The following have been modified:
QUESTIONS AND RESPONSES
Responses to DEERS RAPIDS RFQ Questions
1. Can you please post or send us the PWS?
Response: The PWS was posted on December 15, 2015.
2. Is the offeror required to provide a resume in the proposal or just affirm the qualifications of the person they will hire to fill the position?
Response: IAW local clause 5152.204-4001 in the solicitation, a resume is to be submitted. Please identify one key person you deem to be most applicable for the Program Manager position.
3. Please provide the current number of contractor employees at each location.
Response: This is a performance base contract, and as a result, the historical workload data has been provided to help the contractor formulate the staffing plan for each location. We recommend you analyze the workload data, read its notes, and review all the tabs. Based on the workload data each respondent should be capable of determining how many FTEs are required at each site. Also reference paragraph “(ii) Subfactor 2:
Staffing & Training Approach” in Attachment 1- Addendum 52.212-1 of the RFQ.
4. Does the Government intend to extend the deadline date past December 28th 2015?
Response: At this time, the Government has extend the deadline to the January 4, 2016 at 2:00 PM Central time.
5. How will the government ensure that companies have a qualified project manager? The government is requesting a resume, is a Letter of Intent required to support the resume?
Response: Refer to the Government’s response to question two.
6. Is the Presidential “Right of first refusal” Executive Order mandated in this solicitation?
Response: Yes, FAR clause 52.207-3 Right of First Refusal of Employment was included in the previous contract and is included in the current solicitation.
7. What labor category from the SCA is the government requesting be used? Under 52.222-42 Statement of Equivalent Rates for Federal Hires (May 2014) the government indicates an Administrative Operations Assistant GS-07, Step 01 Is to be used from Wage Determination. No such position exists on the Wage determination. With incumbent employees in place and significant training being involved with the positions, any contracting agency outside of the current incumbent is at extreme risk of losing employees should the labor category the was indicated be used as it dictates a reduction in pay. It is to the benefit of the government that the Labor Category be indicated.
Response: Clause 52.222-42 has been changed to Administrative Support Assistant (Office Automation), GS- 07, Step 01 which is an equivalent but does not replace the contractor selected labor category from the wage determination. Based on the Performance Work Statement (PWS), within the GS system, an Administrative Assistant fits this requirement the best. The incumbent used the following two labor categories which are covered under the SCA:
01020 - Administrative Assistant and 01611 - Word Processor
However, it is up to the Quoter to determine the risk associated with the labor category(ies) selected and determine the best labor mix for this requirement and be ready to deliver the services at the start of the contract performance. This methodology is in line with performance contracting. As stated in technical subfactor two:
The staffing plan must clearly demonstrate a realistic and thorough approach and sound methodology for determining the labor categories and staffing mix proposed to accomplish each task area of the PWS, and provide a clear explanation on why the labor categories proposed are best qualified to accomplish the task.
8. How is the government going to evaluate pricing for Price Realism to ensure that all applicable costs: Base Salary, H/W, Workers Compensation, Vacation, Holiday, Sick, State and Federal Taxes are being accounted for properly. With the large number of states involved the mandatory taxes, etc. will vary widely.
Response: The selection of a source for award purposes will be conducted utilizing FAR Part 13.5-Simplified Procedures for Certain Commercial Items, in conjunction with FAR 15.101-2- Lowest Price Technically Acceptable Source Selection Process. The resulting contract will be a Firm-Fixed Price Contract. As such, whenever possible, reasonableness will be determined by competition. However, if the Government cannot establish a fair and reasonable price, other than certified cost and pricing data will be used. We recommend you follow the basis for contract award/ evaluation criteria identified in Attachment 2- Addendum 52.212-2 and further read the response to question 3 and 7.
Additionally, the Government recommends that you follow the fringe benefit rules stated in each wage determination for each location. All applicable wage determinations are attached to this RFQ under Attachment 3. Therefore, for the purposes of this RFQ all, Quoters shall consider their proposed workforce that are covered under the Service Contract Act (SCA) as having 80 hours of vacation.
After contract award for the service employees hired/retained by the succeeding contractor pursuant to FAR Contract Clause 52.222-17 – Non-displacement of Qualified Workers, the government will equitably adjust the burden labor rates associated with those employees who are determined to be eligible for an increase or decrease in vacation time based upon length of service. This shall be accomplished within ten days from contract award. Other than certified cost and pricing data will be required to determine the equitable adjustment to be fair and reasonable.
9. What is the incumbent's name?
Response: Career Management Associates of Iowa
10. What is the contract number?
Response: The previous contract was W91247-12-F-0036.
11. What is the contract value?
Response: The contract was awarded on July 26, 2012 with a base and two one year option periods; the total value of the contract at time of award was $3,928,738.64.
12. Can proposal be submitted electronic?
Response: No, per Addendum 52.212-1 paragraph 2. “Electronic submissions via email or facsimile will not be accepted”. All quoters shall submit an original CD or DVD and one redacted CD/DVD. The number of copies are also listed.
13. Who is the incumbent?
Response: Refer to question 8.
14. What is the current contract value over the life of the contract?
Response: The current value with all its extensions is $4,702,147.78.
15. What is the current Period of Performance? How many years?
Response: The current periods of performance are unrelated to the current effort; however, refer to the question 11 for your response. The contract is currently under an extension which is expected to end on 26 January 2016.
16. Can a site be operated by a single contractor? Would that person be both the SSM and the VO, or would a government person act as the SSM?
Response: If the Quoter determines the site only requires one FTE based on the workload data provided, that person will operate as the SSM and the VO when issuing ID Cards. If the Quoter determines that a site requires two FTEs, one of the two FTE’s will be a SSM and the other will be a VO but the SSM will be performing both duties as a SSM and as a VO when issuing ID cards.
17. May the Program Manager be located anywhere within the United States, or does the government require that the Program Manager be on-site at a specific Site Location?
Response: No, the Program Manager needs to be located at the USARC Headquarters located in North Carolina (Site ID 620416).

