QUESTION SET 4

5/12/2016 9:59 AM

QUESTION: I was writing in regards to the Real Estate Support Services opportunity. I had few questions about the requirement for financial statements. The company I represent is a SDVOSB, but is a newly formed entity (1yr in business), thus does not have audited financial statements, however the company has strong working capital and a large line of credit that could easily accommodate this contract.

Furthermore, the company is composed of highly regarded real estate experts with federal government experience. In addition, we have partnered with a large firm that could support all levels of effort for this contract. The questions which I have are listed below.

1. Can lines of credit and liquid capital suffice for any financial requirements?

2. Can our teaming partner provide financial statements?

3. Is there anything we can supplement for financial statements?

4. Can we still respond to this RFP, or will we deemed non-compliant if financials statements are not included?

ANSWER: The intent is to have the Offeror provide documentation that they are a financially viable entity and have the financial resources to sustain themselves.

1. Can lines of credit and liquid capital suffice for any financial requirements?

(A: If audited or CPA reviewed financials are not available, submit documentation from your financial institution validating the existence of lines of credit, credit limits. Documentation should also be provided by the financial institution certifying that the firm is in good standing with the institution, with a good loan repayment history and credit history)

2. Can our teaming partner provide financial statements?

(A: If it is a JV, the JV partners shall need to submit documentation to validate their financial viability;

In the case of teaming partners, the 8(a) that is the recipient of the contract shall need to validate financial viability)

3. Is there anything we can supplement for financial statements?

(A: Yes. Statement from bank on availability and status of line of credit; financial standing with the institution; available financial resources (i.e. bank accounts with current balance); and Loan or credit history that is good, documentation on liquidity and/or working capital.

4. Can we still respond to this RFP, or will we deemed non-compliant if financials statements are not included?

(A: If you can provide documentation of financial viability other than certified financials per the first three question, you proposal will be accepted)

QUESTION SET 4

5/12/2016 9:59 AM

QUESTION:

Sir, the solicitation states:

The Offeror shall demonstrate financial capability for providing the required services for this contract.

This information may be in any format, but as a minimum, provide the following:

1. Current Company Balance Sheet and Profit/Loss Statement.

2. Summary of litigation, lawsuits or outstanding judgments.

3. Financial Information – Provide a copy of the most recent audited financial statement. If the financial statement is more than 60 days old, submit a certificate stating that the firm’s financial condition is substantially the same, or, if not the same, state the changes that have taken place. Offerors may provide any other information such as letters from banks or other financial institutions with which the contractor conducts business that demonstrate financial stability, timely payments, the length and nature of the relationship between the firm and the financial institution etc., which reveals the firm’s financial ability to perform the contract.

Our question is whether unaudited but reviewed financial statements are sufficient? The vast majority of small businesses don’t have audited financials. We do have a CPA firm reviewed financials.

ANSWER: For potential Offerors that cannot provide audited financials, CPA reviewed financials are acceptable. Please see prior question for additional options for submission of documentation on firm’s financial standing.
