Also, identify those individuals authorized to negotiate with the Government.

TAB A-2, The Executive Summary shall be a limited and concise narrative summary of the entire proposal. Any summary material presented here shall not be considered as meeting the requirements for any portions of other proposal volumes. As the offeror is providing an overview of its proposal/approach, the Executive Summary is not evaluated.

· TAB B, Acknowledgement of Solicitation and Amendments. Contractor shall submit the fully completed and signed SF 1449 and SF 30s, if any. The offeror is cautioned that the forms must contain an original signature.

Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in the solicitation, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired. Oral presentation will not be accepted or considered.

The Technical Volume shall, at a minimum, be prepared in a form consistent with the Performance Work Statement (PWS) and the evaluation criteria for award set forth in the solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.

2. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

3. Submission Requirements. The offeror shall submit a Past Performance Volume containing the following:

A sample consent letter is attached as Attachment 0008.

For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the contract specialist, Mr. Patrick Devastey, not later than 10 March 2017. Any questionnaires not returned directly to the contract specialist will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the offeror’s past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients.

Volume IV Price-Factor 3

The offeror shall complete all blue highlighted cells in both Price Matrix. Failure to complete the Price Matrix may deem an offeror to be noncompliant. A cost breakdown is required for each fully burdened labor rate included in the Price Matrix; the following information is required:

a. Base Labor Rates: The proposal shall show base labor rates associated with each labor category. Base rates are the hourly rates that the employees will actually be paid for performance under the contract. Explain the basis for the proposed labor rates. Some common basis for proposed rates is the actual rate the employee is currently being paid, Bureau of Labor Statistics, Payscale, etc. The method used to escalate rates for additional periods will need to be explained, to include the basis for the escalation factors used and the date that pay increases are effective.

b. Indirect Rates: Common indirect rates are Labor Overhead, Fringe Benefits, General and Administrative (G&A), etc. In the proposal, show each individual rate and describe the allocation base. The allocation base is the cost category that the rate is multiplied by to calculate the indirect dollars. An example is a labor overhead rate applied to direct labor dollars; the latter being the allocation base. Provide the base and pool calculations for the fringe benefit rate to include support documentation for common expenses included in the pool, such as Payroll taxes, Paid Time Off, Defense Base Insurance, Medical and Disability Insurance, Retirement benefits, etc. For example, the support documentation for insurance can be in the form of quotes received from insurance companies that identify the premium paid for Defense Base Insurance, Medical and Disability Insurance. Other support documentation can be in the form of the company’s policy for retirement contributions, paid time off, etc. The base and pool calculations are not required for any other indirect rates proposed.

c. Profit: Must be separately identified.

All information relating to the proposed price must be included in both hard copy and electronic format. Electronic versions of the Cost/Price proposal shall be submitted on a CD-ROM in a format compatible with Microsoft Office as further delineated below, and files should not be read only or password protected. All Excel formulas, lookup tables, and links should be intact, and no links should exist to files not included with the submission. Excel workbooks should not contain hidden spreadsheets. PDF or flat files will not be considered adequate. For the Cost/Price Volume, the electronic version will take precedence for any differences noted between the hard and electronic versions of an offeror’s proposal. Failure to comply with these formatting requirements may result in rejection of your proposal.

ADDENDUM TO CLAUSE 52.212-2

A. BASIS FOR AWARD AND EVALUATION CRITERIA

1. The Government intends to utilize the Lowest Priced Technically Acceptable (LPTA) procedures to make a best value award in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).

2. A decision on the technical acceptability of each offeror’s proposal will be made. For those offerors which are determined to be responsible in accordance with the Federal Acquisition Regulation (FAR) and technically acceptable, award will be made to the offeror with the lowest overall price. Trade-offs between price and non-price factors are not permitted.

3. The Government intends to make an award based on the initial proposal. The Offeror's initial proposal shall contain its best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions and request final revised proposals if determined by the Contacting Officer to be necessary. The Government may reject any or all proposals if such action is in the best interest of the Government.

4. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as PWS, representations, certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation criteria described below. The LPTA evaluation process will be accomplished as follows:

5. Evaluation criteria consist of factors and sub-factors. The proposals will be evaluated under three evaluation factors: Technical Proposal, Past Performance, and Price. The Technical Proposal is divided into four sub-factors, and each sub-factor shall be evaluated individually. These sub-factors will be rated as Acceptable or Unacceptable upon initial evaluation. A single evaluator’s rating may not necessarily disqualify the proposal if that rating, in consensus, is changed. Offerors that receive an “Unacceptable” rating in one or more of the sub-factors will receive an overall rating for this factor of “Unacceptable.”

Volume III Past Performance-Factor 2

Past Performance Data. Past Performance information is one indicator of an offerors ability to perform the contract successfully. Data submitted may represent either Government or commercial type contracts that are recent and relevant. The Government will evaluate past performance information for the following:

1. Staff Management

2. Recruitment / Retention

3. Mobilization / Demobilization

4. Quality Control

5. Customer Satisfaction

6. Other Relevant Information.

Government will assess past performance information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. The Government reserves the right to eliminate any past performance reference information that is determined to be irrelevant to this acquisition, i.e., not recent or relevant. In accordance with Federal Acquisition Regulation (FAR) 15.305(2)(ii), the offeror may use past performance of current contracts (including Federal, State, local Government, and private) for efforts that are similar to the required services. The offerors past performance documentation shall include, at a minimum, the following information:

1. Contract Number, Award Date, and Contract type.

2. Price/Cost originally awarded and final price/cost (or projected final, if contract is current).

3. Period of performance.

4. Name, telephone number, and e-mail address for the following: Procuring Contracting Officer (PCO); Administrative Contracting Officer (ACO); Government technical point of contact, Contracting Officer Representative (COR), or Commercial Technical Representative.

