Exhibit 7 – Criteria for Marking Government Boundary Lines on Civil Works Projects, Mobile District
1. Tree Marking
Trees adjacent to the Government’s boundary, and preferably on Government property, will be marked in accordance with the procedure illustrated on the “Procedure for Marking Government Boundary Lines” figure. These trees should be marked at intervisible distances along property lines which are not crossed by roads or streams. At points where public roads, woods roads, access trails and/or streams enter Government property, trees should be marked at frequent enough intervals so that the boundary is obvious to the casual eye.
2. Type of Paint
All boundaries of fee-owned lands should be marked with a bright red paint, utilizing the criteria on the “Procedure for Marking Government Boundary Lines” figure. All boundaries for roadway easements, sloughing easements, and spoil disposal easements should be marked with a white paint, utilizing the same making procedure. The limits of flowage easements will be identified by painting white bands approximately six inches in width breast high on trees along the appropriate contour lines.
3. Signs
Standard signs for marking fee-owned boundary lines and easement limits have been prepared and are available on requisition through the District Sign shop. These signs carry the language: “United States Army Engineer District, Mobile – Boundary Line” and “United States Army Engineer District, Mobile – Easement Line”. The sign to be utilized on fee-owned boundaries is square in shape with holes in the center top and center bottom. The sign identifying an easement line is diamond-shaped with holes in the upper and lower corners.
4. Placement of Signs
Along fee simple boundaries of the sign identifying the boundary line of Government property should be placed as near as possible to the actual line, preferably no more than five feet, but in all cases on Government property, at approximately 600-foot intervals including one at all Government property corners. The signs at the property corners should be placed within fifty feet in either direction from the property corner facing private land and on a tangent with the corner. One sign should be placed on each side of all public or woods roads entering Government property at points where they are easily visible to the traveling public.
Signs should, where possible, be placed on marked threes, approximately six inches above the uppermost mark.
5. Method of Attaching Signs
The Metal sings should be attached to living trees, utilizing two aluminum nails at least two inches in length with a large flat head. The nail should be driven at right angles to the tree with one-half inch of the nails left exposed to allow for diameter growth of the tree. The sign should be free enough on the nails to slip out easily with only slight pressure as the tree grows in diameter.
