TECHNICAL PROVISIONS
GENERAL
EXPAND CAMPGROUND AT HOLBROOK POND
SF-40-1J
1. DESCRIPTION OF WORK:
1.1 Work to be Done: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with Expanding the Campground at Holbrook Pond complete in strict accordance with specifications and drawings. The work includes, but is not necessarily restricted to, the following items.
1.1.1 This project consist of expanding the existing Holbrook Pond
Campground by 10 campsites. This will bring the total number of campsites up to 30 and providing 11 (of the 30) campsites with full service hookups. Also, included in this project will be replacing the existing sanitary sewer system, as well as, expanding the potable water system to support the campground expansion.
1.2 WORK BY OTHERS: The Contractor shall afford the Government and separate contractors’ reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.
1.3 DRAWINGS AND SITE VISITS
1.3.1 The drawings indicate the extent of the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the amount of material required to perform this project. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious/visible or which should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions provision of the contract.
2. CONSTRUCTION CONSTRAINTS
2.1. Time of Performance
2.1.1 Access to Buildings – All site work shall be performed between 7:30 a.m.
and 4:00 p.m. excluding official holidays, unless otherwise indicated or approved by the Contracting Officer. Requests to work during other than these normal hours shall be made in writing at least 36 hours in advance.
For example, a request to work on a Saturday should be made no later than noon on Thursday.
2.1.2 Work Requiring Outages – Work requiring outages of utilities or building systems will be accomplished in accordance with prior approved schedules.
2.2. Outages – The contractor’s work requiring outages of utility or building systems will require 15 day advance notice and will be subject to the approval of the Contracting Officer. Notice shall include type of outage, date, and time outage will commence and estimated duration of outage.
2.3. Continuity – All tools, labor, and materials required to complete any item of work within a given work area or requiring an outage of any building utility or system, shall be available at the site prior to commencement thereof.
Once work has commenced on an item of work said work shall be continuously and diligently performed to completion and acceptance.
2.4. Road and/or Railroad Closures – Road and/or railroad closures will require a 15-day advance written notice and be subject to the Contracting Officer’s approval. Notice shall state reason for closure, date and time closure will commence and estimated duration of closure. A sketch shall be provided showing location of closure area and placement of barricades and signs. Closures shall be limited to a maximum of 5 calendar days.
3. CONSTRUCTION ACTIVITIES:
3.1 Contractor shall submit a Safety Plan and Construction Schedule to the
Contracting Officer’s Representative (COR) 10 days in advance of any construction activities to arrange specific schedule for performing work as required by this Contract.
4. FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT:
4.1 The Contractor shall coordinate use of the site for access, staging, and parking with the Contracting Officer.
4.2 Contractor shall be responsible for limiting access of his employees and subcontractors to the area of work defined in the Contract. Contractor shall not have access to restrooms and amenities such as vending machines unless granted permission by the Contracting Officer.
4.3 Contractor shall maintain haul routes to and from the job sites and the borrow pits, to include the borrow pit. In addition it is the contractor’s responsibility to meet all Local, State and Federal regulations for the operation of a borrow pit. Contractor shall control runoff and erosion on all excavation and backfilling operations.
4.4 RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS
FORT STEWART AND HUNTER ARMY AIRFIELD
4.4.1 Disposal: All waste generated from construction, demolition, and renovation contracts must be disposed of off the installation in a permitted disposal facility and in accordance with all Federal, State, and Local rules and regulations unless otherwise stated in the contract. At the end of each month, the contactor will provide copies of all disposal weight/scale tickets to the Contracting Officer’s Representative (COR) showing the in, out, and tare weights of each load taken from the installation. The COR will provide copies of these tickets to the DPW Environmental Division, Solid Waste Management Section for tracking and regulatory reporting requirements.
