During this conference, the Contracting Officer (KO) shall establish the lines of authority and Government procedures for contractual, administrative, and work matters. The schedule of required submittals and reports will also be discussed. The Contractor shall provide names of all key personnel and provide a copy of each individual resume at this meeting. A letter of record, documenting all pre-work conference discussions, will be furnished to all attendees.

COORDINATION MEETING

The coordination meeting will be separate from the Pre-work Conference as required in the previous paragraph. Before work commences, the Contractor and its staff shall meet with the Contracting Officer’s Representative (COR). INTERRUPTIONS TO SYSTEMS

All work that requires an interruption to the use of the project facilities or systems, or otherwise disrupt navigation traffic, building occupants and/or the visiting public, shall be fully coordinated and approved in advance by the COR. Interruptions shall be kept to an absolute minimum, and all repairs and/or replacement of equipment or components shall be accomplished in an expeditious and efficient manner.

SITE CLOSURES AND RESPONSIBILITIES

From time to time during the life of the contract, facilities or recreational areas may be subject to lease, closure, and/or consolidation due to management initiatives being implemented. Contract employees found to be under the influence of drug or alcohol, mental or physical impairment, negligent in the use of personal safety equipment or established safety policies or procedures, may be subject to immediate dismissal, depending on the nature of incident. Repeated or continual ongoing safety infractions shall be grounds for dismissal.

Notification of objection by the COR will be made promptly to the Contractor in writing if time or circumstances permit. Otherwise, notification shall be by telephone and shall be confirmed in writing as soon as possible. These requirements shall not be the basis of any claim for compensation and/or damages against the United States and/or any of its officers or agents. Describe the interaction and coordination efforts that should occur between Quality Control and Government Quality Assurance Personnel. The Quality Control Plan will be in sufficient detail to assure the Government that the Contractor is cognizant of the contract requirements and satisfies all performance requirements. In addition to the above, the Quality Control Plan should establish methods of control for the following areas:

Timely indoctrination and training of personnel.

The Federal Acquisition Regulation (FAR) shall be used as a guide in establishing purchasing procedures and standards commensurate with the policies and techniques contained therein. The Contractor shall afford Small Business concerns an equitable opportunity to compete for all contracts they can perform. The Contractor's purchasing system is subject to review and approval by the Contracting Officer.

3. Management Plan. The Contractor shall submit a management plan addressing personnel staffing, and physical aspects (utilization of equipment, personnel requirements and facilities).

This plan will contain the Contractor’s recommended uniform items including styles, colors and types of uniform items proposed. Prior to commencement of work, the Contractor shall provide employees with approved uniforms. Company identification shall be accomplished by a patch on the breast pocket or left shoulder. Uniforms shall also be provided to subcontractors working on the project on a full-time basis.

b. Subcontracting Plan. Part of the management plan is the subcontracting plan and it is to include, as a minimum, the degree and rational of the subcontracting contemplated.

c. Equipment Utilization Plan. Contractor will submit an equipment utilization plan as a part of its management plan. This plan shall include types of equipment to be used, ownership, etc. The Contractor will utilize a combination of Government owned and

Contractor owned (or rental) equipment in the performance of this contract. However, during the performance of this contract, the Government reserves the right to change the Government furnished equipment list during the life of the contract.

4. Facilities Maintenance Plan (within 90 days after contract award). The Contractor shall submit a quarterly, annual, and a five-year plan for all routine maintenance and duties covered by the specifications. In addition, the Contractor shall prepare weekly schedules detailing all planned activities. A weekly schedule of upcoming work will be provided to the COR at least seven (7) days in advance. The frequency of submittal of plans and schedules may be adjusted as needed and directed by the COR. Routine cleaning, janitorial, and grass mowing will not be included in these plans.

Work incidental or related to contract work items, but not specifically identified or described in each Section, may be required of the Contractor. This work will be accomplished by the existing work force utilizing existing equipment and will be performed by rescheduling and/or reapportioning the Contractor’s long range and weekly schedules, as approved by the COR.

The use of the Facilities and Equipment Maintenance (FEM) system shall be a requirement of this contract. The FEM system is the Corps of Engineers Asset Management’s comprehensive computerized maintenance work management program for planned and unplanned activities including long- and short-term planning, preventive, reactive and condition-based maintenance.

It is used to schedule maintenance, optimize resources, and track key performance indicators. All maintenance is performed from work orders from FEM. All labor and materials are captured to aid in the business decision making process. FEM is based on IBM’s MAMIXO platform. The Government will provide the necessary training for the implementation of the FEM program.

5. Inventory Management and Property Control Plan. The Contractor shall submit Contractor’s recommendation for stock items and levels for approval of the COR. Contractor’s inventory management and property control plan, including control of Government property, shall be implemented upon approval. The inventory control program will utilize FEM. The Contractor shall inventory existing stock items and materials available at the beginning of the contract and shall input the results of the inventory into FEM.

The property control plan will contain provisions to protect, preserve, account for, and control all Government furnished property (GFP) from its acquisition through disposition. This plan will be in writing. The Contractor will be required to use the FEM system for property and inventory control once it is fully functional. The following will be documented in FEM:

The name, description, and NSN/NCN Quantity received (or fabricated), issued, and on hand Unit price Contract number or equivalent code designation Location Disposition Posting reference and date of transaction

Bar Code Serial Number (if applicable) Manufacturer Summary price for all property

The plan will be forwarded to the COR for approval. If for any reason the plan is disapproved, the COR will notify the Contractor in writing, requesting prompt correction of deficiencies. If the Contractor does not correct the deficiencies within a reasonable period, the COR will:

a. Notify the Contractor in writing of any required corrections and establish a schedule for completion of actions.

b. Caution the Contractor that failure to take the required corrective actions within the time specified will result in withholding or withdrawing plan approval.

c. Advise the Contractor that its liability for loss of or damage to Government property will increase if approval is withheld or withdrawn.

The inventory shall be complete and accurate. The Contractor shall submit no less than monthly, a complete updated printout of the inventory. The Contractor shall be subject to a monthly property management audit by the Government.

All property furnished to the Contractor will be controlled by means of the established inventory list. This inventory list will be maintained by the Contractor. It will include all property, which is currently used by the O&M Contractor and any additional property items procured throughout the life of the contract. The purchase of new accountable-property items will require approval of the Contracting Officer. The Contractor will designate, in writing, a Contractor Property Officer (CPO), who will be responsible for maintaining accountability and record keeping. This individual will be a management official and may be assigned other duties by the Contractor.

An interim inventory management and property control system may be utilized by the Contractor with the approval of the COR. This interim system will only be utilized until the proper training and credentials for use of the FEM system are accomplished by the Contractor. The Government will provide the necessary training for the implementation of the FEM program.

Excess/Disposal/Returns: All property returned by the Contractor to the Government, for whatever reason, will be accompanied with the property records. The CPO will notify the COR when serviceable GFP equipment is not needed to perform the work and otherwise will remain inactive.

The COR will review the Contractor’s plan as frequently as condition warrants. These reviews will take place at any time during contract performance, upon contract completion or termination, or at any time thereafter during the period the Contractor is required to retain such records. The Contractor will make all such records and related correspondence available to the