How does the Government want to account for the 9 day period between the 17 Feb and 26 Feb?
Response: The base period of performance is 11 months and 21 days. The dates have been adjusted in the
RFQ.
20. Ref 1.6.13 and 5.2.1 Please point out the difference between USARC DEERS/RAPID PM support then other DoD DEERS/RAPID PM support that makes it necessary for the Government to mandate the PM have 5 years of experience with the Army Reserves Soldiers, Retirees, Family members, and 100% Disabled Veterans only.
Response: Response: PWS paragraph 5.2.1 was clarified and updated; please refer to the highlighted areas.
21. Ref 5.2.1 The stated qualifications are unduly restrictive for a non-complex operation given the number of well qualified veterans that can perform standard PM duties. Please confirm the minimum qualifications shall be in compliance with 1.6.13 not 5.2.1.
Response: The qualification shall be in compliance with PWS paragraphs 5.2.1. The Program Manager shall have a minimum of 5 years of experience to clearly understand entitlements and benefits associated with the type of United States Identification Card issued. (i.e. required documents for identity and eligibility) PM must considered subject matter expert when determining eligibility and associated entitlements along with the ability to articulate those requirements to the other contract employees when questions arises. The program manager must understand and feel comfortable with the totality of USID issuance process in its entirety which consist of verifying eligibility documents, understanding the entitlement associated with each type of USID issued, what systems are the authoritative feed to the DEERS so if a correction is required who to contact to have the authoritative feed corrected, and the ability to coach and mentor the employees at the remote site location like Puerto Rico and Hawaii because they frequently service customers from US territories and foreign countries. This type of knowledge is only gained through time and experience.
22. Ref 1.4 and 5.2.7, It is unclear what plans and policies are required since the scope said this contract for issuance of ID and CAC cards. Please clarify why this is in this PWS.
Response: PWS paragraph 2.2.7 was clarified and updated; please refer to the highlighted areas.

