Questions submitted for Solicitaiton-W9124N-16-R-0002-Food Service- Presidio of Monterey (POM)

1. CLIN 4013 is a duplicate of CLIN 4012. Please confirm that you intended to have the same CLIN twice.

Government Response: Contract Manpower Report (CMRA) requires reporting of contracted labor executed during the period of performance in each Government FY, with runs from October 1 through September 30. Inputs may be reported any time during the FY, however, all data shall be reported on later than 31 October of each calendar year, beginning 2020. For more information about eCMRA, contractors may direct questions to the help desk at http://www.ecmra.mil. The Government is required to provide a CLIN or CLINs in section B to allow for contract payment in compliance of this requirement. In this case, CLIN 4012 is for reporting 31 October 2020 and CLIN 4013 is for reporting by 31 October 2021.

2. PWS 2.2.3 says to provide the name of the Project Manager as part of the offeror’s proposal. However, Deliverable 1 is the identification of the Contract Manager and Alternate Manager. Is the offeror supposed to identify the Project Manager in the proposal or in the deliverables post award?

Government Response: Contract (Project) Manager are one in the same key personnel on the contract IAW PWS. See Revised PWS and TE 6.3H.

3. PWS 3.2 requires offerors to submit a transition plan as part of the proposal. Where does the transition plan belong in the proposal? If it is to be included in the Technical volume, can the page limitation of the Technical proposal be extended?

Government Response: See PWS. The transition plan required in the proposal is part of the Quality Control Plan.

4. PWS 2.2.3 states that the Contact Manager and Alternate must have a BS degree.

Does the PWS allow the offeror to meet the BS degree requirement for the PM with equivalent experience? If yes, how many years’ experience will be equivalent to a BS degree? If no, why is the requirement for a BS degree not unduly restrictive?

Government Response: Yes, a minimum of four (4) years food service management experience required as an equivalent. See Revised PWS.

5. In the TE6.3B Design Capacity, there is a figure for feeding per meal period for each building. For example, Building 627 states 600 per meal period, Building 627A Kiosk is 200 per meal period and Building 838 is 500 per meal period. However, the historical headcounts of meals services in each facility in the TE6.3G Workload Historical Meal are different than the numbers in the TE6.3B. The average numbers for each meal period in the TE6.3G are a lot higher than the numbers in the TE6.3B. Please confirm which headcount we should consider when staffing the employees.

W9124N-16-R-0002-0001 Dated April 11, 2016

Government Response: TE6.3B is the feeding capacity for the facilities per meal period while TE6.3G are actuals for the months/years stated. Currently, the Government allots for Combs Hall, Bldg 627, to be opened one (1) weekend per month and Belas Hall, Bldg 838, to be opened three (3) weekends per month (and an additional weekend on months with five (5) weekends.

9. In the previous solicitation in 2010, the requirement for the Contract Manager indicated that it is OPTIONAL to have a BA or BS degree.
