MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers regarding solicitation W9124L23B0002 Bulk Laundry, Fort Sill, OK.
1.) QUESTION: Do you want quote in a per pound rate or per item rate?
ANSWER: A unit price is required per item as stated in Attachment 3- Bid Schedule.
2.) QUESTION: Will the bed linens be Contractor Furnished or Government owned items?
ANSWER: Bed linens are Government owned and furnished.
3.) QUESTION: Clarify how many locations are there for pickup/delivery? Are pickup days/times are assigned to specific locations?
ANSWER Q1: 14 total stops ANSWER Q2: No
4.) QUESTION: Monthly volume should I take the information provided on the bid schedule and divide it 12?
ANSWER: Attachment 3 Bid Schedule, has a tab designated for each period on the contract.
5.) QUESTION: Is the Maximum Amount of $10,000,000.00 that is listed on page 3. Does that mean that the bid for the base year and the 4 option years can't exceed $10M, when on page 1 of SF 1449 has a size standard of $41,500,000.00?
ANSWER: This field is a place holder within our contract writing system. We will update this amount at contract award.

6.) QUESTION: I had a quick question about the provided workload estimate spreadsheet. Are the provided quantities in pounds or pieces? For example I see an estimated 29,739 wool blankets for the month of August but I'm not sure the unit of measure.
ANSWER: Refer to answer in Question #1.
7.) QUESTION: Are the hours for the on-site drop-off and pick-up point at 1802 Macomb set by the Government? If yes, what are the operating hours?
ANSWER: Operation of a storefront is not a contract requirement. Any decision to operate a storefront is at the discretion of the contractor. If you desire to have a storefront, you must comply with all Army regulations and contact Army and Air Force Exchange Service (AAFES) with regard to a vendor agreement..
8.) QUESTION: Will there be the opportunity to call-in for the bid opening on May 30th for those that may be unable to physically attend?
ANSWER: No.
9.) QUESTION: We understand the award is made based on the lowest price, however, would you like the offeror to submit a proposal outlining technical capability with regards to the PWS and our past performance references?
ANSWER: All Bidders must follow Bid Preparation Instructions provided on solicitation.
10.) QUESTION: Paragraph 3.1.3 d)-Addresses the cleaning of the Army Dress uniforms. Are the units going to actually turn-in their Army Dress uniforms for cleaning, if they are then how is payment going to be made?
ANSWER: Funeral details are paid by the installation through CLIN 0002. In the event that the contractor elects to operate a storefront outside of the requirements of this contract, again operations must comply with all Army regulations and individuals requesting the service will pay the contractor directly.
11.) QUESTION: What is the turn-around time for the Funeral Detail cleaning?
ANSWER: See Amendment 01 for details.
12.) QUESTION: CLIN 0002 DRY CLEANING- What does a Ceremonial uniform consist of?
ANSWER: Jacket Ceremonial, Trousers Historical, Ceremonial Dress Shirt, and Ceremonial tie. *Khaki Brown

13.) QUESTION: Why is CLIN 0003 not listed on the Bid Schedule?
ANSWER: CLIN 0003 is non-billable CLIN.
14.) QUESTION: PARA C states the original and number of copies stated in block 13 of the SF 1449. There is no number stated in Block 13.
ANSWER: See Amendment 01 for details.
15.) QUESTION: Para C5.1 States the bidder is cautioned that blocks 20B shall contain original signature, Do you mean Block 30B?
ANSWER: See Amendment 01 for details.
16.) QUESTION: Where does the contractor get the DA Form 1974 that is used to do the Direct Exchange and Dry-Cleaning turn-in?
ANSWER: Reproduceable copy provided by Government.
17.) QUESTION: Is there going to be a Same Day Special Service for the ASU shirts, coats and trousers required for Funeral Detail and deceased personnel as a same day service, (i.e., turned in by 8:00 am and returned by 3:30 pm.)
ANSWER: See Amendment 01 for details.
18.) QUESTION: Is now the time to ask about the possibility of this contract being set aside as a Service-Disabled Veteran Owned Small Business (SDVOSB)?
ANSWER: This requirement has been set aside for 100% small business.
19.) QUESTION: Regarding CLIN 1004, what does "Reimbursable, Singapore Mission Services" mean?
ANSWER: Identified as separate as reimbursable. The Singapore Army pays for the CLIN directly. The type of the items listed in CLIN 1004 don’t differ from the other CLINS. The Singapore mission is not a reoccurring mission only on a needed basis.