Response: PWS paragraph 2.1.6 and 1.6.13 were clarified and updated; please refer to the highlighted areas.
24. Ref 5.2.16 What administrator is the Government referring to?
Response: PWS paragraph 5.2.16 was clarified and updated; please refer to the highlighted areas.

Response: PWS paragraph 5.2.16 was clarified and updated; please refer to the highlighted areas.
26. Ref 1.4 and 5.2.35.6 Is the government requiring one FTE SSM or two be to assigned at each location.
Response: Each Site requires a SSM, the number of FTEs at the site is determined by workload and proposed work hours. If, the site only requires 1 FTE that person will be required to be a SSM and where the workload requires 2 FTEs at least one of those FTEs will be a SSM. PWS Paragraph 5.2.35.6, b was clarified and updated; please refer to the highlighted areas.
27. Ref 1.6.7.15 and 5.2.35.3 Do the SSMs require DoD8570.01 certification?
Response: Yes, all employees who issue IDs must be Information Assurance certified and compliant. PWS paragraph 1.6.7.15 was clarified and updated; refer to the highlighted areas.

31. Ref 5.3.10 Why is the bar set at 100% for VO test scores? Will the Government consider 90% or higher?
Response: The RAPIDS certification for SSMs and VOs requires a score of 100% to pass required training.
If, you don't get a 100% you have to retest failure to pass will make them no longer be certified or have access to issue United States Identification Cards.
32. Ref CLINS 0003, 1003, 2003, and 1.6.6 Why is travel a FFP given the need for travel is controlled by the Government, not the contractor?
Response: The travel CLINS funds are for the purpose of the PM to go and provide training to a contracted site determined by the USARC DEERS RAPIDS Program Manager. The Government has provided a plug in figure for each of the travel CLINs.

Response: PWS paragraph 5.2.35.6 b was clarified and updated; please refer to the highlighted areas.
35. Please explain the justification for the PM having to have 5 years' experience with CAC issuing for the Army Reserves. The CAC process and RAPIDS workstations that issue the card are utilized across the 7 uniformed services. This requirement gives the impression of incumbent favoritism and makes the requirement unnecessarily narrow. (Ref 5.2.1)
Response: Please refer to question 21; PWS paragraph 5.2.1 was clarified and updated; please refer to the highlighted areas.
36. Please define "your site". Does that mean the corporate office has to have 2 SSMs or that each of the 30 locations has to have 2 SSMs. (Ref 5.2.35.6, b)

Given that the current timeline to favorably adjudicate a NACI is well beyond the 10-day period, will the government consider eliminating the ten business day backfill requirement or 100% CAC issuance upon fingerprints/success schedule of NACI at OPM?
Response: The USARC G2 Security Section will review the initial NACI and will let the USARC DEERS RAPIDS Program Manager and government Trusted Agent know whether to proceed with CAC issuance or not.
51. Is there government workspace available for the Program Manager required to be at Fort Bragg?
Section 5.2.36.6(b) states that each site must have two SSMs. Is the successful offeror expected to provide all SSMs at each location, or is the contractor augmenting government staff performing the same functions?

Hard copies will not be accepted.” Instructions 3(a) requires that for TAB B, “the SF 1449 must contain an original signature in block 30 of the form.” Please clarify whether the offeror needs to include a hard copy of the SF 1449 with an original signature along with the CD or whether it will be acceptable to simply include a digital file that includes a scanned version of the original signature.
Response: You may include a digital file that includes a scanned version of the original signature.

Reference Attachment 1, Paragraph C.3(d), Section IV – Factor 3 – Price: The solicitation incorporates Area Wage Determinations (AWD) by reference and refers Offerors to Attachment 3 – Wage Determinations. All of the AWDs listed in Attachment 3 begin with “2005”. However, the WDOL Website (www.wdol.gov) has posted in the News and Updates section, “The Wage and Hour Division (WHD) has commenced publishing new area wage determinations (WDs) pursuant to the McNamara-O'Hara Service Contract Act (SCA). These WDs are based on a revised methodology that uses a new primary data source to determine wage rates and geographic localities.” The announcement included the attached letter dated 8 December.
