Q&A
GOUND MAINTENANCE AIRFIELD/STAGEFIELD
W9124G-16-B-0002
KEY
23 March 2016 4 April 2016
Q1) Will there be a walk thru or viewing of the project prior to bid date?
A1) A site visit is scheduled please see amendment on FBO for details.
Q2) On the section B supplies or services and prices pages many of them have (each) listed under the UNIT item. How do you determine what (each) consists of? Example;
on page 2 item no. 0001AA it has a QUANTITY of 6 and UNIT of each. I interpret that to mean performing the work stated in sections 5.2.1 and 5.2.3 of the (PWS) on all improved ground NDBs and TVORs one time to determine the desired UNIT PRICE and then multiply by the QUANTITY of 6 for you AMOUNT. Is that correct?
A2) Changed CLINs 0001AA through 0001AP "UNIT" from "EACH" to "JOB".
Contractor shall determine total cost to perform identified requirement, as identified in the PWS and "J" section, ONE time to establish unit cost.
Q3) On that same item no. 0001AA it states (other small sites) is there a way to determine how many other small sites there are and their size and location?
A3) See Section "J" page J-C3-22, second chart, page J-C3-23 for locations
(Latitude and Longitude), and pages J-C3-24 to 32 for aerial photos of locations.
The location for Echo Radar Site is Lat=31.460525, Lon=85.459205.
Q4) Is there a way to determine the size of the trees and shrubs to be trimmed throughout contract?
A4) Estimated average size of shrubs are 3 feet or less. Very few above that height (less than 50). Estimated height of pruned Crepe Myrtles are 4 feet or less.
Q5) There appears to be a misprint on page J-C7-1 paragraph 2.2 the (17-17-17) rate cannot be 30 tons per acre. Please advise of what to do in this matter. I think it is supposed to read 300 lbs. per acre.
A5) Changed "30 tons per acre" to "300 LBS per acre". Change CLIN 0001AR to read "Apply EXTRA Fertilizer (17-17-17@300 LB/AC)".
Q6) On page J-C-3 section 5.1 and 5.2, does the person with the agronomy or weed science degree need a minimum of (6) years total experience in the field or (6) years post graduate experience?
A6) Changed the first sentence in section 5.2 to read: "The program manager shall in addition to the certification requirement of paragraph 5.1 above, have a minimum of a Bachelor of Science degree in turf management, agronomy or weed science and a minimum of six (6) years' "POST GRADUATE" experience in the use of herbicides and/or growth regulators in the management of turf grass."
Q7) Who is the current contractor? What is the current annual contract price? Are there any changes in the scope of the PWS from the previous contract to this solicitation?
A7) Fort Benning did not issue or am administering the last contract please contact Chris Martin Contracting Officer/Team Lead MICC-Fort Rucker christopher.w.martin24.civ@mail.mil for all questions involving the incumbent or previous contract.
Q8) Please confirm that paragraph 5.0 of J-C7 is the only section that should be used when providing proof of experience in the use of herbicides and/or growth regulators
A8) Yes
A9) Section 1.9 reads “one (1) Base Year of 12 months and two (2) 12 month option years.”
Q9) Section 1.9 changed to read “one (1) Base Year of 12 months and FOUR (4) 12 month option years.”
Q10) What is the primary grass species of the airfield where growth regulator is to be applied?
A10) Please refer to attachment J-C7, section 3.0, Work Plan. Please note that plan shall be field-specific.
Q11) Section B, Line Item AB for base and option years describes “FRONTS, RANGE
CONTROL HQ AND SERE” however the PWS does not detail any information regarding FRONTS. Page J-C3-33 of the PWS breaks down cuts and respective acreage for RANGE CONTROL AND SERE, are we to assume that FRONTS are included in these totals?
A11) Improved grounds are grounds that are cut to 2 to 3 inch in height.
"FRONTS" should read "FRONTS AIRFIELDS AND STAGE FIELDS". These areas are identified on J-C3-19, 22, 33, 40 and 41.
Q12) Are you able to supply a copy of the Unclassified Crash Fire Rescue Map?
A12) Yes
Q13) During the site visit, we were instructed to mow the grass in any weather conditions by any means necessary. Are we to assume that during extended periods of inclement weather the government expects the grass to be mowed with handheld equipment?
A13) This is a misunderstanding of what was said. Statement was addressing boggy areas within the work limits. Contractor has responsibility to cut the mailto:christopher.w.martin24.civ@mail.mil boggy areas in areas when scheduled cutting is taking place. Refer to PWS sections 5.2.1.1, 5.2.6.1.1 and 5.3.1.1.

A14) Fort Benning did not issue or administered the last contract please contact
Chris Martin Contracting Officer/Team Lead MICC-Fort Rucker christopher.w.martin24.civ@mail.mil for all questions involving the incumbent or previous contract.
Q14) How many acres are for each line item?
A14) Acreages are clearly identified on the TE's. Please refer to page J-C3-19, 20, 22, 23, 33, 40, 41, 65 and 87. Estimated quantities for each CLIN are on attached sheet.
Q16) Why are there two identical line items for Herbicide Fertilizer Soil Amen Line 1AK and 1AL? What service is associated with these line items 1AK and 1AL?
A16) CLIN 0001AK is for the INITIAL Herbicide, Fertilizer and/or Soil Amendment
Program plan development. Refer to section 5.3.3 in the PWS and attachment J-
C7, section 3.0 Work Plan, for specifics. CLIN 0001AL is for the ANNUAL
