This is an Invitation for Bids (IFB) for a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Paving (Asphalt) Installation & Maintenance. All w ork shall be in compliance w ith Federal, State, Local, Industry regulations and standards.

1-This is a 100% 8(a) competitive set-aside under NAICS 237310 w ith a small business size standard of $39.5M; no large business bids w ill be accepted for this procurement. It has been determined that competition w ill be limited to only 8(a) firms w hose business plans are being serviced by the Small Business Administration (SBA) Richmond District Off ice operating under the applicable NAICS code.

2-As required by DFARS Part 236.204 the estimated magnitude of construction for this project is betw een $25,000,000 and $100,000,000.

3-The aw ardee of this contract w ill be required to provide a Superintendent at all times w ork is being performed on the project (see clause at FAR 52.236-6). The Superintendent is considered a key position. This position SHALL NOT be subcontracted and must w ork directly for the prime contractor.

3-Bidders must provide name and address, valid CAGE Code (Block 14 FACILITY), Point of Contact (POC) and email address w ith their bid.

4-Task Order minimum is $1,000.00 and maximum is $1,500,000.00.
