About this file

This is a Statement of Work for the Montana Army National Guard requesting commercial off-the-shelf ultrasonic cleaners for military weapons maintenance.

The MTARNG seeks a complete ultrasonic weapon cleaning system consisting of two large-capacity units designed for M2A1 .50 caliber weapons and four tabletop units for M4 (5.56mm) weapons and smaller arms. All equipment must be stainless-steel with corrosion-resistant tanks, integrated timers, automatic tuning, and auto shutoff safety features. Large-capacity units must accommodate field-stripped M2A1 weapons lying flat with tank lengths within 2 inches of 50 inches; tabletop units must accommodate field-stripped M4 weapons with tank lengths within 2 inches of 20 inches. Both system types require independent cleaning and lubrication tanks, multiple racks and baskets for processing multiple weapons simultaneously without mixing parts, compatible non-hazardous cleaning concentrate and lubricating solution sufficient for one complete fluid change per system, and full manufacturer warranty coverage. Power requirements are constrained to a maximum of 74 amps at 120V when all devices run simultaneously. The contractor must provide all equipment, tooling, chemicals, lubricants, manuals, training, shipping, and warranty support necessary for a fully operational system.

This is a 100% small business set-aside under NAICS code 335999 (all other miscellaneous electrical equipment and component manufacturing) with a 600-employee size standard. Award will be firm-fixed price. Quoters must be registered in SAM at time of award, provide new products only (no remanufactured or gray market items), have products available on their GSA Schedule at award, and deliver FOB destination to 1956 Mt. Majo Street, Fort Harrison, MT 59636. Quotes must include itemized pricing with images, item descriptions with specification sheets, warranty information, point of contact, UEI# and CAGE code, place of manufacturing, delivery timeframe, business size and socio-economic status, and warranty terms. Invoicing will be through WAWF with payment via Electronic Funds Transfer from DFAS. Selection will be based on past performance (evaluated via SPRS, CPARS, SAM, and other government databases), technical capability meeting all specifications, simplicity of use, and warranty considerations.

Statement of Work (SOW) for Montana Army National Guard (MTARNG)

UltraSonic Cleaners for Military Weapons (Small Arms)

1. BACKGROUND:

1.1. The MTARNG is seeking commercial off the shelf (COTS) ultrasonic cleaners to assist users in cleaning M2 and M4 weapon systems. Users are required to properly clean weapons, minimize lead and chemical contamination, and prevent damage to firearms. Standard manual cleaning methods for this weapon system are labor-intensive, time-consuming, and frequently fail to remove carbon crust, copper fouling, and packed lubricants from deep recesses, blind holes, and critical internal surfaces (e.g., the bolt assembly, barrel extension, and receiver interior). To improve operational readiness, reduce maintenance cycle times, and extend weapon service life, the Command requires an automated, high-capacity, dual-stage ultrasonic cleaning and lubrication system.

1.2. The ultrasonic cleaners will be essential for units utilizing live-fire ranges throughout the training year.

This equipment will be utilized by multiple units, year-round and must be able to withstand heavy usage, and be minimally damaging to the environment.

2. INSTRUCTIONS TO QUOTERS
