REQUEST FOR INFORMATION

Q1: Our company has a base caretaking contract that is structure with a 6 month base and subsequent 6 month option periods. We are through the 6 month base and have been awarded [exercised] the first option period. Will this count as a bona fide experience? It's not a year, but we are through the base and into the option period.

A1: First, the work must be considered REVELANT. From the description, this project (if relevant) would not count as bona fide experience. See item (3) below.

"A "recent" project is an O&M‐type project (1) the contract for which was completed within six (6) years of the RFP issue date; (2) the contract for which is currently on‐going has a base period of one year or less with additional option periods available, the base period was completed by the RFP issue date and an option period has been exercised; or (3) the contract for which is currently on‐going has a period of performance in excess of one year or includes a base period in excess of one year, and the contract or base period was at least 50% complete as of the RFP issue date."

Amendment 0002 reflects changes in Section L, paragraph 2.1, bullet 2.

Q2: Do you consider the current level of maintenance/condition of camp ground sites as of the day of the site visit as Above Average, Average, or Below Average?

A2: This answer cannot be categorized into three categories because depending on the camp sites visited 1‐13‐2016, some of the camp sites were closed for winter use. However, for the sites that are open and visited today, 1‐16‐2016, the current overall level on maintenance is likely considered Average. Depending on the various areas of the many campsites available for the site visit, ALL campgrounds have sites that fit into all categories.

Q3: a) How are we to price: Diving, Crane, and Supplemental Maintenance Personnel for powerhouse?

Quantities are a bit unknown. b) Will you provide something liked a maximum number of hours for each category?

A3a: In reference to TP 14, the solicitation states the contractor may provide these services. The offeror is to develop its own approach in regards to the subject items. See Amendment 0001.

A3b: Maximum number of hours will not be provided. The offeror is to develop its own technical approach in regards to hours. See Amendment 0001.

Q4: The RFP mentions use of PPIRS, but not CPARS. Will CPARS information be considered for Past performance?

A4: Yes

Most of the remaining answers shall be limited to PROJNET.

1.0 Introduction. This is a Federal Acquisition Regulation (FAR) Part 15, competitive, Small Business, Best Value, tradeoff, source selection in support of the Mobile District’s Civil Works Program. In this source selection, the Government intends to make one (1) award of a Cost-Plus- Award Fee contract resulting from this solicitation. The term of this contract will be for one base year and four 1-year options. Each competing Prime Contractor, hereinafter referred to as the “Offeror”, shall submit a proposal that includes the required submission information found in this Section L, to demonstrate the Offeror’s capabilities to perform the work described in this Request for Proposal (RFP) at a fair and reasonable cost/price. By submission of a proposal, the Offeror accedes to all the terms of this RFP. RFP Section M outlines the proposal evaluation process and the basis for award. Below are project specific, proposal submittal instructions to the Offeror based on requirements important to this solicitation. The Offeror must follow the instructions and incorporate the requirements into their proposal.

1.1 Who May Submit. Any responsible business organized as a prime contractor that is self-certified as a Small Business as defined by the U.S. Small Business Administration.

1.2 Project Description. In general, this project is described in RFP Section C, Technical Provision (TP) 1 GENERAL MANAGEMENT, Objective. Reference all the Technical Provisions in RFP Section C, and other Sections and Appendices for the entire scope of effort required.

On this date and time the portal will be closed. For technical questions, no other means of communication (e-mail, fax or telephone) will be accepted. Oral exchanges between Offerors and the Government prior to award of the contract will not be binding. In addition to the information available to the Offerors on the Bidder Inquiry Portal, any information concerning this solicitation will be furnished to all Offerors as an amendment to the solicitation if the information is necessary to the submittal of offers.

To submit and review inquiries, an Offeror needs to be a current registered user of the ProjNet system. The duration of the conference and tour will be approximately one (1) day to include an accompanied site visit of the West Point Project Management Office and the West Point Powerhouse after the pre-proposal conference. All interested Offerors are urged and expected to attend the scheduled site visit and to inspect the site(s) where other work will be performed. Site visits for other locations will be unaccompanied and maps for these locations will be provided at the pre-proposal conference.