4.4.1.1 Recycling/Salvage: Fort Stewart and Hunter Army Air Field has a mandatory recycling program. The Installation Command Policy Letter #30 and Command Recycling SOP can be accessed at http://www.stewart.army.mil/info/?id=443&p=1. All recyclable materials (listed in the recycling SOP) generated during the entire term of any construction, demolition, or renovation contract will be turned over to the Fort Stewart or HAAF Recycling Program. Contractors must contact the COR who will coordinate with the DPW Environmental Waste Management Section (912-767-2010) to arrange for turn-in of recyclable/salvageable materials. In areas where large amounts of scrap metal or cardboard will be generated, it is possible that a collection bin/container could be provided to the Contractor at no cost to deposit these materials. Salvage materials, unless otherwise specified, become the property of the contractor upon removal from the job site and should be taken into consideration in formulating bids.
4.4.1.2 Hauling/Transport Requirements: All vehicles and containers used to transport waste or recyclables on or off the Installations will meet all Federal and State DOT requirements. All waste or recyclable materials being transported will be loaded, tied, and covered in such a manner that will prevent any of the materials from leaking, spilling, falling or blowing from/off the vehicle or container. It is the contractor’s responsibility to ensure immediate pick-up/clean-up of any material that is accidentally dropped, spilled or blown from a vehicle or container while in transit on and off the Installation.
4.4.1.3 Custodial Contract: If this contract is for custodial services or will include a custodial service requirement, the Contractor shall empty or otherwise transfer the contents from the blue recycling containers located inside buildings/facilities to the nearest blue recycling dumpster located outside.
The contactor will ensure that all recycled paper products are first placed inside a clear plastic bag and the top is tied closed before it too is placed inside the nearest blue recycle dumpster.
4.4.1.4 Payment/Funding: If any of the conditions listed under the Recycling, Salvage, and Disposal section are not met, it will be considered a failure to comply with the terms of the contract as discussed in the inspection clause herein.
4.4.1.5 Guidance/Question: Anyone requiring further guidance, recycling training for contractors, or has additional questions on this section should contact the DPW Environmental Division, Solid Waste Management Section at 912-767-2010.
4.4.2 Toxic Substances Control Act (TSCA) Requirements
4.4.2.1 Asbestos Containing Materials (ACM)
4.4.2.2 If ACM will either be disturbed or removed, the contractor must perform asbestos abatement, containment, disposal and a 10-day notification to the Georgia Environmental Protection Division (GA EPD), as required by the Georgia Asbestos Safety Act, Official Code of Georgia Annotated Section 12-12-1. The disposal of ACM must be in accordance with both the GA EPD and Occupational Safety and Health Administration regulations.
4.4.2.3 REQUIRED SUBMITTAL ITEM: The Installation TSCA POC (Craig
Christopher at 912-767-1234 / Craig.W.Christopher.civ@mail.mil) must be provided a copy of the 10-day notification at the time the contractor informs GA EPD of their intent to properly abate the ACM. A copy of the Georgia asbestos shipment record must also be provided to the TSCA
POC.
4.4.2.3.1 Lead-Based Paint (LBP)
4.4.2.3.2 If survey results, as reviewed by the Installation TSCA POC (Craig
Christopher at 912-767-1234 / Craig.W.Christopher.civ@mail.mil), indicate LBP removal is necessary, the contractor will be required to collect, contain, and dispose of the LBP off-Post in accordance with local, state, and Federal regulations. The contractor will be required to provide the disposal manifest to the TSCA POC.
4.4.3 REQUIRED SUBMITTAL ITEM: LBP survey must be provided to the
TSCA POC, as applicable. The LBP disposal manifest must be provided to the TSCA POC if LBP removal was determined necessary by the TSCA
POC
4.4.3.1 Installing Storage Tanks on Fort Stewart and Hunter Army Airfield
4.4.3.2 Underground Storage Tank Moratorium.
4.4.3.3 The installation of any underground storage tank and associated piping for the purpose of containing regulated and/or hazardous substances is strictly prohibited in the case where at least 10% of the total volume (tank + piping) is below the surface of the ground. Similarly, tanks in vaults for the purpose of installing tanks below grade are not acceptable.
