Questions regarding AST/UST Contract

1) Could you please provide the Contract Terms and the RFP requirements for the subject solicitation?

Answer:

2) The PWS speaks of repairs and purchasing of parts…would I be required to purchase parts after identification of issue? Would I be required to show an estimated amount under the proposal for projected parts or items? Or is there an identified process which the inspector would meet with DPW and have DPW order the part from information generated for the tank(s)? Is there a copy of the current preventative maintenance log available? Is there an identified issues log available for all tanks?

Answer: There is a set amount of $50,000 for repair parts and 80 hours labor for a lead and helper technician each as part of the contract. You would be required to identify issues and problems, and provide an estimated repair parts cost. This would be approved by the Government. There are current inspection reports dating back through 2018.

3) What is the annual testing time period for USTs? Are the USTs mainly at AAFES or are there isolated ones around the installation?

Answer: The annual testing time is July for the AAFES UST’s, and February for the one (1) AST at the base hospital. All of the tanks other than the hospital tank (which is only tested annually) are located at AAFES facilities on Fort Stewart and Hunter Army Airfield.

4) When was the baseline testing done for ASTs? When was the last AST testing performed on all tanks?

Answer: Tanks were last annually tested in July of 2020.

5) Is there a pre‐proposal site meeting available?

Answer: It is not a standard practice for a pre‐proposal site meeting. If a prospective contractor needs a meeting to provide an accurate proposal we are willing to entertain a meeting. Quick coordination is required.
