Sources Sought Notice #W9124J-21-R-TMSS Training Management Scheduling System Questions and Responses January 15 2021
1. Would our lack of TMSS software experience make us non-competitive with the strategy of a sole source to Serco?
Gov’t Response: Yes. The help desk support is specific to this software.
2. For clarification - In the source sought notice you identified Serco Inc. as the sole source company, is Serco currently performing the work today?
Gov’t Response: No. The Gov’t is currently using the software, but does not have help desk or software maintenance support.
3. For clarification also in the sources sought notice the government stated the following “Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis.” Can the government explain why a request to respond, when you have identified a sole source vendor?
Gov’t Response: The government is still required to provide a notice of contract action. Reference FAR 13.105. The Government will consider all responses to this sources sought synopsis before finalizing acquisition strategy.
4. In the PWS – the POST award conference will that be virtually?
Gov’t Response: Yes
5. If competed is there a specific or target time-line when the opportunity will be presented to industry?
Gov’t Response: This would depend on responses to this sources sought. A definitive timeline has not been established.
6. Will the government consider this opportunity a small business set-aside?
Gov’t Response: That is dependent on responses to this sources sought. The Government will consider all responses to this sources sought notice in determining its acquisition strategy.
7. In the PWS section 1.3 objectives, Can the government describe or give an example of what type of patches/system updates are being required?
Gov’t Response: This would include any software patches/updates specific to the TMSS software if/when identified.
