Amendment 1 Questions & Answers to Solicitation #: W9124M-19-R-0015 – 26 April 2019
Question (Q) = Contractor Answer (A) = Government
*Note. See Solicitation Amendment 0001 containing lined out red font (deletions) and blue font (additions) to highlight the changes incorporated into the revised PWS within the Solicitation document.
Q1: Since the Government is re-fueling the generators on their own from 15 May-14 August 2019, can the Government simply top of the fuel tank of each generator prior to return possession of it to the Contractor?
A1: The Requiring Activity stated that they will ensure that the Fuel Tanks of each generator is full and verification will occur during the post-mission joint inspection of the equipment between the Contracting Officer Representative and the Contractor. Due to each generator being returned with a full tank of fuel, post mission generator re- fueling costs shouldn’t have to be part of the Contractor’s quote. See Paragraphs 3.3 and 5.6 of Solicitation Amendment 0001 for the revised changes to the PWS.
Q2: What is the Male to Female Soldier ratio in regard to developing separate tent living arrangements?
A2: These tents will only house MALE Soldiers. The small number of female Soldiers will be staying in one of the permanent buildings on Camp Natural Bridge.
Q3: Do you have any additional pictures of what the concrete pads and the southern tent overflow open lot looks like?
A3: The Requiring Activity obtained additional pictures from the Camp Natural Bridge staff this afternoon and they have been published on FBO with these questions and Solicitation Amendment 0001.
Q4: Are the Soldiers going to do a basic surfacing cleaning of the tents prior to departing the tents?
A4: The Soldiers will conduct a basic surface cleaning of the tents which will include the removal of large chunks of mud, loose trash/debris, and they will sweep out the tents prior to returning them to the Contractor. Any anticipated additional cleaning charge to return the tents to at least the cleanliness in which they were delivered is to be included into the overall rental price for each tent. No separate claim for after-the-fact cleaning fees will be approved by the Contracting Officer as long as the Soldiers clean the tents to at least the standards prescribed in this paragraph. See Paragraph 6.11 of Solicitation Amendment 0001 for the revised changes to the PWS.
Q5: The solicitation states that each Soldier shall have a minimum of 50 square feet of living space in each tent. What is the maximum amount of two person bunk beds units allowed per tent?
A5: For the tents on the concrete pads, the maximum number of 2 man bunk beds or bunk cots per tent is five (5) sets to sleep a total of ten (10) Soldiers per tent. The number of bunks per tent for the tents located in the southern overflow lot will vary depending on the size, types, and quantities of tents provided. Contractors are encouraged to use their experience to develop creative and cost effective living arrangement solutions that allow each Soldier in the overflow lot to have at least the same amount of personnel space (While also using bunk beds or bunk cot systems) as the Soldiers who are living in the 10 person tents. See Paragraph 5.4 of Solicitation Amendment 0001 for the revised changes to the PWS.
Q6: Are single person beds/cots an acceptable alternative to a bunk bed or a bunk cot type solution?
A6: No, In order to maximize available vertical and horizontal space within the tent, the Soldiers will need to sleep one above the other. Individual beds or Cots would significantly clutter the horizontal living space. Soldiers want to be able to keep bedding and personal items on the bed instead of having to dismantle individual cots or having to unload and then stack them one way or another each day.
Q7: Can you provide some basic salient characteristics for the requested lockable footlockers?
A7: The Requiring Activity no longer requires a lockable footlocker like storage solution. They are resourcing this capability internally instead of through this contract. See Paragraph 5.4 of Solicitation Amendment 0001 for the revised changes to the PWS.
Q8: Can USB electrical outlets be substituted for some of the American Standard Electrical Outlets?
A8: The Requiring Activity stated the following: Each of the 26 tents on the concrete pads shall contain a minimum of 4x 120V Standard American Electrical Outlet with the remaining plugs being either standard 120V Standard American Electrical Outlets or USB power outlets (to charge small electrical devices such as cellular phones) or a combination of each type for a total of at least 10 plugs. Any Tents located in the southern open lot shall contain enough American Standard 120v electrical outlets to support a minimum of 40% of the occupants use at one time. The remaining 60% of the plugs can be American Standard 120V electrical outlets or USB power outlets (to charge small electrical devices such as cellular phones) or a combination of each type. See Paragraph 5.6 of Solicitation Amendment 0001 for the revised changes to the PWS.
Q9: Are there specific types of tents required for the open lot tent overflow area on the south end of Camp Natural Bridge?
A9: Simple answer is no. The tents located in the southern overflow lot could vary depending on their sizes, types, and quantities due to not being limited to the 17’x 33’ Concrete Pads. Contractors are encouraged to use their experience to develop creative and cost effective living arrangement solutions that allow each Soldier in the overflow lot to have at least the same amount of personnel space as the Soldiers who are living in the pad based 10 person tents.