5. Narrative explanation of why the contract is recent and relevant.

The offeror is reminded that both independent data and data provided by the offeror in the proposal may be used by the Government to evaluate past performance. However, the burden of providing thorough, complete, and current information as requested in the above paragraph and within the solicitation remains with the offeror.

In the event that an offeror has no past performance history, e.g., a new firm, the offeror may submit past performance information for key personnel proposed to perform the contract requirements. For the purpose of submitting past performance information, the offeror should also include past performance information on subcontractors that will perform critical aspects of the requirement, team members, partners, and other entities that comprise the proposal. The Government will consider past performance of subcontractors identified in the offeror's proposal when assessing the offeror's past performance only if the subcontractor will perform more than 20% of the total value of the proposal

All Past Performance information will first be determined to be relevant/not relevant. Relevancy as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance.

Past Performance information determined to be relevant will further be evaluated for recency. Recency, as it pertains to past performance information, is a measure of the time that has elapsed since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant. Any contract under which any performance, delivery, or corrective action has occurred within the following standards: three years prior to the solicitation closing date, or awarded more than three years prior to closing date, but services were performed approximately within the three-year period prior to the closing date of this solicitation is consider recent.

Past performance information must be rated both Relevant and Recent to be considered.

The Past Performance Factor will be assigned one of the ratings defined below.

Past Performance Evaluation Ratings

Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Volume IV Price-Factor 3

Price:

Price will not be assigned an adjectival rating. The offeror’s proposed prices will be evaluated for reasonableness, realism, and balance.

(1) Reasonableness – The existence of adequate price competition is expected to support a determination of reasonableness. Other price analysis techniques in accordance with FAR 15.404-1(b) may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.402(a) may be required from the offeror to support the proposed price. Unreasonably high proposed prices may be grounds for eliminating a proposal from competition.

The total evaluated price to be used for the determination of reasonableness will be the total amount proposed for all five (5) ordering periods plus the 6 month extension of services. The Government provided Not-To-Exceed (NTE) amounts for the following cost reimbursable items: Mobilization, De-Mobilization and ODCs. If it’s the offeror’s intention to apply an indirect rate (G&A, Material Handling Rate, etc) to these cost reimbursable items and if it’s in accordance with the offeror’s accounting system, then provide the rate with your proposal; include it in Attachment 2 “CENTCOM Acquisition Support Services Contract Price Matrix”, which will then become part of the contract. If it’s the offeror’s intention not to apply an indirect rate, then please state so in the proposal. The indirect rate will be applied to the NTE amounts provided by the Government for the cost reimbursable items identified above and the resulting amount will be included in the total evaluated price. Attachment 3 “CENTCOM Acquisition Support Services Contract Price Matrix- Task Order” will not be evaluated in the manner as Attachment 2 “CENTCOM Acquisition Support Services Contract Price Matrix”, however the Government will ensure the hourly labor rates for both pricing matrix are consistent with each other.

As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final ordering period price to the offeror's total price. Offerors are required only to price Ordering Periods 1 through 5. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (ordering periods 1 through 5), utilizing the rates of that performance period.

(2) Realism: Price realism analysis will be performed on the base labor rates and fringe benefit rates for each labor category proposed to ensure the offeror is able to hire and retain qualified individuals for the work to be performed. Price realism will be performed in accordance with FAR 15.404-1(d)(3). Price Realism is the process of independently reviewing and evaluating specific elements of each offeror’s proposal to determine whether the proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the offeror’s technical proposal. Results of the analysis will be used in performance risk assessments and responsibility determinations. The offered prices will not be adjusted as a result of the analysis. Unrealistically low prices, may be grounds for eliminating a proposal from competition on the basis that the offeror does not understand the requirement.

(3) Balanced Pricing – Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including ordering periods) is significantly overstated or understated as indicated by the application of cost or price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

5. AWARD DECISION:

Step 1 Determine Facility Clearance. Offerors Facility Clearance submissions will be evaluated on a Go/No-Go basis. If an offeror lacks the proper security classification clearance at the time of proposal submission, the proposal will not be evaluated further and will be eliminated from any further consideration.

Step 2 Determine Project Execution Plan/Technical Acceptability. The Government will evaluate all technical capability proposals received by the required date/time. Each Technical Capability sub-factor will receive a rating of acceptable or unacceptable. If any sub-factor is rated technically unacceptable that factor will be rated technically unacceptable.

Step 3 Evaluate Organizational Conflict of Interest (OCI) Mitigation Plan / Statement of Non-Compete. The OCI Mitigation Plan or the Statement of Non-Compete will be evaluated on an acceptable / unacceptable basis. Only OCI Mitigation Plans / Statement of Non-Compete deemed acceptable (either initially or as the result of discussions) will be considered for award.

Step 4 Evaluate Past Performance. Past Performance will be evaluated on an acceptable/ unacceptable basis. Only offerors with a Past Performance rating of acceptable (either initially or as the result of discussions) will be considered for award.

Step 5 Evaluate Price. The Offerors Price Matrix (Attachment 0002) will be evaluated for award purposes, based upon total price proposed for all CLINs. The Government intends to award contracts to the lowest priced technically acceptable (LPTA) offerors.

Step 6 Establish Competitive Range. in accordance with (IAW) FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and Offerors notified

Step 7 Award Decision. Award will be made to the lowest priced, technically acceptable offeror, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the offeror’s proposal to the terms and conditions of the solicitation.

The minimum guaranteed task order amount of $100,000 will be satisfied with initial task order award which will take place in concert with the basic contract award.

6. RESPONSIBILITY: The Government will determine responsibility by analyzing whether the apparent successful offeror comply with the requirements of FAR 9.1.