(FAR 52.237-1 SITE VISIT (1984))

c. Because of the limited field staff available, the site visit for the West Point Project Management Office and the West Point Powerhouse will be the only accompanied visit.

Individual visits to other locations will not require advanced notice and offerors will be expected to make their own assessment of the locations and ask questions in writing. The number of attendees for the pre-proposal conference is limited to three (3) from each firm. The Offeror is to provide the names of individuals that will be attending from their company on company letter head and sent to the Mobile District. 1.6.1 To effectively and equitably evaluate proposals, the Government must receive information sufficiently detailed and in the order described below that clearly describe an Offeror's capabilities. It is the responsibility of the Offeror to submit complete proposal information and documents that are fully responsive to the submission requirements of the solicitation. Offerors are responsible for organizing submitted material sequentially under tabs and numbered pages to facilitate evaluation. Materials not organized under the appropriate tabs and in the sequence of subparagraphs set out below, may easily be overlooked during evaluations, possibly affecting an Offeror’s rating.

2.0 Volume I - Past Performance of the Prime Contractor and Technical Approach.

Submit Past Performance Information of the Prime Contractor and Technical Approach in Volume I, under the tabs indicated below and number all pages. Note: Do not provide any cost information in Volume I.

2.1 VOLUME I TAB-A: Past Performance of the Prime Contractor. The Prime Contractor (Offeror) signed on the SF 33 is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. There are two aspects to the past performance information to be submitted: (a) Relevant Company Effort and (b) Quality of Past Performance.

Where the word "project” and/or “effort(s)" appears in RFP Sections L and M, it is understood to mean an operation and maintenance (O&M) single contract(s). Examples of project effort submitted by Offeror may be projects performed for a State or Federal Government agency or for a commercial or private sector customer.

Where the word “recent” appears it is understood that a "recent" project is an O&M-type project (1) the contract for which was completed within six (6) years of the RFP issue date; (2) the contract for which is currently on-going has a base period of one year or less with additional option periods available, the base period was completed by the RFP issue date and an option period has been exercised; or (3) the contract for which is currently on-going has a period of performance in excess of one year or includes a base period in excess of one year, and the contract or base period was at least 50% complete as of the RFP issue date. to mean an O&M type project for which the contract is 100% complete or for which the base year is 100% complete and the effort is being performed under the award of an option. All project examples are to have been completed or the effort being performed under a current option within six years (6) years of the RFP issue date.

“Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean that a single project effort submitted is similar and logically connected to the context of this solicitation in terms of type of scope (dollar value, size, project type) and magnitude of effort and complexities as the work described in this solicitation. The description of work is found in RFP Section C DESCRIPTIONS/WORK STATEMENT TECHNICAL PROVISIONS (TP’s).

2.1.1 (a) RELEVANT COMPANY EFFORT. The Offeror is to submit no more than five (5) examples of its most “recent” and “relevant” project efforts performed as a prime contractor to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. If the Offeror submits more than five projects, only the first five projects shall be evaluated. For each “recent” and “relevant” project example, the Offeror shall furnish the information specified below. If the Offeror is submitting “task order type projects”, each single task order project shall be submitted on a separate project data sheet. Do not combine tasks orders and present them as one entire project. As a minimum, provide the following information:

(1) Company Name

(2) Name of Project

(3) Location of Project

(4) Owner

(5) General Scope of Project/Contract as it relates to this solicitation

(6) Your Role on this Contract (Prime, Subcontractor, Joint Venture Partner) and the type of effort your company self-performed.

(7) Contract Type: (for example Firm Fixed-Price, Cost Plus Award Fee,)

(8) Contract Award Date (Provide Month and Year); Completion Date of the Base

Year:(Provide Month/Year);

(9) If this contract is being performed under an option year the completion date of the current option being preformed:(Provide Month/Year)

(10) Termination or Liquidated Damages Information; Comments regarding any known performance deemed unacceptable to the customer or not in accordance with the contract terms and conditions.

(b) QUALITY OF PAST PERFORMANCE.

