About this file

This is a Performance Work Statement (PWS) for preventative maintenance services on High-Volume Low-Speed (HVLS) fans at Fort Eustis, Virginia, operated by the 128th Aviation Brigade. The contractor must perform a comprehensive 21-point manufacturer-recommended inspection on all HVLS fans identified in the attachments, with each fan serviced once during the contract period. Services shall be performed between 0700-1700 hours, Monday through Friday, excluding Federal holidays, and coordinated with Facilities Managers Brian Rounion (757-878-6367) or Patricia Gattone (757-878-4902) prior to maintenance commencement.

The scope encompasses mechanical inspection and servicing (airfoil cleaning, hardware torque verification using calibrated wrenches at manufacturer-specified values, breather cap checks, gearbox oil level inspection, safety cable inspection, structural support verification, and weld visual inspection) and electrical inspection and servicing (wiring method verification, raceway isolation verification, motor and controller connection verification, VFD fault history recording, fuse verification, maximum Hz setting verification, and enclosure damage inspection). The contractor must provide all necessary qualified personnel, supervision, labor, tools, equipment, materials, transportation, and OSHA-approved two-man scissor lifts (unless Government-furnished per Option A or Option B designation), along with proper waste disposal and Personal Protective Equipment. Within five business days of service completion, the contractor must submit detailed PDF service reports to the Contracting Officer's Representative containing service date/time, technician names, fan identifiers, task completion checklists, recorded findings, deficiency descriptions with photographs, customer complaints, and lead technician signature. The Government will provide facility access, a designated COR, fan information, and coordination of Lockout/Tagout procedures for adjacent equipment. Performance requirements include full completion of all PM tasks (with re-performance at no additional cost for missed tasks), timely report submission, report accuracy, OSHA and safety procedure compliance, and use of qualified personnel trained on HVLS fans, with contractual remedies up to termination for cause for violations.

PERFORMANCE WORK STATEMENT (PWS)

Preventative Maintenance Services for High-Volume Low-Speed (HVLS) Fans

1.0 INTRODUCTION AND BACKGROUND

This Performance Work Statement (PWS) outlines the requirements for preventative maintenance (PM) services for High-Volume Low-Speed (HVLS) fans located within the 128th Aviation Brigade’s operational footprint at Ft. Eustis, Va. 128th Aviation Brigade, hereafter referred to as "the Government," requires these services to ensure the continued failure, and extend the operational lifespan of the equipment. The Contractor shall provide

Government-Furnished), materials, and transportation to perform the PM services as

2.0 SCOPE OF WORK

The Contractor shall perform scheduled preventative maintenance on all HVLS fans ide ts included at the end of this PWS performed on each fan one time during the contract period of performance.

maintenance schedule with the 128th Aviation Brigade Facilities Managers, Brian Rounion,

- -4902, prior to performing any maintenance.

Performance includes provi Preventive Maintenance included recommended manufacturer 21-point inspection:

1. Clean all airfoils

2. Check tightness of all hardware with a torque wrench

6. Verify airfoil retainer clips are installed

8. Check mounting method

9. Check fan for plumb and level

10. Check torque of Fenner at 167 ft-lbs, if applicable

11. Check dimensions of any supplemental steel supports

12. Visually inspect welds

13. Check wiring methods used

14. Verify raceways are isolated (line, load, other fans)

15. Verify all electrical connections on motor and controller are correct arrangement and properly tightened

16. Verify fault history

17. Verify properly sized fuses are installed in controller, if applicable

18. Verify maximum HZ has not been changed in the VFD

19. Inspect for any signs of physical damage to fan or controller

20. Clear debris and dirt from the VFD with air gun

21. Document any customer complaints

If PM determines repairs are required, then PM contacts BAF to obtain a service quote and provides the quote to the organization POC. PM will include, or ensure BAF provides to the organization POC a report on completed services (e.g., Building number, type of fan, fan serial number, findings or needed repairs and/or recommendations).

2.1 Exclusions

This PWS covers preventative maintenance only.

• Repair work required due to incorrect fan mounting by others, damaged parts discovered during maintenance (e.g., cracked airfoils, worn bearings), or other operational failures is excluded from the scope of this contract.

3.0 APPLICABLE DOCUMENTS AND STANDARDS

The Contractor shall perform all work in accordance with:

Occupational Safety and Health Administration (OSHA) regulations, particularly

(LOTO), and working at heights.

4.0 SPECIFIC TASKS – PREVENTATIVE MAINTENANCE

The Contractor shall perform the following preventative maintenance tasks for each HVLS fan covered under this contract during each scheduled service visit:

4.1 General Preparation & Safety:

4.1.1 Safely access the fan using an OSHA-approved, two-man scissor lift appropriate for reaching the fans safely.

for heavy equipment or training devices (aircraft) located near the fan installation area are

4.1.3 Adhere to all site-

4.2 Mechanical Inspection & Servicing:

4.2.3 Check the tightness of all accessible mounting hardware (hub-to-motor, airfoil-to-hub, mount-to-structure) using a calibrated torque wrench set to manufacturer's specified torque values. Record torque values checked/achieved.

4.2.4 Inspect the fan mounting method for secureness, integrity, and ensure the fan assembly is plumb and level according to manufacturer tolerances.

4.2.5 Inspect the entire fan assembly (motor, hub, airfoils, mount) for signs of corrosion, discoloration, pitting, or flaking of metal finishes.

4.2.6 Check breather cap for cleanliness and proper function (if applicable).

4.2.7 Check gearbox oil levels (if applicable). Inspect gearbox and motor for any signs of oil leakage. [Specify if oil sampling/analysis or oil changes at certain intervals are required, or if topping off oil is included. If oil change is required, specify type of oil and disposal requirements].

4.2.8 Inspect primary safety cable(s) (connections, condition, tension). If guy wires are present, check their tightness and anchor points for integrity.

4.2.9 Check the dimensions and integrity of any supplemental steel supports used for mounting the fan.

4.2.1 O Visually inspect accessible structural welds on the fan mount and any supplemental steel for signs of cracking or fatigue.

4.3 Electrical Inspection & Servicing:

4.3.1 Check wiring methods for proper installation, support, and protection (e.g., conduit, connectors, strain relief).

4.3.2 Verify electrical raceways are properly isolated (e.g., separating line voltage, control voltage, communication lines) according to manufacturer specifications and applicable codes.

4.3.3 Verify electrical connections on the fan motor and Variable Frequency Drive (VFD)/controller are secure and properly tightened according to manufacturer specifications.

4.3.4 Check and record any fault history stored in the VFD/controller. Clear faults after recording if appropriate and per manufacturer guidance.

4.3.5 Verify properly sized fuses are installed in the controller (if applicable).

4.3.6 Verify the maximum Hertz (Hz) setting has not been changed from the originally commissioned setting in the VFD parameters, unless directed otherwise by Government personnel and documented. Record current setting.
