1. DESCRIPTION OF WORK:

The work covered by this (IJO) Individual Job Order consists of furnishing all plant, labor, materials and performing all operations required in connection with providing design/build services for “REPLACE HVAC SYSTEMS AT BUILDING 865 AT HAAF” complete in strict accordance with following requirements.

1.1 We estimate 6 months construction time.

The work includes, but is not necessarily restricted to, the following items.

1.1.1. SITE / CIVIL

1.1.2 STRUCTURAL

1.1.3 GENERAL CONSTRUCTION

The entire HVAC system will be demolished. The only items we will save and re-use is the boiler and its circulating pump. Return the temporary flexible Chilled Water (CW) piping running across the walkway at the rear of the building and through the Mechanical Room doors to DPW. The three existing fresh air roof intake hoods will remain & be re-used. Return both the Hot Water (HW) pump and the Chilled Water Pump (CW) pump over to DPW. All ductwork, grills and diffusers, chiller, air handling units, hot water and chilled water piping, controls and circuits will be removed and disposed of in accordance with the hunter army airfield policies.

At 7 feet off the corridor wall in each office, the ceiling, and the wood blocking and a row of ceiling mounted lighting will be removed in each office for the new bulkhead and dropped ceiling. Openings will have to be cut in the block walls for the medium pressure supply duct and for the Hot Water Supply (HWS) and Hot Water Return (HWR) lines between each office. Existing return air grills will be removed and the openings infilled with 8” Concrete Masonry Unit (CMU).

All of the corridor ceilings will be removed in order to access the existing ductwork above the ceilings. The corridor lighting and exit signs will be demolished. After new ductwork & piping is installed, new ceiling, lighting and exit/egress lighting will be installed.

Ceiling mounted electrical busway duct will be removed from the rear wing of the buildings. This existing busway is an old 400 Mega Hertz system that is no longer used and only the busway duct remains. Demolish the busway duct turn and it over to the government. Two existing rooftop fresh air intakes and their associated ductwork will be removed and the openings sealed (see architectural plans for details). These intakes are located at the end of the back corridor and at the left end of the front corridor (when facing the building). The (2) existing fresh air intakes (located above each mechanical room) will remain and be re-used.

ASBESTOS REMEDIATION

Attachment B is the environmental report. To our knowledge, there is existing asbestos insulation on limited piping & tanks in the mechanical room. This insulation is clearly marked. Much of the asbestos insulation has been removed however some places it was left in place (probably because it was difficult to access). All of the asbestos insulation will be removed (see the architectural plans for details). The report also mentions that there is a trace of asbestos material in the sheetrock mud.

Where this is disturbed, it must be remediated (see the architectural plans for details).

1.1.4 FIRE PROTECTION

The existing fire alarm/mass notification system will be re-used with new devices added as required.

1.1.5 PLUMBING

1.1.7 MECHANICAL

The HVAC system at building # 865 is outdated and has failed. The building is now provided with temporary HVAC using two temporary package HVAC systems with flex duct connections into the building blowing conditioned air into the corridors.

The original system was designed in the 1950’s and was updated in the 1970’s. It consists of a temporary chiller installed on a pad at the rear of the building with temporary flex chilled water supply and return lines installed on the ground and through openings cut into the mechanical room doors routed to the existing chilled water piping. This Chiller has failed and the AHU units have physically deteriorated.

We have been tasked to install a new HVAC chilled water system with a Variable Air Volume (VAV) unit in each office with DDC (direct digital controls). Each office will have a zone controller (thermostat) for individual control of that room.

The existing system has overhead in-line pumps on the supply & return chilled water lines and they supplied (3) air handler units, one of each wing of the building. The three thermostats measured the return air temperature at the return grills, giving an average temperature reading at each return grill and no zone controls (thermostat) in any of the rooms. It was an old design with low pressure supply air installed above the ceiling in the corridors, then ducted through the block walls into the offices, terminating in a wall mounted supply grill in two locations into the offices. The return duct system had a wall mounted return grill mounted in the corridor wall nearest to the air handler unit and pulled the return air through the room doors and through the corridors. This system does not meet the current Fire Codes as the corridors are now protected egress corridors and the Fire Codes no longer allow this return in the egress corridors except in smaller residential applications. The building also has limited space above the ceilings of about 25”at the beam locations.

The new system design consists of a new chiller, all new chilled water piping and pumps and devices, six new air handling units and thirty four VAV units (one for each office and one for each of the three corridors). The new system will be controlled with a new Direct Digital Control (DDC) system that has a Building Automatic Control (BACNET) interface.

The new return air system will be installed in the corridor ceilings and will duct through the block walls into the offices using the old supply openings. From that duct, they will be connected with flex duct to the ceiling lay-in return grills (2 per office).

The new medium pressure supply ducts will be routed above dropped ceilings in each office. This medium pressure duct will supply a VAV box in each classroom.