4.4.3.4 Design Requirements for Aboveground Storage Tanks
4.4.3.5 Provide appropriate secondary containment (40 CFR 112.8(c)(2)). All aboveground storage tanks used for the purpose of storing regulated and/or hazardous substances must be double-walled. In order for a tank to be considered double-walled, the interstitial space between the inner and outer wall must be able to be inspected visually or the interstitial space must be equipped with a sensor capable of alarming in case of liquid in the interstice (access to the interstice must also allow for the periodic removal of liquids).
4.4.3.6 Provide tertiary containment (in accordance with 40 CFR 112.8(c)(3)). All aboveground storage tanks must be placed on an impervious diked concrete housekeeping pad designed to catch spills caused from transferring substance to/from the tank. This housekeeping pad must come with a valve that allows for the discharge of rainwater from the diked pad after a visual inspection has been done to determine that the water is clean.
4.4.3.7 Provide Instrumentation (Provide good engineering practices to avoid unwanted discharges, 40 CFR 112.8(c)(8)))
1. All aboveground storage tanks must come with a high liquid level alarm that emits both an audible and visual signal to alert operators that the tank must be emptied before further use.
2. The tank must also be equipped with a level gauge that allows for determining the level of liquid in the tank.
3. In the case of any tank equipped with a pump for the purpose of dispensing of a stored substance, the pump must have an automatic cutoff to prevent overfilling of a container.
4.4.5 Tank Removal.
4.4.5.1 Removal must follow the standards for removal and closure of registered tanks as outlined in the Georgia Underground Storage Tank Management Program (GA USTMP) guidance document (ref GA Rules 391-3-15-.11).
As a minimum oil samples must be taken and analyzed from the excavated pit’s walls and floor. A groundwater sample must be taken if a soil sample is not possible from beneath the UST. Soil and groundwater samples must be tested for benzene, toluene, ethylbenzene and xylenes (BTEX), total petroleum hydrocarbons-diesel range organics (TPH-DRO), and polynuclear aromatic hydrocarbons (PAHs). The USTs and associated piping must be removed and triple rinsed with water. Rinse water must be containerized (in drums or a tank) and analytical testing conducted by a certified Georgia laboratory, so the product can be correctly coded/classified on a Non-hazardous Manifest signed by an authorized representative from the Installation DPW Environmental Division. Disposal of materials (soil/rinseate) must be coordinated with the Installation DPW Environmental Division. See 1.0 for Recycling of cut up tank.
4.4.5.2 REQUIRED SUBMITTAL ITEM: Contractor shall provide (a) 24- hour notice (and a POC/telephone number) prior to UST removal activities to allow time for Installation DPW Environmental Division representation at the site during the time thetank(s) is being removed from the ground. Installation DPW Environmental POC: Algeana Stevenson at 912-315-5144; (b) All lab tests and manifests for disposal of any contaminated soil/rinseate (pre-coordination with Installation DPW Environmental Division is required).
Letter and photo documentation (hard copy and digital) of the UST removal process is required of the UST removal contractor; and (c) confirmation cut up tank was delivered to the Recycling Center.
4.4.5.2 Removing Aboveground Storage Tanks (ASTs) on Fort Stewart and Hunter Army Airfield
4.4.5.3 Tank Removal.
4.4.6 The AST(s) and associated piping must be removed and triple rinsed with water. Rinse water must be containerized (in drums or a tank) and analytical testing conducted by a certified Georgia laboratory, so the product can be correctly coded/classified on a Non-hazardous Manifest signed by an authorized representative from the Installation DPW Environmental Division. Disposal of materials (soil/rinseate) must be coordinated with the Installation DPW Environmental Division. See 1.0 for Recycling of cut up tank.
