About this file

This is a Question and Answer document clarifying requirements for a preventative maintenance contract for 124 BAF (Brownell Air Flow or similar manufacturer) cooling fans located across multiple buildings at a government facility.

Key service requirements include quarterly preventative maintenance inspections and services per manufacturer specifications, with full oil changes potentially required initially due to units not being serviced in over two years. The contractor is fully responsible for providing all lifting equipment (scissor lifts, MEWPs, or other devices) capable of reaching ceiling heights of 39-40 feet in certain buildings; no Government-Furnished Equipment will be provided. Services may be grouped by building for efficiency and can be scheduled quarterly (approximately 31 fans per quarter). The contractor must provide 48-72 hours advance notice to coordinate with the Contracting Officer's Representative (COR) or facility occupants to relocate aviation training devices that may obstruct fan access. Reports must be submitted grouped by building as "blocks of fans," and a map with building numbers and fan locations will be provided. The Government will supply a schedule of future days with no scheduled training activity to prevent wasted contractor travel. No formal Lockout/Tagout process is required for the fans, and the 30-minute downtime threshold does not apply. The contract is structured as a base year with six option years. Site visits are acceptable upon request, and the contract represents public information; previous incumbent contractor details will not be provided.

Question Answer

Is government providing the lift equipment, or should that be included in pricing?

The government will not be providing lift equipment.

Are full oil changes required, or only oil level checks and top-offs?

These units have not been serviced in over two years. Full oil changes may be initially required based on the manufacturer’s specifications.

Will all fans be accessible during normal working hours?

No. Coordination with the COR or Facility occupants may be required in order to ensure training devices have been relocated to allow access to some fans.

Can services be grouped or scheduled by building for efficiency?

Yes. Prior coordination with COR or facility occupant should take place to ensure all fans scheduled for maintenance will be accessible.

Are all units BAF or are there other manufacturers included?

Yes, all are BAF.

Scissor Lift Specifications (PWS 6.3) Per Attachment 2, several facilities (e.g., Buildings 2406, 27601, 27611) have ceiling heights of 39–40 feet.

• Can the Government confirm the maximum platform height and weight capacity of the lift intended for use under "Option A"?

• Will this equipment be dedicated solely to the Contractor during the scheduled service period to ensure performance timelines are met?

The government will not be providing a lift (MEWP). The use of a scissor lift, lifting device or other MEWP is the responsibility of the Contractor.

Lockout/Tagout (LOTO) and Downtime (PWS 4.1.2 & 9.3) The PWS notes that Government personnel will perform LOTO on adjacent equipment, such as aircraft training devices.

• To minimize labor disruptions, does the Government require a specific advance notice period (e.g., 48–72 hours) to coordinate LOTO for these specialized areas?

• Regarding Section 9.3, does the "30-minute" threshold for back charges

There isn’t a lock out/tag out process in place for the training devices not the fans.

However, the Government would require advance notice (48-72hrs) to ensure training devices can be relocated to allow access to the fans.

There is no LOTO for the training equipment at this location. Therefore, the 30 minute threshold is not needed.

include cumulative wait times for LOTO verification by Government personnel?

Operational Schedule and Friday Access (PWS 2.0) The PWS indicates that maintenance may be restricted on "organization 'off' days".

• To prevent wasted travel and labor costs, can the Government provide a projected 2026/2027 calendar for these "off" days?

Is there a preference for the sequence of buildings (e.g., grouping by flight line proximity) to streamline Government escort requirements?

The Government should be able to provide a schedule of future days with no scheduled training activity that does not fall on a weekend.

There is no preference for a building of sequence. Coordination (48-72hrs) with the COR or facility occupant should occur prior to conducting servicing

Deliverable Structure (PWS 5.2) The contract requires detailed reporting for 124 units.

• To ensure our submission meets the Government’s exact formatting and data-collection standards, can the Government provide a sample or redacted version of a previously accepted preventative maintenance report for these fans?

• Will the Government accept reports grouped by building as a 'block of fans'?

The Government currently does not have any previous report data available from previous service contracts.

The Government will accept reports grouped by building as ‘a block of fans’.

Please let us know if a site visit would be accepted upon request.

A map has and can be provided with building numbers of the fan locations.

Are there any structural challenges to being able to access the fans other than height?

There may be aviation training devices or systems in the way that would need to be relocated prior to accessing the fans. The Government would require a 48-72hr notice of intent to service to schedule the relocation of any training devices or systems that may be preventing safe access to the fans.

Is the quote for a single service visit for each fan for the first year and then subsequent years?

The quote is for preventative maintenance checks and services outlined by the manufacturer. The initial quote is for the first year. This is base year with six option years.

If this is a follow-on requirement, may we please request the name of the current incumbent contractor and, if available, the current contract number and award amount?

The Government will not be providing previous contract information as this is public information.

Please confirm whether an OSHA-compliant scissor lift will be provided as Government-Furnished Equipment (GFE) for the full duration of the preventative maintenance services.

The Government will not be providing a scissor lift or other lifting equipment. This will be the responsibility of the contractor.

Section 6.3 (Scissor Lift).

The PWS references both Option A (Government-provided lift) and Option B (Contractor-provided lift). For pricing accuracy, could you please confirm which option applies to this requirement?

Alternatively, would the Government prefer that we submit two pricing scenarios, one assuming a Government-provided lift and one assuming Contractor-provided lift?

The government will not be providing a lift (MEWP). The use of a scissor lift, lifting device or other MEWP is the responsibility of the Contractor.

A pricing scenario for contractor-provided is all that is needed.

4.2.7 Gearbox Oil Levels: It is suggested

that gearbox oil levels shall be checked if applicable. Specify if oil sampling/analysis or oil changes at certain intervals are required. Do we have a count on how many pieces of equipment will require this?

Assuming this is needed will drive the cost of the maintenance, so we are trying to determine a count so we can accurately estimate the time needed to perform the maintenance. If not, is it acceptable to exclude the gearbox oil levels and notate

These units have not been serviced in over two years. Full oil changes may be initially required based on the manufacturer’s specifications.

recommendations during preventative maintenance and provide quotes accordingly as needed?

6.3 Scissor Lift: PWS suggests that the

contractor shall match the guidance provided in solicitation; however, it does not specify if this is left to the discretion of the contractor or if both options need to be provided. Can we please clarify what the government is requesting in regard to options A & B? If option A is selected, will the COR be responsible for relocating the lift between the buildings as needed? Or will this be the responsibility of the contractor?

The government will not be providing a lift (MEWP). The use of a scissor lift, lifting device or other MEWP is the responsibility of the Contractor.

The COR will not relocate equipment. The requirement of a lift is the responsibility of the contractor.

Given the quantity of fans (124) can we break up inspections over the course of the year? Either bi-annually or quarterly?

Example: Q1-31 Fans, Q2-31 Fans, Q3-31 Fans, Q4-31Fans

Yes, I believe under the previous contract, services were conducted on a quarterly schedule.
