52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 Years 6 months.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(a) Definitions. As used in this clause--

Contract financing payment means an authorized Government disbursement of monies to a contractor prior to acceptance of supplies or services by the Government.

(1) Contract financing payments include--

(i) Advance payments;

(ii) Performance-based payments;

(iii) Commercial advance and interim payments;

(iv) Progress payments based on cost under the clause at Federal Acquisition Regulation (FAR) 52.232-16, Progress Payments;

The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when-

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

Automated Entry Control System for Field Artillery Commandant Office

1. INTRODUCTION.

1.1. ORGANIZATION: Field Artillery Commandant Office, Fort Sill, OK 73503-5600.

1.2. BACKGROUND: The Automated Entry Control System (AECS) is required to maintain a system of control for personnel entering the FA Commandant Headquarters located in Snow Hall during and after duty hours. In addition the AECS is required to maintain a system of control to ensure access to classified information and computer systems in 4 interior rooms is limited to authorized persons per AR 380-5, Chapter II.

1.3 PERIOD OF PERFORMANCE: The requested Period of Performance is 1 July 2019 through 30 June 2020 with 4 option years for service agreement.

1.4. PLACE OF PERFORMANCE: The primary place of performance shall be Building 730, Snow Hall, Field Artillery Commandant Wing, Fort Sill, Oklahoma.

1.5. ADMINISTRATIVE CONSIDERATIONS:

1.5.1. WORK SCHEDULE: The hours of 0800 to 1700 are the projected normal hours operating over a standard five-day period, excluding Government Holidays.

1.5.2. OVERTIME: Overtime is not anticipated.

2. SCOPE OF WORK:

Requirement is for both an Automated Entry Control System and Video Door Station(s) installed at the Field Artillery Commandant’s HQ at Snow Hall on board Ft. Sill Army Installation, Lawton, OK. Personnel hired by the contractor shall be fully qualified to perform the work within industry installation standards. System design and component integration objective – restrict access to Commandant Office wing by three different means:

2. Authorized Key Pad Code Holder

3. Request Access through Video/Audio Door Station and remotely granted access by electronic release of maglock

2.1. CARD READER/KEYPAD AUTOMATED CONTROL: Automated Entry Control System shall include 2400LB maglock for dual door entry, 600LB maglocks, electric latch retraction device 36in panic, motion detectors, card readers, two enrollment readers, one Fargo ID card maker with 100 cards included, system training, card readers, keypads and all associated cabling requirements. This system will have one user group that will stand as separate, which will in turn require one administrator and one log in protocol. Contractor shall install one equipment cabinet housing the SV-32, switch and UPS. Contractor shall install CAT6 cabling from the cabinet to each card reader. Keypads, push buttons, motion to exit and maglocks shall be surface mounted with subsequent power feed to maglocks, push to exit button and motion to exit device. Two card readers and two key pads operating one single door and one double door applications shall be installed. The double doors shall have double maglocks. Contractor shall test devices ensuring operational integrity and training to selected Snow Hall stakeholders on usage.

2.2. VIDEO DOOR STATION/DESK STATION CONTROL RELEASE: In addition to card reader and keypad access control, installed system shall have the capability to allow internal occupant video/audio interface with personnel requesting access that do not have card/keypad access, and granted access via remote release of maglock from the Master Desk Station. This functionality is provided as follows for each double door entrance to the Field Artillery Commandant’s Office facility inside Snow Hall:

2.3. DOOR STATION(s):

- Digital Pan Tilt and Zoom camera eliminates blind spots with 170° wide angle lens (video door stations) x four each

- Hands-free (VOX) or handset communication

- Camera position and zoom can be set for call-in

- Includes maglock door-release contact capability

- Mount Bracket used for video door station onto a mullion-style doorframe. This aluminum mount bracket will be installed on either side of the door.

- Camera can be adjusted to compensate for bright illumination

- Entry can be monitored via the master station

2.4. MASTER DESK STATION(s):

- Desktop PC Pentium 4-3ghz, 4 GB Ram, 500 Gb HD 7200RPM, DVD Burner

- Simultaneous communication

- Hands-Free Options

- Auto-voice actuation

- Screen 7" (177.8 mm) color LCD touchscreen x four each

- Sub-Master Station with Audio/Video Door Station with 7in color touchscreen x two each

- Supports up to 2 door stations and 3 inside stations should stakeholders wish to add more desk stations

- Equipped with a door/maglock release button for the user to allow visitor entry

- Flame-resistant ABS resin

2.5. DOOR RELEASE:

- Allows select Commandant Team Member desk occupant to release doors.

- When communication is established door station, the single door release button on the intercom will activate the door release mechanism associated with that door. The adapter can be installed with the power supplies for the system.

- Selective door release with one button

- Normally closed contacts for magnetic locks

- Multiple door entry applications for a variety of applications including offices, homes, hotel and motel entries, medical offices, secured departments within a commercial or institutional facility, gated entries

2.6. SYSTEMS TRAINING FOR END USER(s): Upon completion of install contractor shall provide four hours system training sessions with administrators and stakeholders of access control and video door/desk station system.

Training shall include but not be limited: basic operations, adding/deleting records and card holders, daily hours of operations set up and emergency protocols.

2.7 WARRANTY: One Year Warranty, Design, Engineering, Fabrication and Installation. Additional 4 year service agreement with 24 hour response time for service and/or maintenance agreement.

2.8 POINT OF CONTACT: The Contractor shall provide a local telephone number that is answered 24 hours a day, seven (7) days a week, and a local address where the Contractor can be notified of or contacted for emergency work. The Government shall not be expected to call a series of phone numbers in order to locate the Contractor or his designated representative. Electronic answering devices, beepers, or pagers shall suffice for this requirement.

3. TECHNICAL SPECIFICATIONS:

(If any) Work shall be completed in a professional manner according to standard industry practices.

4. NON-PERSONAL SERVICES: The Government and the Contractor understand and agree that the work described in this task order is a "Non-personal Services Contract" as defined in FAR Part 37.101.
