QUESTIONS AND ANSWERS

Q: Burning of vegetation permitted onsite?

A: No Burning will be allowed on site.

Q: Is there any location on Fort Stewart base that the contractor is permitted to haul debris from the construction site onto the base property (stumps, tree limbs, shrubs, vegetation, non-soil), or is the contractor to haul to an appropriate landfill?

A: Yes, the Biomass area at Ft. Stewart.

Q: Is there any location on Fort Stewart base that the contractor is permitted to haul unsuitable soil debris from the construction site onto the base property (soils with organics not suitable for reuse), or is the contractor to haul to an appropriate landfill?

A: No

Q: Does Liberty county health department have jurisdiction and require to inspect the new drain field?

A: No, the installation of the new septic system will be inspected and accepted by the Ft. Stewart DPW Contract

Management Branch and Environmental Division.

Q: Is any local or state licensing of any kind required (i.e. Septic License, Utilities, Electrical, etc.)?

A: No additional local or state licensing is required. These were obtained during the design of the project.

Q: Does Fort Stewart have and allow the contractor to haul new fill/sand/aggregate from the Federal Base owned local pit to the construction site or is the contractor to provide all these needs from any other local source it chooses, that comply with design?

A: There is not Federal Base owned pit for this project, all materials will have to come from other local sources the contractor chooses.

Q: Sheet ES-1, Depiction on this sheet under the heading soils map, is this the temporary silt fencing installation layout required (erosion-sediment control)?

A: The Soils Map is only showing the approximate location and Soils that will be encountered. There is no reference to silt fence.

Q: Is temporary construction silt fencing required as part of this design, as Sheet ES-1 under Type Fence A, B, C provide details associated with Silt fencing products? Activity Schedule on this sheet shows “erosion sediment control”.

A: There is no silt fence required for this project. On sheet C-2, there is a 25’ vegetative strip to be maintained

(outside of the limits of construction). This is the E&S BMP required for this project.

Q: Solicitation states only hard copies accepted. USPS certified mail only Monday & Wednesday. Regular Mail is received daily. Please clarify is this regular main (non-certified USPS mail) is received daily for all carriers such as

FedEx, UPS, USPS, DHL, etc. at the location.

A: Mail is received daily from mail distribution companies and USPS.

Q: Please confirm that electronic email proposals are not permitted for this project.

A: Electronic email proposals are Not accepted for this solicitation.

Q: Will a utility survey need to be performed?

A: Yes, the typical call before you dig permit will need to be obtained.

Q: Are there any current contamination concerns on the site?

A: There is no knowledge of contaminates on site.

Q: Are the provided drawings 100% accurate and current?

A: Yes, per survey completed on 9/21/16.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

(2) If the provision at 52.204-7 is not included in this solicitation, and the offeror is currently registered in System for Award Management (SAM), and has completed the Representations and Certifications section of SAM electronically, the offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation.