The VAV box has an air valve that will modulate the volume of conditioned air to satisfy each zone controller depending on the set-points. A hot water coil will be provided in each VAV box for heat/reheat. We will install a partition wall above the ceiling at 7’ into each classroom from the corridor. We will then install a 2’ x 2’ acoustic dropped ceiling in each classroom. This is being done to create additional ceiling cavity for the supply duct, the VAV box and for the hot water supply & return lines, lighting and supply and return diffusers. Where the medium pressure supply duct goes from office to office, openings will have to be cut in the existing block wall for the medium pressure supply duct and also for the hot water supply & return lines.

This will occur above the ceiling between each office on all wings of the building.

1.1.8 ELECTRICAL

Electrical upgrades include replacing the panel in the mechanical room including new circuits from this new panel to each AHU, HW & CW pumps, water heater, exhaust fans, controls and new lighting & receptacle circuits.

1.6 WORK BY OTHERS:

1.6.1 The Contractor shall afford the Government and separate contractor’s reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.

2. FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT:

2.1 The Contractor shall coordinate use of the site for access, staging, and parking with the Contracting Officer.

2.2 Contractor shall be responsible for limiting access of it’s employees and subcontractors to the area of work defined in the Contract.

Contractor shall not have access to restrooms and amenities such as vending machines unless granted permission by the Contracting Officer Representative.

2.3 Contractor shall maintain haul routes to and from the job sites and the borrow pits, to include the borrow pit. In addition it is the contractor’s responsibility to meet all Local, State and Federal regulations for the operation of a borrow pit. Contractor shall control runoff and erosion on all excavation and backfilling operations.

2.4 For Environmental Requirements see Attachment B.

3. AS-BUILT RECORD DRAWINGS:

3.1 The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The contractor is responsible for noting all changes and correction on these master/record construction drawing prints promptly as the changes occur in red ink(redline prints) and note date when these changes occurred, but in no case less often than on a weekly basis. The master/record construction drawing prints which are maintained in red ink shall indicate all the changes and modifications incorporated into the work as well as the following:

3.1.1 Actual locations of all subsurface and concealed utility lines, type of materials used, sizes, etc. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show by offset dimensions to two permanently fixed surface features. Valves, splices boxes and similar appurtenances shall be located by dimensions along the utility run from a reference point.

The average depth below the surface of each run shall also be recorded.

3.1.2 Any shop drawings that constitute part of the design shall be included with the record drawings.

3.2 The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and submitted to the Contracting Officer’s Representative (COR) for approval. Once these provisional master/record (redline construction drawing) prints have been approved by the COR, the COR will obtain a compact disc (CD) of computer generated construction drawings from the DPW Engineering Service Division, Building 1114 at Ft. Stewart or Building 1021 at Hunter AAF, as applicable. The contractor shall then transfer all corrections from redline construction drawing prints to the compact disc (CD) of computer generated construction drawings. Corrections done shall be in microStation “.dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. Also, revision number identification will be placed where any changes were made. The contractor shall then submit AS-BUILT compact disc (CD) of computer generated drawing and one (1) AS- BUILT hardcopy with contractor’s redline corrections to the COR to insure accuracy that all corrections made were transferred from redline construction drawing prints to AS-BUILT hardcopy prints. Once the COR approves the AS- BUILT hardcopy prints the COR will then turn over to DPW/ ESD/ Drafting section for final approval of AS-BUILT compact disc (CD) of computer generated drawings and at this time the Contractor can receive final payment.

4. SECURITY REQUIREMENTS.

4.1 Attached to the final contract shall be an

Antiterrorism/Operational Security cover sheet provided by the Core of Engineers (COE) with all the appropriate signatures. The cover sheet shall outline all, if any, security training requirements associated with the contract. All A/E employees, construction contractor employees and construction subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The A/E or construction contractor shall submit certificates of completion for each affected Architect/Engineer (A/E) employee, construction contractor employee and construction subcontractor employee to the COR or the Contracting Officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel.

All A/E employees, construction contractor employees and construction sub-contractor employees shall be briefed on the local iWATCH program. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

A/E, construction contractor and all associated construction sub-contractor employees shall comply with applicable Installation, facility, and area Commander’s local access and security policies and procedures. If required by this contract, the contractor shall also provide all information for background checks to meet Installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. All A/E and contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in A/E and contractor security matters or processes.

CAST-IN-PLACE CONCRETE

PART 1 – GENERAL

1.01 SUMMARY

A. Provide cast-in-place concrete for general building construction, including, without limitation:

1. Slabs on grade(Door stoops).

B. Requirements (materials, mixes, finishes) apply to concrete work specified in other sections, such as sidewalk paving and fill for metal pan stair treads.

1.02 SUBMITTALS

A. Mix Design: Submit for approval mix design proposed for use.

B. Concrete strength: Submit 7 and 28 day cylinder tests.

1.03 QUALITY ASSURANCE

A. Comply with governing codes and regulations. Provide products of acceptable manufacturers which have been in satisfactory use in similar service for three years. Use experienced installers. Deliver, handle, and store materials in accordance with manufacturer's instructions.

B. Testing: Employ an independent testing agency acceptable to Government to design concrete mixes and to perform material evaluation tests. Provide 7 and 28 day cylinder tests. Comply with ASTM C 143, C 173, C 31 and C 39.

1. Perform minimum of one test (two cylinders per test) per day for each day concrete is placed and for each 50 cubic yards placed.
