The GPS coordinates, obtained at the boring locations using a commercially available GPS, are provided in this report and on the boring logs. The borings performed for this project were used to determine the classification and strengths of the subgrade soils.

This information is provided on the boring logs and includes boring location, boring depth, soil classification, soil strengths, and laboratory test results. The boring logs and a Boring Location Plan are provided in the Appendix.

Drilling and Sampling Procedures

The soils samples were obtained using a sediment sampler. All the samples were identified according to boring number and depth, encased in polyethylene plastic wrapping to protect against moisture loss and transported to the laboratory in special containers.

Field Tests and Measurements

Static Cone Tests - Portable static cone penetrometer tests were performed at the boring locations. The portable static cone penetrometer is a device used for measuring soil consistency. This test was performed on areas with apparent fine grained, soft soils. The device is equipped with dual rods enabling the cone stress to be measured directly. Soil friction on the outer rod does not influence the reading. The cone is forced into the soil in increments and retracted slightly after each increment to zero the gauge, then the cone is advanced to obtain the cone index (Qc). The cone index is always read directly from the gauge. It has units of kg/cm2 that is essentially equal to tons/ft2. The results of the portable static cone penetrometer tests are provided on the boring logs using the notation Qc.

Estimates of unconfined compressive strengths, cohesion, standard penetration test values “N” and CBR values can be derived from the cone index. The correlation between the cone index and soil constants is not absolute. The following empirical formulas were provided by the portable static cone penetrometer manufacturer, Boart Longyear Company, and have been determined through extensive field use of the unit:

1. Standard Penetration Test Value “N” N = Qc/4

RETL Job Number: G116130 (Revision 1) San Leon, Texas

2. Unconfined Compressive Strength “Qu” (tsf) Uniform clay and silty clays: Qu = Qc/5 Clayey silts: Qu = Qc/(10 to 20)

3. Cohesion “C” or Undrained Shear Strength (tsf) Uniform clay and silty clays: C = Qc/10 Clayey silts: C = Qc/(20 to 40)

Vane Shear Testing – A GEONOR Inspection Vane Tester Model H-60 was used to measure the in-situ undrained shear strength of the soils. The test is performed by forcing a vane into the soil and twisting the vane to shear or fail a wedge of soil. The measuring part of the instrument is a spiral spring. When the handle is turned, the spring deforms and the upper and lower parts of the instrument receive a mutual angular displacement. The size of the displacement is dependent on the torque applied.

A graduated scale is used to measure the displacement. The scale ring follows the upper part of the instrument and when shear failure in the soil occurs, the scale ring will remain in its position while the upper handle part of the instrument will return to the zero position. The distance the scale ring traveled is measured. This measurement has been correlated to a known torque force and converted to an undrained soil shear strength value: Undrained Shear Strength (tsf): C = Tv.

LABORATORY TESTING PROGRAM

In addition to the field investigation, a laboratory testing program was conducted to determine additional pertinent engineering characteristics of the subsurface materials necessary in analyzing the behavior of the subgrade soils for the proposed project.

The laboratory testing program included supplementary visual classification (ASTM D2487) and water content tests (ASTM D2216) on all samples. In addition, selected samples were subjected to Atterberg limits tests (ASTM D4318) and percent material finer than the #200 sieve tests (ASTM D1140).

All phases of the laboratory testing program were conducted in general accordance with applicable ASTM Specifications. The results of these tests are to be found on the accompanying boring logs provided in the Appendix.

RETL Job Number: G116130 (Revision 1) San Leon, Texas

SUBSURFACE CONDITIONS

General

The types of subgrade materials encountered in the test borings have been visually classified and are described in detail on the boring logs. The results of the strength tests, water level observations and other laboratory tests are presented on the boring logs in numerical form. Representative samples of the soils were placed in polyethylene bags and are now stored in the laboratory for further analysis, if desired. Unless notified to the contrary, all samples will be disposed of three months after issuance of this report.

The stratification of the soil, as shown on the boring logs, represents the soil conditions at the actual boring locations. Variations may occur between, or beyond, the boring locations. Lines of demarcation represent the approximate boundary between different soil types, but the transition may be gradual, or not clearly defined.

It should be noted that, whereas the test borings were drilled and sampled by experienced drillers, it is sometimes difficult to record changes in stratification within narrow limits. In the absence of foreign substances, it is also difficult to distinguish between discolored soils and clean soil fill.

