29. General Information (page 100 of 101) at subparagraph 1, states that Task Orders may be awarded under the forthcoming contract will be 60 consecutive months from the basic contract award date. The FFS pricing sheet (attachment G) provides for a one month phase-in (CLINS X001) and 11 months of program management and admin functions (CLINS X002). The estimated quantities are the same for all ordering periods. Are the estimating quantities in the base period correct? Are we to add one month of X002 to the phase-in (X001) cost? The POP is 31 Mar 2020 to 30 Mar

2025 (60 months). When will phase-in begin? When will we assume full operational responsibility for performance requirements?

The base IDIQ will have a five year ordering period which will start on the day the base

IDIQ is awarded. The initial task order will be issued on the day that the base IDIQ is awarded in order to satisfy the minimum guarantee. Task orders may be issued at any time during the five year ordering period. The period of performance for actual performance will be specified at the task order level when issued. A task order can be issued for as little as one day of a meal band but will not exceed a period of performance of twelve (12) months for the meal bands being ordered at the task order level. Offerors other than the incumbent are able to propose a Phase-In cost under CLIN 0001 for a period of thirty (30) days. The remaining eleven (11) months of the first year of the five year ordering period will be covered under CLIN 0002. This only applies to the first year. There is no pricing associated with (X001) for the remaining years of the ordering period. Only the incumbent would not include a cost under CLIN 0001 but would rather adjust the number of months under (X002) to twelve for the first year of the ordering period. The estimated quantities specified in the pricing matrix are correct. Phase-In and full performance will be specified at the task order level when ordered.

30. SubCLINS X003BD and X003BE (Bldg. 906) and Sub CLINS X004AD (Bldg. 9436) has zero estimated quantity. Our proposal preparation instruction, proposal content (C.4.d page 54) instructs us to simply insert a Unit Price only. Also, the instructions at C.4.b (4), subfactor 2, instructs us to only complete our staffing matrix for CLINS/Sub CLINS within the pricing matrix that contain estimated quantities. We just want to confirm we do not have to provide a staffing matrix with a Zero (0) quantity CLINS.

Correct. Pricing Matrix you will submit a unit price for all CLINs/SubCLINs. Staffing

Matrix will only require staffing for those CLINs/SubCLINs with most likely days.

31. Regarding Solicitation's Attachment G- Pricing Matrix: a. Houring Rate

Tab shows an Option year 5, it doesn't line up with the pricing Tabs? b. Is the Government requesting a

"Fully Loaded" Hourly rate, or just the hourly wage rates found in the CBA? c. Since we are filling in our proposed prices in

Attachment G, is it also required to fill in prices in SF 1449 Continuation Sheet Pages 3,4,5?

32. Please provide the Contract Number, and Schedule B CLIN pricing for the current contract. See answer to #5 above.

33. The pricing matrix at CLINS 0004, establishes four headcount ranges with estimated quantities in three. All four ranges are for three meals. The number of operational days is 354. There are obviously some weekend and holiday included in the estimated quantities. Could, would, or has the Government considered using a set of weekend/holiday ranges in the forecasted workload?

No.

34. Please define the components and rating system to be used to decide which proposals will be deemed "the most highly rated" for inclusion on the competitive range as stated in Addendum 52.212-1 section Ia.(2).

The "components and rating system" used in evaluation of proposals is the evaluation and award criteria stated in the solicitation.

35. Will the determining factor for judging whether the proposal of the SLA should be within the competitive range be if its offer can be made acceptable by conducting meaningful discussions? The Agency does not determine if there will be a competitive range (or which proposals are included therein) in advance of proposal evaluations and a decision that discussions are to be conducted. In the event a competitive range is established, it is established in accordance with current regulations and statutes.

36. Will the proposal of the SLA be placed within the competitive range unless it is technically inferior or it is so costly that the possibility of being made acceptable through meaningful discussions is precluded?

See answer to #35 above.

40. The staffing matrix shows Bldg. 906 as CLIN 0004 and Bldg. 9436 as CLIN 0005. The pricing matrix shows Bldg. 906 as CLIN 0003 and Bldg.

9436 as CLIN 0004. Can you confirm the CLIN numbers?

Bldg. 906 is identified as CLIN 0003 and Bldg. 9436 is identified as CLIN 0004.

Updated Attachment H - Staffing Matrix is provided via Amendment.
