Event Planning and Logistical Support Services
NOTICE TYPE: Special Notice
The Mission and Installation Contracting Command Center - Fort Sam Houston, Texas, is posting a draft solicitation for the Department of the Army, Chief of Chaplains (DACH) Event Planning and Logistical Support Services. W9124J-19-R-0003.
This notice is related to the Sources Sought Noticed/Request for Information posted under solicitation number W0124J-20-R-SB20 on 12 September 2-18. It is also related to the Industry Day Special Notice posted under solicitation number W9124J-20-R- SB20 on 17 October 2018. Please refer to these posting for additional information.
BACKGROUND: The Army Chaplain Corps provides training to Chaplains, Religious Affairs Specialists, and Soldiers, including both single Soldiers and Army Families.
Training includes the Strong Bonds program, which is the Army Chief of Chaplains’ program that assists commanders in building and strengthening the structure of Army Families throughout the Army/Soldier lifecycle, and enables relationship resilience and readiness. Strong Bonds training events are commander-requested, chaplain-led, and Army-resourced per the provisions of 10 USC 1789 – Chaplain-led programs:
authorized support, in support of sustainment and deployment requirements. Training also includes Chief of Chaplain (CCH) training requirements to support Army Chaplaincy Strategic objectives in support of Army Strategic Planning Guidance (ASPG). Event planning, coordination, and logistical support services are needed to provide training events for authorized attendees. Event coordination includes providing designated Logistical Support Packages (LSP), advising Unit Ministry Teams (UMT)s on venue selection, ensuring proper childcare ratios as required by Army Directive 2014-23 Conduct of Screening and Background Checks for Individuals Who Have Regular Contact With Children in Army Programs, timely correspondence with UMTs, and reporting on event status within Army designated systems. A total of 1,000 Basic LSPs, 3,000 Standard LSPs, and 36 Specialized LSPs are anticipated annually. (See Attached Draft PWS for more details)
To ensure the formal solicitation is executed in the most effective manner possible, we are posting a draft solicitation for review and comment. This draft solicitation shall NOT be considered a formal request for proposal, quotation, or an invitation for bid, nor does responding to this draft solicitation guarantee or exclude your participation in the forthcoming acquisition process. All information and documents posted under this draft solicitation are preliminary in nature and may be updated or amended prior to the release of the formal solicitation. The Government will NOT award a contract solely on the basis of this draft solicitation, nor will it be liable for any costs associated with preparing and submitting a response to this notice. All submissions will become Government property and will not be returned. This announcement includes a DRAFT Performance Work Statement (PWS), the Evaluation Criteria (Sections L and M), and
Defense Contract Audit Agency (DCAA) pre-award process. The intent of this draft solicitation is to provide an opportunity for industry to provide feedback into the upcoming solicitation.
Your questions and input will be used to further refine, improve, or clarify the solicitation.

The Government will not review any capability statements, please ensure submissions are tailored to this announcement and the information requested below. Comments regarding the draft solicitation are welcomed and should be specific. Candid feedback is requested in order to obtain the best ideas, greater efficiency, incorporated industry initiatives, and best practices. There is no page limit to your responses, however, vendors are encouraged to provide concise responses or comments. ADDITIONAL INFORMATION:
The Federal Acquisition Regulation (FAR) 16.301-3(a)(3) states that a cost-reimbursement type of contract may be used only when the contractor’s accounting system is adequate for determining costs applicable to the contract. As such, prior to award a Pre-award Survey of Prospective Contractors' Accounting System will be completed by Defense Contract Audit Agency (DCAA). Due to this audit requirement and to ensure readiness for DCAA, all prospective offeror should have a complete understanding of the evaluation checklist to perform an Accounting System Audit in Standard Form 1408. Offerors are also encouraged to visit the DCAA website at http://www.dcaa.mil/ and read the document found under the "Guidance" tab titled, "Audit Process Review - Information for Contractors".
Your agency must be registered in the System for Award Management (SAM) website in order to do business with the Federal Government. If you are interested in registering your agency, you must first create a user account at www.sam.gov.
Please note: The Army is interested in maximum effective competition. If you feel any of the aspects listed in this announcement unreasonably restrict competition, please submit a Statement of Unreasonable Restrictions to Competition to the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015. In your statement, please reference this announcement number. Also, your statement must indicate what element of the planned acquisition specifically is restricting competition and why it is unreasonable.
