Reference Statement of Work, Section 01 44 00, Section 1.3.2. Sample projects walked during the site visit included parking lots that would be open during regular hours. Shall all work shall be priced as regular‐hour construction as described in this paragraph?
All work shall be priced as regular‐hour construction. Costs for Case‐ by‐Case Emergency Repairs, can be accounted for under CLIN X0009AJ as determined by Gov't. SME. and KO.
Reference Statement of Work, Section 01 44 00, Section 1.4. Will any areas of work require US citizen‐only workforce or background investigations other than the NCIC?
All visitors, citizen, legal resident, or legal laborers, to enter Military Bases within NCR are subject to background investigation for review and acceptance for Visitor or Contractor ID cards. ID card expiration date is dependant upon job or contract duration, depending on Prime or Sub‐Contractor employment. Typically NTE 1 year, with necessary ID renewal.
3 During the site visit it was mentioned that this mostly a paving IDIQ. If so, do all the CLIINS apply?
All CLINS apply, based on a Case‐by‐Case basis to meet requirements to provide an acceptable repaired improvement directly adjacent to pavement requiring repair (i.e. curb and gutter, sidewalk, etc.)
4 How many Mob’s will there be for paving? 1 per Task Order (TO)/Delivery Order (DO) 5 Is there a minimum tonnage per mob for paving? No 6 Will there be a permanent area to stockpile material? Equipment? No
7 How will the contractor get water for the sod?
Base(s) allow CTR to schedule and draw water from fire hydrant(s) on Base. CTR required to provide all materials and means of water draw and transportation.

A general seed mixture containing fescue, Ryegrass, and Kentucky Bluegrass mix would be acceptable for all 6 locations; depending on minimum seed specification for each location.
9 What are the topsoil specs?
Licensed Suppliers must meet 'Topsoil' industry standards and qualifications containing clean soils with percentage of organics, meeting the classification for 'topsoil.'
10 Will there be sod work completed in the summer?
Sod work dependant on growing season of sod, location of TO/DO work. Out of season time period would require seeding.
11 Is there any other tree or shrub planting involve? Yes, on a Case‐by‐Case basis required by repair work.

The RFP states “The awardee of this contract will be required to provide a Superintendent at all times work is being performed on the project (see clause at FAR 52.236‐6). The Superintendent is considered a key position. Is a QC Manager required as well? If so can the superintendent act as both Superintendent and QC Manager?
Individuals with required training and holding current Certifications may occupy positions; having the authority to comit the Prime and all sub‐contractor workers, without presenting possible conflict of interest in the performance of work.
Section 1.6.1.1.1 Additional Site Safety and Health Officer (SSHO) Requirements and Duties. States the SSHO may also may not serve as the Quality Control Manager. The SSHO may also may not serve as the Superintendent. Does this mean the Superintendent CANNOT serve as the SSHO?
Individuals with required training and holding current Certifications may occupy positions; having the authority to comit the Prime and all sub‐contractor workers, without presenting possible conflict of interest in the performance of work.
The concrete Pipe and HDPE pipe sections both reference excavation up to 16ft. They also say the work includes excavation. Shouldn’t there be a CLIN for soil removal like there is in the asphalt section? Otherwise the lineal ft pricing for pipe will have to include excavation for 16’ deep even if it’s only 4’ deep.
CLINs x0001AC and x0001AD include excavation for both road and pipe work.
16 Should there be a CLIN for Flagging Crew? Yes.
17 Should there be a CLIN for Traffic Control Signage? Yes.
18 Should there be a CLIN for geotechnical testing? No. SATOC IDIQ covers repair of existing improvements.
19 Should there be a CLIN for and 3rd Party Utility Locating?
No. Gov't. accepts Miss Utility and necessary Base utility locates by DPW personnel for required Digging/Excavation Permits.
