About this file
This is a Questions and Answers document for federal contract opportunity W9124V26QA015, dated September 2-3, 2026.
The solicitation is an open market acquisition for equipment cleaning systems, specifically tabletop units designed to clean M4 rifles. Key clarifications include: GSA contract requirements were erroneously included in the original Statement of Work and have been removed, meaning quoted items do not need to be on offerors' GSA contracts. All items must be manufactured in the USA or in a qualifying country as defined in DFARS 252.003; foreign manufacture with 889 forms is not acceptable. For M4 cleaning systems, the barrel will be removed during operation, and baskets must be at least 19 inches long to accommodate field-stripped components within the two-inch specification. The Nonmanufacturer Rule does not apply as the anticipated acquisition value is not expected to exceed the Simplified Acquisition Threshold (SAT). Quotations should be submitted directly by email to alice.a.hinck.civ@army.mil. There is no required delivery timeframe following award, and this is not a DPAS order. Offerors may leave the GSA Contract Number field blank or indicate "Not Applicable." Required training may be satisfied through remote training and manufacturer-provided manuals rather than onsite training at Fort Harrison.

1. We have a GSA contract with most of our systems but the one that would work for the M4’s, the smaller tabletop is not on our GSA contract. Can they be quoted?
a. GSA language was mistakenly left in the SOW-this has been removed as this is an open market solicitation. Items quoted do NOT need to be on your GSA contract.
2. Are all items required to be made in USA or can the smaller tabletops be made elsewhere with 889 forms supplied?
a. Items are required to made in the USA or a qualifying country defined in RFO
DFARS 252.003
3. For 3.3.4 A system designed to clean the size of an M4 would be impossible to lay that part field-stripped flat without removing the barrel with the specification for being within 2 inches of 20 inches. You would need at least a 24 inch basket minimum. We generally recommend our 31 inch for rifles needing to be laid flat.
a. The M4 will have the barrel removed, the basket should be at least 19 inches long.