4.4.6.1 REQURED SUBMITTAL ITEM: Contractor shall provide (a) 24- hour notice (and a POC/telephone number) prior to AST removal activities to allow time for Installation DPW Environmental Division representation at the site during the time the tank(s) is being removed. Installation DPW Environmental Division POC: Veronica Frazier at 912-767-2400; (b) All lab tests and manifests for disposal of any contaminated soil/rinseate (pre-coordination with the Installation DPW Environmental Division is required);
and (c) confirmation cut up tank was delivered to the Recycling Center.
4.4.7 Backflow Prevention Device. REQUIRED SUBMITTAL ITEM: The Contractor shall submit through the COR to the Installation DPW Environmental Division (a) type of backflow device with make, model, manufacturer, serial number and GPS coordinates for the installed location of the device; and (b) certifications by a certified backflow prevention installer/tester of backflow testing performed for each testable backflow device. The certified installer/tester must be certified from an EPD-approved Georgia Backflow Prevention Training Program.
4.5.1 Sanitary Inspections Prior to Government acceptance, the Contractor, through the COR, must coordinate with Installation Environmental Health,
(912) 435-5721 or (912) 257-1220, for bacteriological testing to ensure drinking water lines (e.g. Drinking fountain, utility sink, etc.) have been super-chlorinated with positive chlorine residuals and are free of any bacteria.
4.6 Demolition
4.6.1 Ensure all water service connections with discontinued service due to abandonment or demolition are properly and permanently capped and sealed to prevent the escape of potable water or possible contamination.
4.6.3 Wastewater Requirements
4.6.5 Lift Stations. To be installed per the contract drawings and specifications.
4.6.6 Demolition
4.6.7 Ensure all sewer service connections are properly disconnected prior to demolition. Permanently cap and seal service connections to prevent the infiltration of groundwater or surface water into the sanitary collection system.
4.6.8 The contents of septic tanks will be pumped out and properly disposed of at a wastewater treatment plant. The septic tank will be removed from its current location and the tank must be either recycled or otherwise properly disposed. After removal, backfill will be placed and compacted. The leach field soil may remain in place to naturally attenuate after abandonment of the site.
4.6.9 Stormwater/Erosion and Sedimentation Control (E&S) Requirements
4.7 Requirements for Sites with Soil Disturbance Greater Than 0.75 Acres
4.7.1 A Notice of Intent (NOI) has been obtained for this project. A summary of the applicable stormwater / E&S requirements are provided below:
a) E&S Control Best Management Practices (BMPs) will be identified in the ESPC Plan and must be utilized by the contractor. The ESPC Plan will include those requirements identified in the “Green Book” (Manual for Erosion & Sedimentation Control for the State of Georgia), the Coastal Stormwater Supplement, the Energy Independence and Security Act Section 438, the US Environmental Protection Agency (EPA) Technical Guidance (EPA 841-B-09-001 December 2009), the United Facilities Criteria (UFC) Manual for Low Impact Design, and those additional applicable Federal and local requirements found at the following web link:

Army LID implementation will be accomplished using Army LID guidance "Army Stormwater Management Using Low Impact Development" (this document), the Army Low Impact Development Technical User Guide (see Best Practices section of the mrsi site), and the Army's LID Planning Tool and LID Cost Planning Tool (see Design Tools section of Army Stormwater Management Using Low Impact Development the mrsi site).
b) The ESPC Plan must also include flow calculations demonstrating concentrated runoff flows from peak rain events will not impact (a) any existing stream, (b) upstream systems and (c) downstream systems of the site as required for Total Maximum Daily Loads to maintain water quality standards by the removal of any potential pollutants.

Specifically, engineers must use Low Impact Development (LID) and Green Infrastructure (GI) stormwater control practices along with water quantity management practices found in the Georgia Stormwater Management Manual and the Coastal Stormwater Supplement.