20 Should there be a CLIN for Paving Fabric? Yes.
21 Should there be a CLIN for sheeting or shoring? No.
I don't know if you are accepting general questions, but was reviewing the RFP this afternoon and ran across a potential item of concern regarding Attachment 02, CLIN bid schedule. I understand how the spreadsheet was prepared and appears that the quantities per option year increase by 5% as an Excel formula. However, when you expand the cell to show the total number of decimal places, some go way out. This could create some rounding issues when manually tabulating the sheets (if it is done to confirm). For Example—Line 100 ‐ 4002AJ, 18" Stop Lines, Quantity Ordering Period V ‐ Shows "299". However, if you move the decimal, the amount is
299.01453750. I used $7.00 as a value and the total tabulated amount is $2,093.10176250. Only $2,093.10 shows in the cell, but the full amount will carry to the bottom of the spreadsheet. Line 175 ‐ 4005AE, 4" Line Markings ‐ Same challenge. "3403" is shown. Actual number is 3,403.4175. Using $5.00 as a cost, the total is $17,017.09. Actual amount is $17,017.0875. This added amount for each applicable row can have unintended problems with the full spreadsheet tabulation on line 288. Have found this issue with other spreadsheets (including my own) and can create tabulation issues.
Significant number of digits apply. Quantities contain 0 significant digits. Pricing and accounting numbers contain 2 significant digits.
Spreadsheet is provided for repetitios computations only, where final figures will be given in 'text' form with the above described significant digits.
Reference Attachment 02 CLIN Bid Schedule. Do bid prices need to be included on the SF1442 pages 4‐255 or only on the XLSX bid schedule?
Please include the pricing in both locations. Quantities in the SF1442 CLIN structure have been amended to reflect correct amounts.
Asphalt is a highly volatile priced product tied to the cost of oil and cannot be reasonable estimated for a 5‐year period. How does the government plan to account for this volatility in pricing?
No, please use your best business judgment to price out the ordering period.
3 Do we need to provide a cost for every line item on Attachment 002, CLIN Bid Schedule Spreadsheet? Yes
4 Is this a one‐year base and four option years for a total of 5 years? Or is this a five‐year contract?
This requirement is a contact with a five (05) year ordering period, with each ordering period being twelve (12) months in length.
We noticed that the bid quantities and units in the Excel Spreadsheet do not match the items in the PDF. Please advise if we are to change the Excel spreadsheet and units to match the PDF document.
The quantities and units have been updated and corrected.
6 Can you please provide me with an address for the bid opening.
The bid opening will be broadcast via VTC at both Fort Belvoir and Fort Sam Houston. If you wish to attend the bid opening at either location below are the procedures to follow for base access.
The address for Fort Belvoir is 9410 Jackson Loop, Bldg 1425, Fort Belvoir, VA 22060.
The address for Fort Sam Houston is 2205 Infantry Post Road, Bldg 604, Fort Sam Houston, TX 78234
Page 284 of the IFB states that electronic submission of bids, to include email, are authorized. Can you please clarify which email address(es) we should submit the final proposal to?
Please submit bids to the Contracting Officer and Contract Specialist emails. The Instructions to Bidders section, paragraph 5, of the solicitation has been updated to include the email address to which bids must be submitted.
Page 1 of the SF 1442, block 13 states that the bidder is to submit an original and one copy of our proposal. However, since emailed proposals are acceptable, can you please confirm that we need to submit one original (electronic) proposal ONLY?
One (electronic) bid is acceptable.
9 Since this proposal can be submitted electronically, is it acceptable to submit a scanned version of the bid bond guarantee?
A scanned version of the original is acceptable for submission along with the bid. However, the original copy of the bid bond guarantee must be provided by the aparent low bidder after the bid opening.
The project bid bond requirement does not clearly state what bid amount to be considered. On IDIQ projects Bid Bond usually refer to the Seed Project. With that being said the subject IDIQ does not have any seed project associated with it. Would you please provide clarification on what amount to be selected for Bid Bond? Are we looking at 1st year total amount to be considered for the bid bond?
Are we looking at the maximum task order amount to be considered for the bid bond (1.5 Million?)
Please refere to Clause 52.228‐1, which was included in the solicitation for the amount required for the bid guarantee.
