PRE-SOLICITATION BRIEFING FROM THE DESIGNER OF RECORD
THIS INFORMATION IS PROVIDED FOR INFORMATION PURPOSES ONLY AND IS NOT A PART OF THE

DRAWINGS OR SPECIFICATIONS OF THE ISSUE FOR BID PACKAGE
The USDA Fruit Fly Rearing and Release Facility (FFRRF) will support the USDA Agriculture and Plant Health Inspection Service (APHIS) Preventive Release Program with the goal of rearing 400 million sterile fruit flies per week. The project is an integral component in the USDA quality-controlled process of maintaining the fruit fly population by facilitating rearing, irradiation, and eclosion procedures. The facility is an essential tool in serving the $1 Billion+ U.S. and international citrus industry. It will dramatically increase sterile fly production capability over the current production rate of approximately 150 million flies per week.
This project is the first building of a proposed two building campus servicing USDA APHIS for the execution of the Sterile Insect Technique (SIT). This process utilizes four distinct modules in its operation: Rearing, Irradiation, Administration, and Eclosion. The Phase 1 building includes the first three of those modules. The future Phase 2 building will address the eclosion process.
This building will be fitted with industrial process systems equipment and apparatus by a separate contract to be executed at a future date.

KEY ISSUES FOR CONSIDERATION
Site / Civil:
Note—grades on the grading plan denote top of concrete level, not top of earthen pad
Refer to structural and architectural drawings for slab thickness and dimensions of rooms and slopes for interior floor drains and trench drains
Trees against the taxiway noted to be salvaged are to remain during and after construction
Tree irrigation systems are to remain for the tree salvage area; but removed from the remainder of the site affected by construction
Structural:
All precast double tees, hollow core planks, precast beams, and precast columns are contractor design with submission of signed and sealed calculations
Final design of walkable ceiling system to include lateral stabilization system to be by contractor.
Submission of signed and sealed calculations required.
All metal connections for tilt-wall and precast elements to be stainless steel
Checkerboard placement of slabs on grade not allowed
Moist curing of slabs on grade to be moist cured for 7 days minimum
All reinforcement in slabs on grade to be continuous through joints with no saw cut joints
Several piers at the north end of Phase one will be paved over for use in Phase 2 construction in the future
Possibility of two test piers needed depending on the results of coring below the bottoms of the 48-inch diameter piers as noted in the drill pier notes
Architecture:
Coordination between all plumbing, fire protection, mechanical, and electrical trades is essential within the attic spaces. Major services are collocated in this space and coordination is key to ensure future access for maintenance personnel
Fire partitions / barriers documented on the floor plans and life safety plans extend up through the attic / plenum spaces to underside of structure. The walkable ceiling is not a horizontal separation, and fire partitions / barriers must be continuous to underside of pre-cast structure per partition schedule.
Fire Protection:
Discipline / Trade coordination of fire sprinkler system supply main piping routing in the Attic Space above the C102 Corridor, in conjunction with sprinkler coverage of the Attic Space floor area itself
Ensuring and documenting that all sprinkler system hydraulic demands can be met within the 10-percent pressure safety margin as required by POR Sec. 2.6.3
Observation, Identification, and Coordination of the required sealing of fire sprinkler system piping and fire alarm / mass notification system conduit through penetrations in fire-rated barriers / partitions in the Attic Space

Plumbing:
Substitutions of materials such as stainless-steel plumbing fixtures and drains is not an option due to the acidic conditions
“Buy America” certificates are required
Reverse osmosis piping is shown on drawings for location only, but is noted to be provided by the industrial process equipment package/future contract
Mechanical:
Citric acid exists in larvae diet – Areas exposed to acid designed to withstand corrosive environments. Includes stainless steel equipment, CPVC ductwork, etc.
Attic Corridor/Plenum – Coordination within Attic/Plenum. Mechanical equipment placed within walkable ceiling area for maintenance purposes.
Mechanical equipment redundancy – Equipment redundancy included in CUP and critical production areas to provide back-up unit to avoid compromising production in event of failure.
Electrical:
Short Circuit, Coordination, and Arc Flash studies to be performed
The electrical site plan does not show the entire route for the fiber cable; Raceway will need to be installed from Building 6414 to Phase 1 Building
All equipment for the IT Racks, phone equipment, and security cameras will be provided by the agency
Cable trays are located in the attic area. There are several areas where the cable trays will need to be re-routed vertically to allow access doors to swing open; Refer to Attic Power and Communications plans for these locations
In the Rearing area, where rooms will be washed down, all equipment must be rated to be waterproof
Commissioning:
Building is to be fully commissioned during construction process