This is necessary to completely satisfy aquatic resource protection, overbank flood protection, and extreme flood protection which are criterion found in these documents for post-construction BMPs. In addition, it is required the utilization of the following guidance at the following site for DoD facilities:

4.7.2 Dry detention basins must be located downstream of other LID/GI structural controls. Hydraulic considerations are necessary to ensure dry detention basins are sized to store the entire water quality design volume or have adequate structural controls to meet the minimum criteria for a 1-year, 24-hour storm event. PLEASE NOTE: Wet retention ponds are not a BMP option for FSGA/HAAF; reference DPW Policy Letter #10.
4.7.3 Site dewatering requires prior approval from the Environmental Office.
4.7.4 The site operator for the proposed action is required to continuously maintain all BMPs through the duration of site disturbing activities (regardless of NOI requirement). In order for the Army to accept the project as complete, the site must be stabilized to prevent silts and sediments from leaving the construction site. The Installation, through its Contracting Officer
Representative, NRCS, and the DPW Environmental Office, must agree that the project site meets necessary site stabilization parameters as required by the State of Georgia prior to project acceptance by the Army.
4.75 At a minimum, a Level 1A E&S Control Certified individual must be on the site during any land disturbance activity in the State of Georgia.
4.7.6 Cross drainage facilities that transport stormwater runoff under roadways must meet the 25- to 100-year design storm, or be in accordance with GA Department of Transportation requirements, whichever is more stringent.
The design must ensure that the structure/s will not impact any facilities upstreamor downstream during heavy rain events. Culverts, bridges, and/or roadway drainage structures require bank stabilization to prevent erosion during rain events.
4.7.7 Equipment cleanout (brushes, rollers, spray guns/lines, etc.) must occur in designated areas (sink basins or washracks which discharge to sanitary or industrial wastewater treatment plants) and must not discharge to the stormwater conveyance system. Ensure all washouts of trucks and equipment is controlled and is discharged with adequate E&S control BMPs.
4.7.8 Ensure proper drip pans and secondary containment are utilized for staging, storing, loading, fueling, maintenance, repairs, etc.
4.7.9 Place all fuel storage tanks within plastic lined earthen berms, drive-on, or drive-over containment. The containment area must have a minimum capacity of 110% of the fuel storage tanks capacity for spill prevention, and to capture incidental spills.
4.8.1 Requirements for Offsite Soils:
4.8.1.1 Test offsite soils brought in for use as backfill for Total Petroleum
Hydrocarbons (TPH), Benzene, Toluene, Ethyl Benzene, and Xylene (BTEX) and full Toxicity Characteristic Leaching Procedure (TCLP) including ignitability, corrosivity and reactivity. Backfill shall contain no more than 100 parts per million (ppm) of total petroleum hydrocarbons (TPH) and no more than 10 ppm of the sum of Benzene, Toluene, Ethyl Benzene, and Xylene (BTEX), and shall pass the TCLP test. Determine TPH concentrations by using EPA 600/4-79/020 Method 418.1. Determine BTEX concentrations by using EPA SW-846.3-3 Method 5030/8020.
Perform TCLP in accordance with EPA SW-846.3-3 Method 1311. Provide Borrow Site Testing for TPH, BTEX and TCLP from a composite sample of material from the borrow site, with at least one test from each borrow site.
4.8.1.2 REQUIRED SUBMITTAL ITEM: Within 24 hours of conclusion of physical tests, submit 2 copies of test results, including calibration curves and results of calibration tests. Do not bring material onsite until tests have been approved by the Contracting Officer.
4.9.1 Accidental Discovery of Remains and Artifacts
Ensure that the SOP for Accidental Discovery of Archaeological Deposits and/or Human Remains is followed (See attached SOP).
5. AS-BUILT RECORD DRAWINGS:
5.1 The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The contractor is responsible for noting all changes and correction on these master/record construction drawing prints promptly as the changes occur in red ink(redline prints) and note date when these changes occurred, but in no case less often than on a weekly basis. The master/record construction drawing prints which are maintained in red ink shall indicate all the changes and modifications incorporated into the work as well as the following:
5.1.1 Actual locations of all subsurface and concealed utility lines, type of materials used, sizes, etc. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show by offset dimensions to two permanently fixed surface features. Valves, splices boxes and similar appurtenances shall be located by dimensions along the utility run from a reference point. The average depth below the surface of each run shall also be recorded.
