About this file

This is a Sources Sought/Request for Information (RFI) document for market research purposes only, issued by the U.S. Army Corps of Engineers (USACE), Fort Worth District, regarding the design and construction of Permanent-Party Barracks #104 at Fort Hood, Texas. The project seeks to accommodate 250 Soldiers using modular construction methods to maximize factory-fabricated components and assemblies for accelerated construction, improved quality control, reduced on-site labor, schedule certainty, and cost efficiencies. The Government is evaluating Progressive Design-Build (PDB), Design-Build to Budget (DBTB), and Other Transaction Authority (OTA) delivery models. If an OTA path is selected, the Federal Acquisition Regulation (FAR) will not apply; instead, a negotiated bilateral Other Transaction Agreement will serve as the governing legal instrument.

The scope requires design and construction of a permanent barracks facility with modular construction incorporating living quarters, baths, storage, service areas, day rooms, HVAC systems, building information systems, antiterrorism measures, fire protection systems, Physical Access Control Systems (PACS), Closed Circuit Television (CCTV), Energy Monitoring Control Systems (EMCS), and special foundations, along with supporting site development, utilities, lighting, paving, parking, sidewalks, drainage, landscaping, and signage. The facility must meet all applicable DoD, Army, Unified Facilities Criteria (UFC), life-safety, structural, cybersecurity, and sustainability requirements with permanent-facility performance and lifecycle standards. The Target Price Range (TPR) is between $99,628,420.00 (strict Cost Control Limit) and $110,698,420.00 (estimated Construction Budget), within a total Programmed Amount of $125,000,000.00. The Government targets formal award of Phase 1 (Design and Preconstruction Services) in the Third or Fourth Quarter of FY27, with Phase 2 Construction approximately 1,000 calendar days thereafter. Interested firms must submit responses as single consolidated PDF or Word documents by Thursday, September 17, 2026, NLT 10:00 A.M. Central Daylight Time, including confirmation of interest, a capability statement addressing modular design/construction experience, manufacturing/delivery capacity, DoD/UFC compliance, project delivery experience, and advanced technical methods, plus a completed Project Delivery & Acquisition Strategy Questionnaire (maximum 10 pages). All submissions must be emailed to Contracting Specialist Bijay Gurung (Bijay.Gurung@usace.army.mil) with courtesy copy to Contracting Officer Shayla Lucas (shayla.j.lucas@usace.army.mil). Technical questions must be submitted by Thursday, September 10, 2026, NLT 10:00 A.M. CDT. A virtual Industry Day will be scheduled with details published subsequently on SAM.gov.

SPECIAL NOTICE: Utilizing an Other Transaction Authority (OTA) Progressive Design- Build (PDB) or Design Build to Budget delivery method, Permanent-Party Barracks #104 at Fort Hood, Texas, utilizing modular construction to accommodate 250 Soldiers.

NOTICE TYPE: Sources Sought / Request for Information (RFI) for Market Research Purposes Only

SUBJECT: Sources Sought (RFI) – Fort Hood Barracks #104 – Modular Construction

DISCLAIMER: This is a Request for Information (RFI) / Sources Sought Notice only.

This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract.

The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party.

PROJECT OVERVIEW & POTENTIAL PATHWAY: The U.S. Army Corps of Engineers the U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting public market research to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs) for the design and construction of Permanent party Barracks #104 at Fort Hood, Texas.

The Government intends to evaluate the use of modular construction as a primary design and construction approach for this project. The objective is to maximize the use of factory-fabricated modular building components and assemblies, where technically and economically feasible, to support accelerated construction, improved quality control, reduced on-site labor requirements, schedule certainty, and cost efficiencies.

The modular approach may include volumetric modular construction, panelized systems, prefabricated building components, or a combination of modular and conventional construction methods necessary to provide a complete, permanent facility meeting all applicable Department of Defense (DoD), Army, and Unified Facilities Criteria (UFC) requirements.

The Government is considering multiple innovative project delivery and contracting strategies, including Progressive Design-Build (PDB), Design-Build to Budget (DBTB), and direct Other Transaction Authority (OTA) models pursuant to 10 U.S.C. § 2808a (and/or applicable prototype provisions under 10 U.S.C. § 4022).

Prospective partners are advised that if an OTA path is selected, the Federal Acquisition Regulation (FAR) does NOT apply to this procurement. Under an OTA framework, a negotiated, bilateral Other Transaction (OT) Agreement would serve as the sole governing legal instrument, affording flexibility to optimize target budgets, scope trade-offs, and commercial design-build practices.

Scope Of Work: Design and construct a permanent party Barracks utilizing modular construction to the maximum extent practicable to accommodate 250 Soldiers.

The modular design and construction approach should incorporate factory fabrication, prefabrication, and/or off-site assembly of building components and systems where feasible while providing a permanent facility that meets all applicable DoD, Army, UFC, life-safety, structural, cybersecurity, sustainability, and installation requirements.

Primary facilities include living and sleeping quarters, baths, storage, service areas, day room, heating ventilation and air conditioning (HVAC) system, building information systems, antiterrorism measures, fire protection and alarm systems, Physical Access Control Systems (PACS) installation, Closed Circuit Television (CCTV) installation, Energy Monitoring Control Systems (EMCS) connection, and special foundations.

Supporting facilities include site development, utilities and connections, lighting, paving, waterway road crossing, parking, sidewalks, waterway pedestrian crossing, curbs and gutters, storm drainage, information systems, landscaping, and signage.

Heating and air conditioning will be provided by a self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings-related interior design services are required. Access for individuals with disabilities will be provided. Cybersecurity Measures will be incorporated into this project. Sustainability/Energy measures will be provided.

The modular construction system and associated components must be capable of meeting the same permanent-facility performance, durability, quality, and lifecycle requirements applicable to conventionally constructed DoD facilities.

Target Price Range (TPR): The Government has established a Target Price Range (TPR) for construction between $99,628,420.00 (the strict CCL) and $110,698,420.00 (the estimated Construction Budget), within a total Programmed Amount (PA) of $125,000,000.00.

Projected Award Date: The Government targets the formal award of the potential Agreement Phase 1 (Design and Preconstruction Services) on or about Third or Fourth Quarter of FY27.

Period of Performance (POP): Approximately 1000 calendar days following the potential execution of the Phase 2 Construction modification.

ACTION REQUIRED & SUBMISSION INSTRUCTIONS: Interested industry partners are requested to submit their complete response as a single, consolidated PDF or Microsoft Word Document attachment.

The Government is particularly interested in responses from firms with demonstrated modular design, manufacturing, fabrication, transportation, installation, and integration capabilities for permanent multi-story residential, barracks, dormitory, or similar facilities.
