QUESTION/ANSWERS SHEET
1. There are miscellaneous Government Owned furnishings located in Room 134. Will these furnishings be moved or relocated by Government prior to start of construction? Or will Contractor be responsible for removal and, or disposal?
RESPONSE: The user/unit will be responsible for moving their computers, radios, equipment and personal items.
The contractor will be responsible to move and cover the furniture to protect it from damage or debris.
2. Will there be inhabitants in building during construction? If yes, please provide some type of agreed Construction Phasing Plan for Contractor to properly develop bid on this project. If phasing will be required, request Government review the adequacy of proposed Period of Performance (180 days). We request an increase in the performance period of 30-45 days.
During any phasing operation, there will be additional delays in the progression and, or scheduling of work. This is the basis for requesting an extended POP for this project.
RESPONSE: The unit will be out of the facility for 30 days for
Asbestos Abatement and the rest of the construction period there will be a smaller staff in the facility. The tenant unit occupying the facility understands the ongoing construction and will coordinate with the
Construction sequence to try to stay well out of the way. Contractor shall coordinate the
Timing of re-location with CSM Burris Work # 912-325-5829 Mobile # 912-271-9362
Personnel Cell # 520-255-0856.
3. Please provide information on all COVID-19 Regulations to be followed by Contractors doing work on Hunter AAF.
RESPONSE- See attachment posted separately.
4. During walkthrough of facility, existing building expansion joints were noticed in hallway of Area C. Drawings do not address the existence of BEJ nor provide any details for new ceiling EJ assembly in this area. Please clarify intent.
RESPONSE: The current suspended ceiling does not have an expansion joint at the (2) corridor locations where wall EJ are located and no adverse effects were noted. Our new ATC will be less rigid than the existing ceiling and therefore it was decided no EJ would be required in the ceiling at those two locations.
5. We could not locate the referenced Attachment B Environmental Report that addresses locations of asbestos containing materials (ACM). This was not included in Solicitation docs.
Please provide for Contractor review. All required asbestos abatement impacts bid proposal.
RESPONSE: See Environmental Report attached separately.
6. The existing metal doors and frames in Utility spaces required to be removed and disposed of may contain lead-based primer and, or paint. Were these doors and frames already tested? If yes, please provide test results. If no testing has been done will Contractor be required to perform test to verify prior to any removal and disposal? If Contractor’s responsibility, please clarify.
RESPONSE: A LBP report was provided to DPW Engineering by our Environmental Division and although LBP was identified throughout the building, none was detected on materials affected by the demolition. Therefore, the contractor is not responsible for providing any additional testing.
If the metal doors/frames in question do contain LBP primer under the finish coat, the contractor is allowed to remove and transport these items to the recycle center as outlined in the TPG. DPW Environmental Division does allow for the disposal of LBP coated materials at the recycle center as long as the items are removed relatively intact (i.e., no excessive scraping, chipping, cutting, grinding, etc.).
7. Detail F/A4/A5 Detail shows new concrete lintel being installed for new masonry door opening. But it does not address installing new grout filled masonry jamb block that will be required for bearing of new lintel as well as for anchorage of new door frame. Cut-out for new masonry opening should probably be increased to 7’-8” or 8’-0” wide in order to accommodate the installation of new grout filled jamb block to form 6’-4” wide opening. In addition, masonry door height should be 7’-4” to conform to masonry coursing. This also means providing door frame with 4” header for this application. Also include notes to provide temporary support until jamb block is installed. Please revise drawings accordingly.
RESPONSE: A. Please see “DOOR FRAME DETAIL #2” on plate A-6. This detail indicates jamb block reinforcing/grouting requirements for door opening in question. This jamb reinforcing shall be a minimum of 8” as indicated on the plans and match the lintel bearing width. Door frame attachment shall be done by any approved industry standard method.
B. Contractor shall remove and install as much c.m.u. as required to provide a structurally sound door opening per the sizes indicated.
C. The c.m.u. coursing on this building is non-standard. Interior c.m.u.
walls start with a 6” block. Exterior c.m.u. walls are all 8”, however, the coursing doesn’t align with the finished floor, it’s 2” below the F.F. line.
The 7’-2” dimension is based on field conditions.
D. Providing temporary structural bracing to structural members that bear on a bearing wall that will be altered is part of the normal construction process and should not require a note.
8. What are the finishing requirements for interior masonry infill? Also, what is the finishing requirement for the exterior face of new masonry installed in exterior wall? There is no painting system included in specification for masonry.
RESPONSE:
Provide (1) coat of latex block filler (primer)on Mech. Rm. side of in-fill.
Provide (1) coat of latex block filler (primer)and (2) coats of latex paint on corridor side of in-fill. Match finish and color with existing. Coordinate with COR/User.
Patch and repair exterior E.I.F.S. finish (match texture and color of existing) at new door/replacement door locations. Existing E.I.F.S. system utilizes an approx. 1” thick layer of rigid insulation board.
9. Sheet A-6 New suspended ceiling details show metal stud framing. Does Contractor have option to use wood framing for this installation?
