About this file

This document contains questions and responses related to solicitation number W9124J20R0009 from the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston. The solicitation seeks maintenance services for renewable energy facilities installed at Fort Irwin, including a 1 MW concentrated photovoltaic plant, a 2.4 DC/2 MW hospital solar plant, and other facilities over 100 kW. The responses clarify requirements around access to existing monitoring systems and construction drawings, applicable labor laws, emergency repair pricing, and repair estimates needed to achieve 95% system performance.

RFP: W9124J-20-R-0009 – Ft Irwin Renewable Energy Services

Questions & Responses as of 01 Jun 2020

001 Ideally this would be a set of record drawings for each site but any construction drawings and spec sheets would be helpful. Most helpful would be details on the CPV system as they are bankrupt and their technology is not widely used.

Reply: DPW, Ft Irwin will have the full submittals, construction drawings, O&M manuals, etc. for all the systems including the CPV.

002 Are there models of the system expected annual performance over the contracted term?

Reply: There are ratings for the systems, and standard industry de-rates for time of use (% per year decrease of rated output) are expected.

003 Is there an existing remote monitoring system which allows system performance to be monitored remotely?

Reply: There is a telemetry system in place, which is used to send data, as required, to SCE. The installation does not have a high degree of confidence in the accuracy of this system.

004 If so, which sites are monitored, what is the platform, and will the awarded contractor be provided access to this system?

Reply: All sites of parallel generation are monitored, as required.

005 If not, would the awarded contractor be allowed to install such a system, provided we do not interact with any of the government’s network?

Reply: All systems installed must comply with the army cybersecurity policies.

Connection (or lack thereof) to the installation campus area network (ICAN) does not change that cybersecurity requirement. As long as that requirement is met, if there is other monitoring that the contractor would like to install to aid them in their performance, that would be acceptable.

006 Page 81/87 states the system performance is expected to be above 95%. Can you provide the systems historic performance? How was this measured/calculated?

Reply: The PWS says above 95% of RATED output. That rated output (as stated above) would be expected to be de-rated over time based on standard industry means.

Historical data is not applicable since there has been no maintenance done on many of these systems for several years.

007 Does the base have any obligations to the utility regarding system performance, curtailment, or forecasting?

Reply: The installation is required to maintain a telemetry system to report generation to SCE on a semi-real-time basis. This system is in place, but also needs maintenance and verification of accuracy.

008 Federal funded capital work is subject to Davis Bacon wages. Federal O&M work is subject to Service Contract Act. Based on the provided scope, I interpret the Service Contract Act to be apply. Is this align with your expectations? The exception to this would be if we were to install new equipment (remote monitoring system listed above) which would pay Davis Bacon Wages.

Reply: The Service Contract Act applies to this solicitation.

009 CLIN 0005 - What is the size of the system, on the AMMO Supply Point?

Reply: The two units on this CLIN are very small, on the order of 10 to 50KW. Also, these two are not grid connected therefore, they service ONLY the facilities to which they are attached. Hence the reason for creating a separate CLIN for these items. Non-grid connected decreases the complexity involved in maintaining the systems.

010 CLIN 0006 - Which systems of CLINS 0001 - 0005 does the telemetry system control - I am guessing CLIN 0001, but that is just a guess.

Reply: The telemetry system does not currently control anything. It merely takes input from ALL parallel generator sources, aggregates it, and relays that data to SCE in semi-real time.

11 CLIN 0007 - Can you define what you are looking for regarding this fixed price CLIN for Emergency Services? IE: if this is to be a fixed price CLIN then is this fixed price portion of emergency services to be the assessment of the problem and providing of a narrative and cost estimate only? Paragraph 5.2.4 identifies that the KO will authorize NTP and a Not to Exceed funding approval so I assume you are just looking for the assessment service under CLIN 0007

Reply: CLIN 0007 is amended to be a Not to Exceed (NTE) amount funded upfront for emergency repairs up to the NTE amount on CLIN 0007.

012 CLIN 0008 - This CLIN is a for Major repairs exceeding the $2,000 dollar threshold for routing maintenance as addressed in paragraphs 5.2.2 and 5.2.3 so again are you asking for a FFP cost for the assessment and processing of a narrative and repair estimate under this CLIN?

Reply: Yes. CLIN 0008 is amended to be a Not to Exceed (NTE) amount funded upfront for CPV repairs up to the NTE amount on the CLIN.

013 Other than minimum wage, there does not appear to be wage requirement guidelines; i.e., Davis-Bacon. Are there wage requirements for this project?

Reply: The Service Contract Act applies to this acquisition.

014 Regarding CLIN 0008 for CPV Major Repairs: Does the Government have a list of needed repairs to achieve 95% operation? The concern is without a site walk and repair list, some bidders might make different assumptions than others affecting LPTA evaluation.

Reply: CLIN 0008 is amended to be a Not to Exceed (NTE) amount funded upfront for CPV repairs up to the NTE amount on the CLIN 0008.
