SUBJECT: Contractor Questions and Government Answers – Session 1. Fire Extinguisher Blanket Purchase Agreement, Fort Sill, Oklahoma

1. QUESTION: After reviewing the RFP and associated documents, I wanted to confirm whether a proposed site visit schedule is expected or required as part of our submission package.

ANSWER: No, there will not be a scheduled site visit as that will not be needed to provide a proposal.

2. QUESTION: While the solicitation references monthly and annual inspections, it does not appear to include a fixed schedule. Please advise if vendors should include a proposed schedule of site visits in their response, or if this will be coordinated post award.

ANSWER: See Page 2 for Scope of Work. This will be awarded as a Blanket Purchase Agreement so there will not be a fixed schedule. The Contractor shall furnish referenced services and supplies if and when requested by the Contracting Officer or his/her authorized representative during the period specified.

3. QUESTION: I am inquiring about the maintenance for the fire extinguishers, will the maintenance be done weekly or monthly?

ANSWER: See Page 2 for Scope of Work. This agreement will be used to provide maintenance, inspection and service to fire extinguishers monthly and yearly. Orders will be based on each customer’s need; therefore, orders will fluctuate.

4. QUESTION: Is this a new requirement or is there a current BPA?

ANSWER: There are currently two Fire Extinguisher Blanket Purchase Agreements.

The current BPAs are W9124L-20-A-0001 and W9124L-20-A-0002.

5. QUESTION: Is there a current incumbent performing service? If so, what is the current contract award?

ANSWER: See Question #4.

6. QUESTION: What is the total number of extinguishers to be serviced?

ANSWER: There is not a set number of fire extinguishers to be serviced. Fort Sill has customers across the installation that may need maintenance, inspection and service throughout the life of the agreement. Orders will be based on each customer’s need;

therefore, orders will fluctuate.

7. QUESTION: Is there an incumbent for this service?

ANSWER: See Question #4.

8. QUESTION: Is there an estimated number of how many fire hydrants there are on

Fort Sill, OK?

ANSWER: This BPA is for maintenance, inspection and service to fire extinguishers.

Fire hydrants are not applicable to this solicitation.

9. QUESTION: Can you please clarify the periodicity of services? In Scope of Work, page 2, the request is to provide monthly and yearly services, but the paragraph following lists annual, 6-year, and 12-year inspections.

ANSWER: Orders may be placed on an as needed basis ranging from monthly, semi-annually or annually as the customers on Fort Sill have different schedules and will require maintenance and inspections based on the fire extinguishers on hand.

10. QUESTION: Would the government consider updating the NAICS code from 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance to 541990 - All Other Professional, Scientific, and Technical Services for “Fire extinguisher testing and/or inspection, without sales, service, or installation?”

https://www.census.gov/naics/?input=541990&year=2022&details=541990

ANSWER: The NAICS Code will remain 811310. See page 2 paragraph 2 of Scope of Work. “Extinguisher Required Inspections and Maintenance is considered a thorough examination of the fire extinguisher that is intended to give maximum assurance that a fire extinguisher will operate effectively and safely and to determine if physical damage or condition will prevent its operation.” NAICS Code 811310 includes the repair and maintenance. The NAICS Code 541990 is only for testing and/or inspection and does not include service.