5.1.2 Any shop drawings that constitute part of the design shall be included with the record drawings.
5.2 The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and submitted to the Contracting Officer’s Representative for approval. Once these provisional master/record (redline construction drawing) prints have been approved by the COR, the COR will obtain a compact disc (CD) of computer generated construction drawings from the DPW Engineering Service Division, Building 1141 at Ft. Stewart or Building 1021 at Hunter AAF, as applicable. The contractor shall then transfer all corrections from redline construction drawing prints to the compact disc (CD) of computer generated construction drawings. Corrections done shall be in MicroStation “.dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. Also, revision number identification will be placed where any changes were made. The contractor shall then submit AS-BUILT compact disc (CD) of computer generated drawing and one (1) AS-BUILT hardcopy with contractor’s redline corrections to the COR to insure accuracy that all corrections made were transferred from redline construction drawing prints to AS-BUILT hardcopy prints. Once the COR approves the AS-BUILT hardcopy prints the COR will then turn over to DPW/ ESD/ Drafting section for final approval of AS-BUILT compact disc (CD) of computer generated drawings and at this time the Contractor can receive final payment.
6. SECURITY REQUIREMENTS.
6.1 All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or the Contracting officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
The Contractor and all associated sub-contractor employees shall comply with applicable Installation, facility, and area Commander’s local access and security policies and procedures. If required by this contract, the contractor shall also provide all information for background checks to meet Installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in contractor security matters or processes.

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than .180 days after NTP. (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $ 911.53 [Contracting Officer insert amount] for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

Section H - Special Contract Requirements
SPECIAL NOTES
ALTERNATE DISPUTES RESOLUTION
In furtherance of Federal policy and the Administrative Dispute Resolution Act of 1990 (ADR Act), Public Law 101-552 and FAR Clause 52.233-1, the Contracting Officer will try to resolve all post award acquisition issues in controversy by mutual agreement of both parties. Interested parties are encouraged to use alternative dispute resolution procedures to the maximum extent practicable in accordance with the authority and requirements of the ADR Act.
EMERGENCY MEDICAL TREATMENT
Emergency medical treatment will be provided by the Winn Army Community Hospital in order to prevent undue suffering or loss of life. Emergencies will be treated only during the period of emergency and appropriate action will be taken to discharge or transfer such patients as soon as the emergency period ends.
Charges for medical care will be at the prevailing rate and at the Contractor's expense.
HOURS OF OPERATION
Normal working hours are 7:30 a.m. through 4:00 p.m. Monday through Friday excluding Federal Holidays.
Notwithstanding the provisions of the Contract Work Hours and Safety Standards Act – Overtime Compensation clause herein, work will not be permitted outside normal work hours, nor on Saturdays, Sundays or legal holidays unless approved by the Contracting Officer. Requests to work other than normal work hours for all work must be submitted in writing a minimum of 2 work days in advance of date on which such work is anticipated. The exclusion of work on Saturdays, Sundays, and holidays has been considered in computing the performance time of this contract. The following legal holidays are observed:

MATERIAL APPROVAL SUBMITTALS
The submittals contemplated by FAR clause 52.236-5 entitled, “Materials and Workmanship”, and listed at Technical Exhibit 1 or any requested deviations from the Technical Provisions shall be submitted on ENG Form 4025-R, “Transmittal of Shop Drawings, Equipment Data, Material Samples, or Manufacturer’s Certifications”.
Required certificates, manufacturing brochures, etc., shall be submitted in five (5) copies unless otherwise specified.
