24 PWS 5.3.3.2

and 5.3.3.3

30 These sections require BEC support for approximately 29 locations.

The LOE for BRAC Environmental Coordinators is approximately 7 FTEs.

There are 29 installations to support. Please provide the working location of incumbent staff. Without this disclosure, this solicitation appears to limit competition as only the incumbent knows where staff are located to support these installations.

The Government states in section “A”, paragraph 8 (a) and (b), place of performance, Contractor personnel shall perform support for various locations in CONUS.

a. The contractor personnel need not necessarily be physically located in those areas.

b. Not all installations require a full-time Contractor BEC (Base

Realignment and Closure (BRAC) Environmental Coordinator).

More detailed information and BRAC installation reports which provide an overview for each site and the remaining requirements on the installations may be viewed at the BRAC website at:

http://www.acsim.army.mil/brac/.

The Offerors are cautioned that “parroting” of the Technical requirements of the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. The offeror shall provide analysis and their best staffing plan to meet the requirements.

The working locations of incumbent staff can vary and can be located off site and/or working remotely. That is what fits the incumbent’s structure and is not necessarily the best staffing approach. Each Offeror needs to determine what solution they are going to offer in their proposal, which may or may not be a better solution to the Government.
