About this file
This document contains questions and responses related to solicitation number W9124J20R0009 from the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston. The solicitation seeks non-personnel services to maintain renewable energy facilities installed at Fort Irwin, including a 1 MW concentrated photovoltaic plant, 2.4DC/2.0AC MW hospital solar plant, and other facilities over 100 kW. The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services to operate and maintain the government-owned renewable energy systems at Fort Irwin except for government furnished property and services. Questions and responses clarify contractor responsibilities for maintenance, repairs, access, load testing, vegetation management, water use, equipment storage, and the telemetry system requirements.

Questions and Responses as of 19 Jun 2020
015 Are the electric charging stations on the Carport structures the contractor’s responsibility for maintenance and or repair?
Reply: No, Charging Stations are not part of this contract
016 Access to Bldg. 237 is limited due to security reasons. How is access handled? Does it have to be scheduled? If so, what are the requirements for scheduling access?
Reply: Bldg. 237 has no greater access restrictions than any other building on post.
However, if ever there is an issue with access to this or any other facility, the C.O.R. can facilitate any access required.
017 Is an annual load test required for the Caterpillar Generator that is associated with the CPV system? If yes, is it expected that the annual load test would be for 4 hours?
Reply: Yes the load test is required, and yes I would like to see it performed for the 4 hrs. However, failure to run for the entire 4 hrs shall not be constituted as an automatic failure of the system since that generator needs only operate long enough to be able to stow the arrays in the horizontal profile which is the lowest wind profile position for damage prevention.
018 Section 5.2.2 Major Maintenance/Repair – The RFP states this includes efforts and/or materials greater than $2000.00 per item/effort per item/subsystem pending KO approval above and beyond routine maintenance. Does this mean that the contractor is responsible for the first $2000.00 of any all repairs of all systems/subsystems?
Reply: Yes. Most things under $2,000 we would expect to either be scheduled maintenance or minor repairs that we don’t need to preapprove and bog down the repair process. To replace a blown circuit breaker, or change out a Hoffman box is not significant enough that we need to burden the contractor with the sometimes lengthy process.
019 Who is responsible for wet type distribution system transformers?
Reply: Distribution transformers are owned by SCE, the privatized owner of the entire electrical distribution grid on the installation. Some of the systems do have small dry-pack transformers to provide the proper working voltage for the system, and those would be covered under this contract.
020 Are we responsible for vegetation management in the array fields as needed to maintain performance?
Reply: The standard is ‘performance of the system’. If vegetation is interfering with that performance then it would seem to be in the best interest of the contractor to mitigate the issue, However grounds keeping is not a requirement, only performance of the system is the standard.
021 May we use onsite recycled water is available onsite for module washing?
Reply: Both potable water and recycled water are available on post. As with the vegetation, how performance is maintained is not to be specified, only the performance is to be measured. Part of the contract is to provide a maintenance plan/schedule. We are looking to the contractors to tell us the ‘how’
022 May we store a lift on site at the CPV site for the duration of the contract?
Reply: Yes, an area for storage of equipment can be made available. Securing and safeguarding what is stored will be up to the contractor. The government will take no responsibility for items left unattended on the installation.
023 Is the “Updated date Offers Due” date being changed?
Reply: Amendment 0001 to the solicitation changed the closing date from 19 Jun 2020 to 26 Jun 2020. See Amendment 0001.
024 Pricing CLIN 0005 – Net Zero Ammo Supply Point – There are no sizes on the PV system, the Battery storage system or the inverters. Please provide clarification on sizes of all equipment associated with this CLIN.
Reply: These 2 systems are non-grid connected, small (10KW-50KW) systems that power only the facilities to which they are attached.
025 Pricing CLIN 0006 – Telemetry System in Building 384 – There is no description of what is involved with the telemetry system. Please provide clarification of all equipment that is associated with this CLIN.
Reply: The telemetry system is currently only a data gathering and relaying system, as required by SCE to gather and relay to SCE the generation of ALL grid connected in real-time. The communication cables between the various components would not be part of this contract, only the metering, transmission, gathering, and relay components of the systems. This system takes generation information from each generation system, aggregates it and sends that aggregate total to SCE.
