Comment Classification: Controlled Unclassified Information (CUI)
The specifications require drilling with air as the primary circulating medium; water is not allowed with the exception of encountering ground water or experiencing excessive gumming resulting in clogging. The Anchor Study Narrative Report notes several issues experienced when under-reaming the bond zone using only air to remove cuttings from the borehole. To facilitate cuttings removal from the borehole, will the government allow drilling the bond zone using a weak cement slurry in lieu of air as the primary circulation medium. It should be noted that the specification does allow grouting the bond zone with a weak cement if the bond zone is left open beyond 8 hours.

The specifications state... 'Holes, or portions of holes, which are out of alignment must be corrected or filled with cement grout having a water-cement ratio of 0.45 or sand-cement grout, and a new hole drilled as directed by the Contracting Officer.' Please note, a 0.45 (W:C) mix ratio will result in a grout body substantially harder than the Eagle Ford Shale which will result in issues with the re-drilling to correct the borehole alignment. Recommend using a grout mix having a 24-hour compressive strength that more closely matches that of the Eagle Ford Shale.

Section 1.3.2 provides working restrictions for certain work based on the pool level at a given time. After reviewing the historical pool elevation data, it is highly variable for timing of pool level rise as well as for duration of any event. For example, for the past 10 years, there have been 7 events that would hit action levels and impact work activity. These events have lasted anywhere from a few days up to 3 months and occur at anytime between October and August without any predictable pattern.
Please define how the Contractor will be compensated for both time and money should a high-water event occur. This is in relation not only for delay, but also any potential rework that may occur (IE removal and reinstallation of working platforms during the Weir Anchor Installation).

9418042 Specifications SS-431 SECTION 01 00 00.00 44, 1.3.1 Sequence of Work Restrictions Comment Classification: Controlled Unclassified Information (CUI)
This specification states, "The Contractor will only be allowed to install, test, and lock-off weir anchors on four monoliths at the same time starting at one end of the spillway and working toward the other end...." Given this restriction combined with the anchor installation and tensioning sequence shown on SS-431 and, the restriction prohibiting drilling within 50 feet of a grouted anchor until the grout has set for at least 24 hours, is proving to be inefficient for sequencing the drilling and installation activities.
Please clarify if the 4 monoliths must be adjacent and sequential, e.g, 1-2-3-4, or, can 4 monoliths be non-adjacent, e.g., 1-3-5-
7. Would the Corp consider expanding this restriction from 4 to 7 monoliths to make the work somewhat more efficient?

Page 5, Section 3.1.4.3 states that for the demo of the Wier Transition Concrete to limit the size of jack hammers or chipping hammers to a maximum of 15 lbs. For this scope of work chipping down 2 to 2.5' thick over the length and width of the Wier transition area, a 15 lbs. chipping hammer does not seem like the appropriate size of equipment. Would USACE consider allowing mechanical means of demolition such as a small hydraulic hoe ram?

The size of jackhammers must be limited to prevent damage to the surrounding concrete of this critical area of the weir. The use of a hydraulic hoe ram will not be allowed.