1) The Offeror shall submit evidence of the quality of its past performance on projects submitted in paragraph 2.2.1 (a). The Offeror shall provide a completed contractor performance evaluation, whether annual or final, found in the Past Performance Information Retrieval System (www.ppirs.gov). If a completed contractor performance evaluation does not exist in PPIRS (example, non-U.S. Government projects), the Offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment 1). If, at time of evaluation, a completed contractor performance evaluation exists in PPIRS that conflicts with a submitted PPQ, the completed contractor performance evaluation will govern.

2) Any past performance surveys/assessment/evaluation forms, other than PPIRS or the PPQ Form provided at the end of this section, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.

3) Offerors shall not incorporate PPQs by reference that were previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

4) If an Offeror has been required to take corrective action for any substandard performance, experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror should explain the circumstances and the corrective actions taken.

5) If a client will only provide completed PPQ’s and/or PPIRS directly to the U.S. Army Corps of Engineers, Mobile District, then ensure the client submits the PPQ and/or PPIRS before the proposal due date using the following electronic mailing address:

cesam.plansroom@sam.usace.army.mil PPQ’s and/or PPIRS received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.

2.1.1.1 Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM) as the offering Joint Venture. The Offeror must provide up to five (5) “recent”, “relevant” projects performed by the JV that reflect the JV’s ability to perform the work required in this solicitation as required by Paragraph 2.1.1 subparagraphs (a) and (b).

2.1.1.2 If the Offeror cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide those “recent”, “relevant” projects that it has performed as the JV, and then supplement the record with additional “recent”, “relevant” projects performed by each JV member in their individual capacities. In such instance, each JV member must satisfy the requirement, to include any performed as the JV.

2.1.1.3 If the JV has no “recent”, “relevant” projects performed by the JV, then among all members of the JV combined, the JV must provide up to five (5) “recent”, “relevant” projects performed by the JV members that reflect one JV member’s or all the JV members’ combined ability to perform the work required in this solicitation as required by Paragraph 2.1.1 subparagraphs (a) and (b). Note: Total projects submitted are not to exceed five (5) from all JV members combined.

2.1.2 Verification: The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing the Past Performance Information Retrieval System (PPIRS), or other Government appraisal systems or to interview owner or references. The Government may check any or all cited references to verify supplied information. An Offeror will be afforded the opportunity to reply to or explain adverse performance information which the Offeror has not previously had an opportunity to address.

2.1.3 Key Personnel and Key Subcontractors: Key Personnel and Key Subcontractor experience and past performance information is not a submittal requirement for this factor under this TAB. If their information is submitted, it will not be evaluated. Company past performance information and/or effort demonstrated by another corporate entity other than the offering entity signed on the SF 33 will not be considered in the evaluation.

2.2 VOLUME I TAB-B: Technical Approach. Do not include cost information in the technical approach narratives. In a narrative form, as a minimum, submit your company’s technical approach to performing the Technical Provisions (TP’s) listed below. Your technical approach is not required for all TPs identified in Section C of the Solicitation. However, this is no indication that they are not important to the RFP and are to be included in the performance of the contract. Technical approach narratives may be enhanced with charts, tables, or any logical means of conveying the proposed technical approach the Offeror will use to accomplish a TP.

Broad general statements that merely mimic a TP, repeat, paraphrase, or promise general performance are not sufficient. For this source selection, a technical approach for the TP’s listed below are to be discussed:

TP-1 GENERAL MANAGEMENT

TP-2 MAINTENANCE OF BUILDINGS, STRUCTURES, FACILITIES,

MECHANICAL, PLUMBING, SEWAGE, AND ELECTRICAL SYSTEMS

TP-3 CLEANING, CUSTODIAL SERVICES AND REFUSE REMOVAL

TP-4 MAINTENANCE OF LANDSCAPED AREAS, TRAIL MAINTENANCE,

GRASS MOWING, AND HAZARDOUS TREES REMOVAL

Note: Use the Department of Labor nomenclature for labor classifications

TP-1: GENERAL MANAGEMENT

a) The Offeror is to clearly describe its overall organizational and technical approach to manage and execute the Technical Provisions found in RFP Section C. As a minimum, discuss the proposed key management and supervisory personnel, (not by name) by job title, for this project and indicate if the management position is located at the home office or located on-site. Discuss the corporate lines of authorities and the delegations of authority that will be assigned the key personnel. If the Offeror intends to subcontract out any effort for services or maintenance of building or equipment, etc, discuss the effort to be performed by any subcontractor(s). If the Offeror is a Joint Venture, discuss the Joint Venture’s executive team’s role and how it intends to manage this contract at the home office level.

