The contract involves mowing approximately 205 total acres, consisting of approximately 175 acres of embankment and 30 acres of spillway. Previous contractors completed mowing and trimming work in four days. The contractor is responsible for conforming to the Performance Work Statement (PWS) and mowing maps regardless of actual acreage, as calculations from aerial imagery do not account for slope variations. Mowing is required once per month for seven months, with work limited to office hours between 8:00 AM and 4:30 PM, Monday through Friday. The embankment is approximately 6 miles long, and approximately 8,000 linear feet of riprap requires a 3-foot trimming strip from the roadway edge. The incumbent contract number is W9126G-21-D-0007. The response due date is 19 March 2026 (revised by Amendment 0001 issued 27 February 2026 to update the time zone to Central Daylight Time). Contractor employees must be vetted through official protocol but escorts are not required. No equipment storage is permitted on government property long-term; equipment may be left overnight monthly between mowing cycles. If herbicide is used, it must be EPA-approved for specific application. Bids should refer to Addendum 52.212-1 regarding submission procedures.

Questions and Answers - W9126G-26-Q-A039 - Lewisville Lake Dam Mowing

Q11

Do you have acreage (or square footage) totals for each embankment mowing area (Dams 1–13) and for the spillway mowing area? If not, can you provide a GIS/CAD file (or a table) with calculated areas for each polygon shown on the mowing maps?

A11

The embankment is approximately 175 acres and the spillway is approximately 30 acres. However, approximate calculation was taken from aerial imagery which does not account for slope. The total acreage could be higher. It is the responsibility of the Contractor to conform to the PWS and mowing maps regardless of what the actual acreage is.

Q12

Are the map boundaries the definitive limits of work for both embankments and spillway, or are there any additional unmapped areas included/excluded (e.g., shoulders, access roads, tops/bottoms of slopes)

A12 Shaded areas on provided maps are the areas needing mowed. However, shaded areas are not precise and to scale.

Q13 Please confirm the total linear footage (or provide a map layer) of the riprap requiring the “3-foot strip from the roadway edge” trimming requirement.

A13

Approximately 8,000 feet. However, this may not be exact and all required mowing shall be conducted in accordance with the PWS and mowing maps. The footage provided is only an estimate. It is the responsibility of the Contractor to conform to the PWS and mowing maps regardless of what the actual footage of the riprap is.

Is there an inventory (or approximate count) of features that drive trimming/edging (fences, guardrails, signs, structures, culverts, etc.) within the mowing areas, or a map identifying dense “trim-only” zones?

A15 No.

Q16

Will mowing crews be permitted unescorted access after vetting, or should we assume escorted access will be required for some/all areas? If escorts are required, are escort hours limited to specific windows?

However, all work shall be completed during office hours, which are between 8:00AM and 4:30PM, Monday through Friday. Mowing before and after these times is not allowed.

Q17 Are there designated staging/parking areas for contractor equipment and trailers near the dam/embankment and spillway work areas?

A17

However, equipment may be left overnight during the period each month between the mowing beginning (typically on a Monday) and mowing ending (typically on that Friday). Stored equipment is not monitored by the Government and the Government is not liable for any damage, theft, vandalism, etc.

of the Contractor-furnished property.

Q18 For the monthly equipment/safety inspections: is the inspection expected once per month at the beginning of the mowing cycle?

A18 This information is addressed in paragraph 5.2.1.1 Equipment, located in the Performance Work Statement.