Submittals requiring manufacturer’s certifications must be executed by an officer of the manufacturing company and notarized. Approval of materials or equipment not noted as a deviation shall not relieve the Contractor from complying with the applicable Technical Provisions.
REMOVAL OF CONTRACTOR PERSONNEL
The Government reserves the right to require removal of any Contractor personnel from the job site who endanger persons or property, or whose continued employment is inconsistent with the interest of military security. The Government also reserves the right to require the Contractor to remove from the job site, any employee found to be under the influence of alcohol, drugs or any other incapacitating agent or any employee involved in the theft of Government property. The removal from the job site of such personnel shall not relieve the Contractor of the requirement to provide personnel to perform services.
REQUIRED INSURANCE
In accordance with FAR clause 52.228-5 entitled, “Insurance--Work on a Government Installation” the following minimum amounts of insurance are required.

UTILITIES
Utility services required at the work site will be furnished at no cost to the Contractor if in place. Any alterations or connections to the existing utility facilities for accomplishment of this work shall be at no additional cost to the Government. The Contractor is responsible for coordinating with Canoochee Electric Membership Corporation (CEMC) prior to making any alterations to the electrical infrastructure. The Contractor shall remove all alterations before final acceptance of work at no expense to the Government. The Contractor shall carefully conserve any utilities furnished without charge. If utilities are not available at the job site and are required for performance, the Contractor shall provide his own generators or other necessary equipment to provide the utilities. Utilities for the operation of any work/office trailor located on the military installation for the convenience of the Contractor shall be at the Contractor’s expense. CEMC will be the point of contact (POC) for electrical concerns.
ASBESTOS PROHIBITION
“Asbestos”, including chrysotile, ammosite, crocidolite, tremolite asbestos, anthophyllite asbestos, actinolite asbestos and any of these materials that have been chemically treated and/or altered is prohibited from incorporation into the work under this contract. This prohibition does not apply to nor prevent the removal and disposal of asbestos materials.
CONTRACT PROGRESS REPORTS
The contractor shall submit FORSCOM Form 59-1-R, Contract Progress Report, accompanied by a brief narrative report of work accomplished, to the Contracting Officer weekly. Each report submitted must be complete, signed and dated by the Contractor.
FIRE PREVENTION
The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association in the National Fire Code and other recognized fire prevention agencies and post regulations.
PROGRESS SCHEDULES
The reports contemplated by the clause, FAR 52.236.15, herein entitled, “Schedules for Construction Contracts” shall be accomplished on and in accordance with instructions pertaining to FORSCOM Form 59-R when periods of performance exceed 60 calendar days.
SALVAGE AND DISPOSAL OF MATERIALS
a. Salvage materials, unless otherwise specified, become the property of the contractor upon removal from the job site and should be taken into consideration in formulating bids.
b. Salvage materials to remain as Government property are None.
c. Material not salvageable shall be removed from the job site and disposed of off the installation.
d. All tree debis shall be delivered by the contractor to a central depository location on post as directed by the
COR.
IDENTIFICATION BADGES
The Contractor shall provide each employee an Identification (ID) Badge, which includes the Company Name, Employee Name and a color photo of the employee. ID Badges for Key Personnel shall also indicate their job title.
ID Badges are to be worn at all times the employee is performing work under this contract. Each Contractor employee shall wear the ID Badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit. Contractor is responsible for collection of ID Badges upon completion of contract or termination of employee.
DOD ANTI-TERRORISM (AT) STANDARDS
(a) Pursuant to Department of Defense Instruction Number 2000.16, “DoD Antiterrorism (AT) Standards,” dated May 5, 2017, each contractor employee requiring access to a US Army installation or a Federally-controlled installation, facility and/or Federally-controlled information systems shall complete Level I AT Awareness Training and receive a certificate of completion. The training is accessible from any computer and is available at https://atlevel1.dtic.mil/at/. The contractor shall certify that their workforce has completed the training and submit the completed certificate(s) to the contracting officer or designee (i.e., the Contracting Officer’s Representative).