b) Provide a simple organizational chart, to illustrate the management technical approach narrative. The Offeror may use foldout(s) not to exceed 11” x 17”. Do not use individual names but job titles on the chart. Clearly show which management positions are located at the home office and which management positions will be located on-site and at which Government provided facilities. Ensure the organization chart is consistent with the technical approach narrative. For all positions on the chart, clearly illustrate if the job is performed by the Offeror’s own organization or if the effort will be performed by a subcontractor. Clearly show the lines of authorities discussed in the technical approach narratives.

c) Provide the company’s job description (not an individual’s resume) for management position(s) responsible for this project site. Include the job title, the duties, responsibilities, education and experience requirements.

TP-2: MAINTENANCE BUILDINGS, STRUCTURES, FACILITIES, MECHANICAL,

PLUMBING AND ELECTRICAL SYSTEMS

a) Discuss the methods that will be used for determining the work required to keep buildings, facilities and structures in a neat and attractive condition and to keep buildings fully operational and functional.

b) Discuss key building systems that are important to this project and your methods for maintaining these systems in a safe and efficient operating condition.

c) Discuss the methods that will be used to report to the Contracting Officer’s Representative (COR), the need for minor repairs, major repairs, and emergency repairs. Include in this discussion, lines of authority to make purchases for services, materials, and supplies to ensure minor repairs, emergency and after hours repairs are made in a timely manner.

TP-3: CLEANING, CUSTODIAL SERVICES AND REFUSE REMOVAL

a) Cleaning Services and Refuse Removal. Discuss the methods and provide a schedule that will be used to provide cleaning services and refuse removal from facilities and public use areas to accommodate approximate visitation schedule identified in the solicitation.

b) Provide a schedule of cleaning services that will be performed per week/per area to meet the requirements of this TP.

c) Provide a chart listing the primary labor classifications responsible, with direct labor hours for supervising and performing cleaning and refuse removal. Do not mention names, but use labor classifications by position (the same nomenclature used in Volume II Cost Proposal and the Department of Labor nomenclature).

LABOR CLASSIFICATION DIRECT LABOR HOURS

Labor Classification 1 Labor Classification 2 Labor Classification 3

TP-4 MAINTENANCE OF LANDSCAPED AREAS, TRAIL MAINTENANCE, GRASS

MOWING, AND HAZARDOUS TREES REMOVAL

a) Grass Mowing. Provide a preliminary mowing schedule that list areas to be mowed, and the cycle of mowing for the areas listed.

b) Provide a chart listing the primary labor classifications with direct labor hours, responsible for supervising and performing grass mowing. Do not mention names, but use labor classifications by position (the same nomenclature used in Volume II Cost Proposal and the Department of Labor nomenclature).

3.0 VOLUME II COST/PRICE PROPOSAL. The Cost/Price Proposal will consist of the Excel worksheets listed below. The Government will provide all the Excel worksheets necessary for this submittal, in an electronic form.

Note for TP-9, TP-15, and TP-16 Cost Proposal. Due to the uncertainty of the magnitude of Road Maintenance and Repair, Hazardous Waste Operations and Emergency Response (HAZWOPER), and Timber Stand Improvement work to be performed in Section C, the cost proposal shall not include a cost associated with these TP’s.

The Tab Names of each worksheet within the Cost/Price Proposal are as follows:

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner.

A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.

Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.

There should have been NO significant weaknesses identified.

Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable

No information or did not apply to your contract

Rating will be neither positive nor negative.
