QUESTIONS AND RESPONSES

Responses to DEERS RAPIDS RFQ Questions

1. Can you please post or send us the PWS?

Response: The PWS was posted on December 15, 2015.

2. Is the offeror required to provide a resume in the proposal or just affirm the qualifications of the person they will hire to fill the position?

Response: IAW local clause 5152.204-4001 in the solicitation, a resume is to be submitted. Please identify one key person you deem to be most applicable for the Program Manager position.

3. Please provide the current number of contractor employees at each location.

Response: This is a performance base contract, and as a result, the historical workload data has been provided to help the contractor formulate the staffing plan for each location. We recommend you analyze the workload data, read its notes, and review all the tabs. Based on the workload data each respondent should be capable of determining how many FTEs are required at each site. Also reference paragraph “(ii) Subfactor 2:

Staffing & Training Approach” in Attachment 1- Addendum 52.212-1 of the RFQ.

4. Does the Government intend to extend the deadline date past December 28th 2015?

Response: At this time, the Government has extend the deadline to the January 4, 2016 at 2:00 PM Central time.

5. How will the government ensure that companies have a qualified project manager? The government is requesting a resume, is a Letter of Intent required to support the resume?

Response: Refer to the Government’s response to question two.

6. Is the Presidential “Right of first refusal” Executive Order mandated in this solicitation?

Response: Yes, FAR clause 52.207-3 Right of First Refusal of Employment was included in the previous contract and is included in the current solicitation.

7. What labor category from the SCA is the government requesting be used? Under 52.222-42 Statement of Equivalent Rates for Federal Hires (May 2014) the government indicates an Administrative Operations Assistant GS-07, Step 01 Is to be used from Wage Determination. No such position exists on the Wage determination. With incumbent employees in place and significant training being involved with the positions, any contracting agency outside of the current incumbent is at extreme risk of losing employees should the labor category the was indicated be used as it dictates a reduction in pay. It is to the benefit of the government that the Labor Category be indicated.

Response: Clause 52.222-42 has been changed to Administrative Support Assistant (Office Automation), GS- 07, Step 01 which is an equivalent but does not replace the contractor selected labor category from the wage determination. Based on the Performance Work Statement (PWS), within the GS system, an Administrative Assistant fits this requirement the best. The incumbent used the following two labor categories which are covered under the SCA:

01020 - Administrative Assistant and 01611 - Word Processor

However, it is up to the Quoter to determine the risk associated with the labor category(ies) selected and determine the best labor mix for this requirement and be ready to deliver the services at the start of the contract performance. This methodology is in line with performance contracting. As stated in technical subfactor two:

The staffing plan must clearly demonstrate a realistic and thorough approach and sound methodology for determining the labor categories and staffing mix proposed to accomplish each task area of the PWS, and provide a clear explanation on why the labor categories proposed are best qualified to accomplish the task.

8. How is the government going to evaluate pricing for Price Realism to ensure that all applicable costs: Base Salary, H/W, Workers Compensation, Vacation, Holiday, Sick, State and Federal Taxes are being accounted for properly. With the large number of states involved the mandatory taxes, etc. will vary widely.

Response: The selection of a source for award purposes will be conducted utilizing FAR Part 13.5-Simplified Procedures for Certain Commercial Items, in conjunction with FAR 15.101-2- Lowest Price Technically Acceptable Source Selection Process. The resulting contract will be a Firm-Fixed Price Contract. As such, whenever possible, reasonableness will be determined by competition. However, if the Government cannot establish a fair and reasonable price, other than certified cost and pricing data will be used. We recommend you follow the basis for contract award/ evaluation criteria identified in Attachment 2- Addendum 52.212-2 and further read the response to question 3 and 7.

Additionally, the Government recommends that you follow the fringe benefit rules stated in each wage determination for each location. All applicable wage determinations are attached to this RFQ under Attachment 3. Therefore, for the purposes of this RFQ all, Quoters shall consider their proposed workforce that are covered under the Service Contract Act (SCA) as having 80 hours of vacation.

After contract award for the service employees hired/retained by the succeeding contractor pursuant to FAR Contract Clause 52.222-17 – Non-displacement of Qualified Workers, the government will equitably adjust the burden labor rates associated with those employees who are determined to be eligible for an increase or decrease in vacation time based upon length of service. This shall be accomplished within ten days from contract award. Other than certified cost and pricing data will be required to determine the equitable adjustment to be fair and reasonable.

9. What is the incumbent's name?

Response: Career Management Associates of Iowa

10. What is the contract number?

Response: The previous contract was W91247-12-F-0036.

11. What is the contract value?

Response: The contract was awarded on July 26, 2012 with a base and two one year option periods; the total value of the contract at time of award was $3,928,738.64.

12. Can proposal be submitted electronic?

Response: No, per Addendum 52.212-1 paragraph 2. “Electronic submissions via email or facsimile will not be accepted”. All quoters shall submit an original CD or DVD and one redacted CD/DVD. The number of copies are also listed.

13. Who is the incumbent?

Response: Refer to question 8.

14. What is the current contract value over the life of the contract?

Response: The current value with all its extensions is $4,702,147.78.

15. What is the current Period of Performance? How many years?

Response: The current periods of performance are unrelated to the current effort; however, refer to the question 11 for your response. The contract is currently under an extension which is expected to end on 26 January 2016.

16. Can a site be operated by a single contractor? Would that person be both the SSM and the VO, or would a government person act as the SSM?

Response: If the Quoter determines the site only requires one FTE based on the workload data provided, that person will operate as the SSM and the VO when issuing ID Cards. If the Quoter determines that a site requires two FTEs, one of the two FTE’s will be a SSM and the other will be a VO but the SSM will be performing both duties as a SSM and as a VO when issuing ID cards.

17. May the Program Manager be located anywhere within the United States, or does the government require that the Program Manager be on-site at a specific Site Location?

Response: No, the Program Manager needs to be located at the USARC Headquarters located in North Carolina (Site ID 620416).

18 Will submission be accepted with both a delivery of 2 CD's and an email submission?

Response: The Government will not accept an email submission. The quoter is responsible to make sure the CDs or DVDs are complete and operational.

19. The Phase in Period is a 21-day period. The Government is asking for a FFP 11 months on the base period.

How does the Government want to account for the 9 day period between the 17 Feb and 26 Feb?

Response: The base period of performance is 11 months and 21 days. The dates have been adjusted in the

RFQ.
