The purchase of new accountable-property items will require approval of the Contracting Officer. The Contractor will designate, in writing, a Contractor Property Officer (CPO), who will be responsible for maintaining accountability and record keeping. This individual will be a management official and may be assigned other duties by the Contractor.

An interim inventory management and property control system may be utilized by the Contractor with the approval of the COR. This interim system will only be utilized until the proper training and credentials for use of the FEM system are accomplished by the Contractor. The Government will provide the necessary training for the implementation of the FEM program.

Excess/Disposal/Returns: All property returned by the Contractor to the Government, for whatever reason, will be accompanied with the property records. The CPO will notify the COR when serviceable GFP equipment is not needed to perform the work and otherwise will remain inactive.

The COR will review the Contractor’s plan as frequently as condition warrants. These reviews will take place at any time during contract performance, upon contract completion or termination, or at any time thereafter during the period the Contractor is required to retain such records. The Contractor will make all such records and related correspondence available to the COR.

Safe Guarding Government Property: The Contractor shall cooperate with Government Personnel in safeguarding Government property. The Contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, and/or other property damage. The COR will insure that local law enforcement personnel are notified. The Contractor shall provide a full description of the security procedures and safeguards that will be established to protect equipment, materials, tools, and other resources from loss or damage. The Contractor shall notify the COR immediately upon discovery of any Government Furnished Property that is lost, damaged, or destroyed while in the Contractors possession. Telephone or radio reports to the COR with timely follow-up in writing will be acceptable. Under normal conditions, written reports will be provided within 24 hours. In very unusual circumstances, reports will be submitted within 48 hours. On a monthly basis, the Contractor will provide a consolidated report of property damage, acts of vandalism, larceny, pilferage or other damages or loss of Government facilities maintained by the Contractor.

The Contractor shall ensure that all contract personnel are aware of the responsibility to be good stewards of Government property entrusted to them. Property that is portable and easily pilfered will be included in the property inventory listing. These items are controlled, regardless of dollar value. Examples of controlled equipment are hand and power tools, battery chargers, computers, binoculars, cameras, portable radios, etc.

Cost Schedule Plan: The Contractor shall have a Cost Schedule Plan with work breakdown structure of cost estimates to be incurred, for each TP for each month of the contract. The Plan shall be updated monthly as required to reflect changes in expenditures due to changes in work. Additionally, daily written records shall be maintained of all maintenance, repair, and operation activities. Cost data for each activity will be maintained and be subject to Government audit, as determined by the COR. This cost data shall include labor (in hours and dollar value), supplies, materials, or parts costs for each separate scheduled work task, and in sufficient detail to reflect the type of materials, supplies and parts being ordered. This information will be furnished to the COR upon request.

Employee Uniform and Identification Plan: The Contractor will be required to submit a proposed uniform apparel package for approval by the COR. This plan will contain the Contractor’s recommended uniform items including styles, colors and types of uniform items proposed. Prior to commencement of work, the Contractor shall provide employees with approved uniforms. Company identification shall be accomplished by a patch on the breast pocket or left shoulder. Uniforms shall also be provided to subcontractors working on the project on a full-time basis.

Invoicing: Invoices are to be broken down by TP and location and should include all costs associated with labor, materials, supplies, parts, subcontractors, and man-hours. Lump sum invoices will not be paid.

Periodic water samples are required from water wells. Samples will be taken as specified by the appropriate state guidelines and delivered to an approved lab for testing. Tests that fail will be retaken as required by state guidelines. Results of all tests will be furnished the COR. Chlorination of water systems may be required periodically to reduce bacteria levels and meet state requirements. Failure to follow state guidelines may result in punitive action by the state.

Repairs fall into three classifications:

a. Minor Repairs: The services required for minor repairs to the buildings, structures, and systems are estimated to be equal to or less than $2,500 (including materials, labor, and tax). This work includes, but is not limited to, repairs of buildings, structures, piping, tubing, valves, pumps, motors, electric and pneumatic controls, induction units and other components of the system.

Minor Repairs and general maintenance work will be accomplished as a routine part of this specification and will be done during the scheduled work hours unless otherwise approved in advance by the COR.

b. Major Repairs: Major repairs are those estimated to cost more than $2,500 (including materials, labor, and tax). If the Contractor determines that any major repairs are required, they should promptly report it to the COR for approval before work begins. The Contractor will cooperate with other contractors in the performance of this work.

c. Emergency Repairs: Services required for necessary repairs to buildings, structures and systems to eliminate any immediate hazard, protect life, Government property, restore essential services or prevent further damage to Government property are outlined as emergency repairs.

Upon notification, the Contractor will have such personnel as may be required to make necessary repairs present within two (2) hours. Emergency major repairs will not be undertaken without prior written approval of the COR unless the nature of the repairs requires immediate action to preserve life or property.

Determination of work necessary to keep buildings, facilities and structures in a functional, safe, neat, and attractive condition, and all systems in a safe, efficient operating condition, is the Contractor's responsibility. The COR, however, may direct the Contractor to perform needed repairs to correct any deficiency noted. The Contractor will respond promptly and complete such repairs at the earliest possible time. The Contractor should take necessary action to maintain facilities in acceptable condition so that no deficiencies exist. Detection of uncorrected deficiencies by the COR may be considered unsatisfactory performance.

The Contractor must submit to the COR a daily written record of all operations and maintenance work performed.

The Contractor will keep accurate records for all power equipment and operating systems in accordance with current Corps of Engineers requirements utilizing the FEM system. All equipment requiring repair will be identified with a tag noting the date taken out of operation and required repairs. When the repair has been completed, it will be entered into the FEM system as complete. These records will be kept current and are subject to inspection by the COR. The use of FEM will be required for these records.
