About this file
This document is a Questions and Answers (Q&A) file for solicitation W9124V25QA016 for medical services for the Montana Army National Guard. The 12-month contract is a new requirement, not a recompete, with services starting within 2 weeks of award. Key medical examination requirements include a 2-view chest x-ray, urinalysis (dipstick), comprehensive metabolic panel, and specific heavy metal testing as listed on the pricing sheet. Providers can be MDs, DOs, PAs, or NPs with occupational medicine experience, but must have oversight from a board-certified or eligible occupational medicine physician who reviews and co-signs documentation. The solicitation response date has been extended to 25 August 2025, and the government is open to using qualified occupational health clinics with board-certified physician oversight, particularly in areas of Montana with limited provider availability.

1. Who is the incumbent providing these services for the Montana Army National Guard?
This service is not currently under contract.
2. What is the expected start date?
The start date would be within 2 weeks of award, or when appointments could get scheduled.
3. Can you please verify that this is a 12-month base contract?
This is a 12 month contract
4. Is it possible to make this a 1 year base contract with 4 additional 1 year options?
This is not an option year contract
5. Is it acceptable to utilize a physician that is board certified in primary care or emergency medicine or a physician with flight surgeon qualifications?
It is acceptable to use a qualified provider such as an MD, DO, PA, NP, primary care or emergency medicine if there is adequate experience in occupational medicine as determined by the overseeing board certified or eligible occupational medicine physician. The overseeing physician must review and co-sign the documentation from the alternate provider and be available for any consultation needed by the alternate provider.
6. What do you mean by trackable mail? Do you mean registered mail, certified mail, or encrypted email?
The medical records can be mailed to MTARNG with a way to track that it was delivered.
“encrypted email” indicates the sender has engaged a method to send the medical records electronically to ensure that confidentiality is maintained.
7. Is it acceptable to use an OSHA certified headset for audiometric testing? For example, some Army National Guard units are using DOD/DHA approved WAHTS devices for audiometric testing. https://waht50117shearing.com
Gold standard is the use of an audiobooth. When that is not available a portable unit can be used as long as it is in an equivalent environment with no outside sound distractions.
8. With questions due on Monday, 11AUG25 and responses due on Thursday, 14AUG25, there is likely not going to be adequate time to update proposals depending on when answers to the questions are published. Therefore, is it possible to postpone responses one week and have a new due date of Thursday, 21AUG25?
Yes, we will extend the solicitation to 25 Aug 2025
9. Section 5.2.2.11 references the need for fit testing, however this is not listed as a component within the table in Technical Exhibit 3. Which, if any, exam types does this testing apply to?
This requirement has been deleted.
10. A standard 2-view CXR with B read is the typical procedure; however, if a single view CXR noted in Section 5.2.2.2 is desired, can a line for this be added on the price sheet?
A 2 view CXR is requested, (2 view is an anterior/posterior and a lateral view). A B read is not needed, that is for asbestos exposure, which is not an issue for MTARNG techs. This has been updated in the PWS.
11. Section 5.2.2.3 references Urinalysis (UA) – dipstick; however, the pricing sheet only references urinalysis. Will it always be a urine dipstick or are there situations where a complete send out urinalysis would be expected?
A dip stick UA is adequate unless the medical provider needs more information such as on microscopic.
12. Section 5.2.2.3 references Liver Function Testing; however, this is test is not listed as a component within the table in Technical Exhibit 3. Which, if any, exam types does this testing apply to?
Basic liver function testing is found on the comprehensive metabolic panel (CMP) which is adequate for screening. We should be asking for a CMP which gives both liver and kidney function screening. Individual listing of liver function testing has been removed from the
PWS.
13. Section 5.2.2.9 references a Screening Examination however this is not listed as a component within the table in Technical Exhibit 3. Which, if any, exam types does this testing apply to?

Would the government consider using qualified occupational health clinics, backed by our board-certified providers for oversight and quality review, to expand access in Montana, where provider availability is limited? These clinics have providers experienced in completing occ health exams but do not have necessarily have occ health certified providers.
If the board certified or eligible OH Physician has oversight, reviews each record and co-signs it, that is acceptable.
16. Could you please confirm whether this requirement is currently being fulfilled by an incumbent provider? If so, would the Government require continuity of that individual under the new award, or is the intent to onboard a new candidate upon contract start?
This requirement is not currently under contract.
17. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