Soil Conditions

The soil conditions encountered in test borings have been summarized and soil properties including soil classification, plasticity, strength, effective unit weight, and percent passing the No. 200 sieve are provided in the following tables:

Soil Profile Table

D Generalized Soil Description LL PI C γe -#200

0-2 Fat/Lean CLAY & CLAYEY Sand --- --- 25 0 35 54-85

2-4 Fat/Lean CLAY & CLAYEY Sand --- --- 100 0 40 37-83

4-5 Fat/Lean CLAY & CLAYEY Sand 60-61 42-43 275 0 50 32-88

Where:

D = Depth in feet below the mudline LL = Liquid limit (%) PI = Plasticity index C = Soil Cohesion, psf (undrained)

= Angle of Internal Friction, deg. (undrained) γe = Effective soil unit weight, pcf -#200 = Percent of soils passing the #200 sieve

RETL Job Number: G116130 (Revision 1) San Leon, Texas

Exceptions to the generalized soil profile provide above were encountered. Most notably at boring location B-6 where a stratum of Silty Sand soils was encountered at the mudline and extended to a depth of 4-feet below the mudline. Detailed descriptions of the soils encountered at the boring locations are provided on the boring logs included in the Appendix.

GEOTECHNICAL DISCUSSION AND RECOMMENDATIONS

Project Description

Based on information provided to RETL, the project will include the construction of a new oyster reef in an area of historical oyster reefs covered by sediment during Hurricane Ike. The proposed oyster reefs will consist of three pads with a total footprint of approximately 30.1-acres. The proposed pads are required to have a minimum vertical profile of 6-inches above the mudline at completion of construction.

RETL understands that proposed oyster reefs may be constructed of crushed stone with a unit weight on the order of 165-pcf or crushed concrete with a unit weight on the order of 150-pcf.

RETL understands that settlement on the order of three inches has been observed on projects of a similar nature. However, RETL had not been provided with geotechnical data or the time of the settlement measurements relative to time of construction at the time this draft report was prepared.

Artificial Oyster Reef

Based on the soil conditions encountered during our field investigation, the proposed reef materials described above, and the required 6-inch height above the mudline at completion of construction, various reef thicknesses were considered to accommodate settlement during construction. The proposed reef sections, ground contact pressures and estimated settlements are provided in the table below.

ESTIMATED REEF SECTION SETTLEMENT

Material Unit Weight

(pcf)

Thickness

(in)

Ground Contact

Pressure (psf)

Estimated

Settlement (in)

Crushed Rock 165 9 79 6-8

Crushed Rock 165 17 149 9-11

Crushed Concrete 150 9 71 5-7

Crushed Concrete 150 16 127 8-10

RETL Job Number: G116130 (Revision 1) San Leon, Texas

It should be noted that the thicknesses provided in the table above represent the total reef pad thickness (settlement plus 6-inch height above mudline). The settlement estimates provide an indication of the amount of settlement that could occur during construction. If actual settlement is greater, it is understood that additional material may be added to the reef pad. However, continued addition of material will not necessarily increase the effective height of the reef because the added weight may result in additional settlement. Methods for precise calculations of this process are not available.

Differential settlement is anticipated to be approximately one-half the total settlement.

Soft soils at depths greater than 5-feet below the bay bottom, if present, will contribute to the settlement discussed above, but the magnitude of the settlement is impossible to predict given the lack of information on these deeper soils at depths greater than 10-feet below the bay bottom. If this information is desired, then it will be necessary for RETL to obtain additional soils data to a minimum depth of 70-feet below the bay bottom if the soils encountered exhibit normally consolidated or underconsolidated cohesive soil conditions or to a depth that preconsolidated clays are encountered to perform a more detailed settlement analysis. Settlement in areas where higher strength soils are encountered may be lower than the estimates provided above. Estimated settlements in areas of high strength soils are on the order of 2 to 6-inches.

Initial settlement in areas with low soil strengths may create an associated mud wave along the perimeter of the reef. Estimated initial mudwave settlement in soft soil areas are estimated to be on the order of 1-foot. These settlements may occur in isolated areas and are not anticipated to occur across the entire reef pad(s).

If the sites referenced above with settlement on the order of three inches are confirmed to have soil conditions similar to those encountered at this site and the reefs are performing satisfactorily, then RETL recommends that settlement on the order of three inches be utilized for design purposes.

CONSTRUCTION CONSIDERATIONS

Material Placement

Construction activities will affect the amount of immediate settlement that occurs at the mudline level of the oyster reef. To reduce the magnitude of immediate settlement, the contractor should perform his activities in such a manner that will prevent the rock from falling freely through the water column. Uncontrolled placement of the rock will likely result in additional rock material being required in order to achieve the desired finished grade of the submarine oyster reef structures, especially in areas of very low strengths such as those encountered in Borings B-2, B-3, B-8 to B-15, and B-17 to B-28.

RETL Job Number: G116130 (Revision 1) San Leon, Texas

GENERAL COMMENTS

If significant changes are made in the character or location of the proposed project, a consultation should be arranged to review any changes with respect to the prevailing soil conditions. At that time, it may be necessary to submit supplementary recommendations.

It is recommended that the services of RETL be engaged to test and evaluate the soils and to verify that the soils are consistent with those encountered by the boring operations. RETL cannot accept any responsibility for any conditions that deviate from those described in this report, nor for the performance of the project if not engaged to also provide construction observation and testing for this project. If it is required for RETL to accept any liability, then RETL must agree with the plans and perform such observation during construction as we recommend.