RESPONSE: We prefer that all new construction materials are Non-Combustionable so metal stud framing is the preference.
10. Sheet A-6
Please provide details of existing metal roof support system. Access on top of metal roofs should be limited. However, this additional information is required since there will need to be roof access in order to remove existing roof mounted equipment before patching openings.
Additional roof demolition details should be provided to indicate removal of any roof mounted equipment required in this project.
RESPONSE:
A. Plate A-6 indicates the (2) locations where roof fans will be demo’ed. Not sure how much detail is required to remove the existing fans in those locations. Not sure I understand the question.
Additionally, plate A-6 shows a roof patch detail for those (2) locations
B. This building originally had a flat roof which is still there. A new metal truss system with a hip roof with metal roofing was installed.. The attic access ladder and roof hatch to the attic are located just inside the Electrical Room. The peak of the new roof is approximately 10 feet high and there are aisles where contractors can walk upright on either side of the center of the new metal truss system. See attached pdf file Sheet 0007 (the actual truss layout is more open than the design suggests). The ductwork and Gravity Ventilators to be removed are in 2 locations.
1. At the end of the rear corridor, there is about 3 feet of duct and a damper section below the old roof and about 4 feet of relatively straight duct up to the new metal roof.
2. At the end of the South corridor there is a Gravity Ventilator on the rear of the roof area.
Below the old roof, there is about 3 feet of duct and a damper section below the old roof and about 20 feet of duct routed back to the rear of the new metal roof
See attached PDF file 0010 (the Roof Plan shows the 2 actual locations of the Gravity Ventilators. See attached photos # 1085 & 1086 show the duct on the South End Gravity Ventilator and photo # 1087 shows the duct on the Gravity Ventilator on the Rear Corridor.
11. Concrete Pad Detail / Sheet A-4
Detail needs to be revised to show gravel and vapor barrier below pad. Also, provide expansion joint where pad abuts existing wall or foundation. Will Contractor have option to use fibrous concrete mix meeting PSI rating instead of wire mesh reinforcement for concrete pad?
RESPONSE: A 4” layer of compacted crushed rock shall be provided below the new conc.
Stoop (pad) @ door #102. Also provide a ½” EJ with filler where new conc. meets the wall.
This is an exterior slab, so no vapor barrier is required.
Fibrous concrete mix is not an approved alternate for slab reinforcement. Please provide the W.W.F. as indicated on the plans.
12. Will the existing window A/C units be abandoned in place? Or will these units need to be removed by Contractor for Government salvaging? Please clarify.
RESPONSE: The window unit and protective cage are to be removed when construction is complete and turned over to DPW for storage/Re-use. Seal the opening with material to match or similar to existing.
13. Please provide list of all equipment and, or items to be salvaged and, or returned to
Government.
RESPONSE: The existing Hot Water Pump and the existing Chilled Water Pump shall be turned over to DPW for salvage as well as the above mentioned window AC units. New pumps are specified on plans. Contractor shall be responsible for delivering equipment to DPW Salvage/Scrap Yard.

14. Will secured Siprnet system need to remain operational and protected during construction?
RESPONSE: YES
Electrical / Fire Protection
15. Will the base contractor remove the overhead cctv or data lines passing over the existing chiller and re-install after completion or should accommodations be made to trench underground conduit from cctv overhead swing pole?
RESPONSE: Contractor shall remove the existing overhead CCTV lines while the old equipment is removed and the new Chiller is installed. Contractor shall then re-install the overhead lines. The Point of Contact for the unit has determined that this is not a critical system and can be down for a few days.
16. SOW says to remove the existing 400HZ busway, with that being said there was at least one location that still had a disconnect on the busway with branch circuit coming off of it. What extent of demo will be required of the existing branch circuits, wire & raceway?
RESPONSE: Demo all existing branch circuits, wire and raceway back to Room 122 as shown on Sheet E-2, the Power Demolition Plan.
17. There are several places that pull stations are being added to the system. The existing notification device locations in the corridors are not NFPA compliant (within 15' of corridor).
Would the Government like to address the issues with the notification devices while the ceilings have been removed?
RESPONSE: Yes, please provide & install the Notification devices to be NFPA compliant. In addition, there are 13 locations where the existing Smoke detectors in the offices will need to be extended from the existing ceiling to the new dropped ceiling. See attached Revised Sheet E-6, Fire Alarm Plan Rev. 1 showing the new locations.
18. Will the base fire alarm contractor take the system down and return to service daily?
RESPONSE: Yes, you would have to coordinate the times with their schedule which is from 7:30 to 3:30 daily. Fire Alarm contractor is responsible for all programming of the system. The fire alarm contact person for Hunter Army Air Field is:

21. Will fire alarm / duct detectors be required for project?
RESPONSE: YES, 6 NEW Smoke Detectors are shown on each of the 6 new AHU units. 3 existing Smoke Detectors will be removed, one on each of the 3 existing AHU units. See Sheet E-6 Fire Alarm Plan.
