A: There is no incumbent this is a new requirement.
Q: What is the contract value on this contract to include all options and modifications?
A: This a new requirement.
Q: When a machine is vandalized, the contractor is required to prepare a quote for the repairs so the government can recover money from the unit. Will the contractor receive proceeds from this action to offset the proposal and the repair due to the damage that was outside the contractor's control?
A: See PWS paragraph C.5.9.3.
Q: Will the contractor be responsible for larger machine movements and machine hookups at one time?
A: See Revised PWS paragraph C.5.3.2.
Q: Can the government provide the various types of venting systems located within these facilities?

Q: Please provide clarity on the vents - are they individual vents or convergent vents?

Q: In regards to key personnel, the government may be limiting competition and cost savings by requiring a program manager to be on site during normal business hours and available to respond to issues on site within an hour. A: See Revised PWS paragraph C.1.6.10.1.1.

Price Evaluation under FAR Clause 52.217-8: As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, and one-half of the base period. Offerors are required only to price the base period. Offerors shall not submit a price for the potential one-half year extension of services period.
EVALUATION: In evaluating price, the Government’s concern is to determine whether:
1. It reflects the offerors understanding of the project and ability to successfully organize and perform services as required by the contract.
2. It is compatible with the scope and effort. Price should be neither excessive nor insufficient for the effort to be accomplished. Unrealistically high or low prices may be grounds for eliminating the bid on the basis that the offeror does not understand the requirement.
UNIT PRICES ROUNDING:
1. Each line item must have a unit price indicated.
2. Each of the unit prices submitted in your bid MUST be rounded to the 2nd decimal place due to system constraints.
