete for all contracts they can perform. The Contractor's purchasing system is subject to review and approval by the Contracting Officer. Title to all property acquired by the Contractor in this manner shall inure to the Government for which it was purchased upon receipt by the Contractor.

Inventory Management and Property Control Plan. Within 30 days of award, the Contractor shall submit Contractor’s recommendation for stock items and levels for approval of the COR. Contractor’s inventory management and property control plan, including control of Government property, shall be implemented upon approval. The inventory control program will utilize FEM. The Contractor shall inventory existing stock items and materials available at the beginning of the contract and shall input the results of the inventory into FEM.

The property control plan will contain provisions to protect, preserve, account for, and control all Government furnished property (GFP) from its acquisition through disposition. This plan will be in writing. The Contractor will be required to use the FEM system for property and inventory control once it is fully functional. The following will be documented in FEM:

The name, description, and NSN/NCN Quantity received (or fabricated), issued, and on hand Unit price Contract number or equivalent code designation Location Disposition Posting reference and date of transaction Bar Code Serial Number (if applicable) Manufacturer Summary price for all property

The plan will be forwarded to the COR for approval. If for any reason the plan is disapproved, the COR will notify the Contractor in writing, requesting prompt correction of deficiencies. If the Contractor does not correct the deficiencies within a reasonable period, the COR will:

Notify the Contractor in writing of any required corrections and establish a schedule for completion of actions.

Caution the Contractor that failure to take the required corrective actions within the time specified will result in withholding or withdrawing plan approval.

Advise the Contractor that its liability for loss of or damage to Government property will increase if approval is withheld or withdrawn.

The inventory shall be complete and accurate. The Contractor shall submit no less than monthly, a complete updated printout of the inventory. The Contractor shall be subject to a monthly property management audit by the Government.

All property furnished to the Contractor will be controlled by means of the established inventory list. This inventory list will be maintained by the Contractor. It will include all property, which is currently used by the O&M Contractor and any additional property items procured throughout the life of the contract. The purchase of new accountable-property items will require approval of the Contracting Officer. The Contractor will designate, in writing, a Contractor Property Officer (CPO), who will be responsible for maintaining accountability and record keeping. This individual will be a management official and may be assigned other duties by the Contractor.

An interim inventory management and property control system may be utilized by the Contractor with the approval of the COR. This interim system will only be utilized until the proper training and credentials for use of the FEM system are accomplished by the Contractor. The Government will provide the necessary training for the implementation of the FEM program.

Excess/Disposal/Returns: All property returned by the Contractor to the Government, for whatever reason, will be accompanied with the property records. The CPO will notify the COR when serviceable GFP equipment is not needed to perform the work and otherwise will remain inactive.

The COR will review the Contractor’s plan as frequently as condition warrants. These reviews will take place at any time during contract performance, upon contract completion or termination, or at any time thereafter during the period the Contractor is required to retain such records. The Contractor will make all such records and related correspondence available to the COR.

Safeguarding Government Property and Accident Notification: The Contractor shall cooperate with Government personnel in safeguarding Government property and reporting accidents. The Contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, and/or other property damage. The COR will ensure that local law enforcement personnel are notified. The Contractor shall provide a full description of the security procedures and safeguards that will be established to protect equipment, materials, tools, and other resources from loss or damage. The Contractor shall notify the COR immediately upon discovery of any Government Furnished Property that is lost, damaged, or destroyed while in the Contractors possession. Telephone or radio reports to the COR with timely follow-up in writing will be acceptable. Under normal conditions, written reports will be provided within 24 hours. In very unusual circumstances, reports will be submitted within 48 hours. On a monthly basis, the Contractor will provide a consolidated report of property damage, acts of vandalism, larceny, pilferage or other damages or loss of Government facilities maintained by the Contractor.
