OPERATIONS ORDER 13-153: Enterprise Municipal Services Performance Standards (U)

Refs: (a) (U) Memorandum, Secretary of the Army, subj: Special Duty (Borrowed

Military Manpower and Troop Diversion) – Temporary Suspension of Certain Army Policy Constraints and Temporary Delegation of Certain Exception and Other Approval Authorities, dtd 11 Mar 13

(b) (U) HQ, IMCOM, subj: Unaccompanied Personnel Housing (UPH) for Warriors in Transition (WT) Policy, dtd 14 Oct 09

(U) Time Zone Used Throughout the Order: Zulu.

1. (U) SITUATION. As the Army adapts to a period of declining budgets, IMCOM must balance resources and accept risk to ensure that we remain capable of performing our core functions. Due to the impact of sequester reductions, immediate steps are being taken to reduce spending in order to meet fiscal challenges through the remainder of FY13 and beyond. While leaders will be presented with difficult choices they are also provided an unprecedented opportunity to eliminate inefficiencies and redundancies.

IMCOM leaders will improve standard delivery of services to meet FY13, and beyond, budget reductions, in order to perform core functions in support of Soldiers, DA Civilians and Families across the enterprise. This action is intended to address the Enterprise Municipal Services Performance contracts in an effort to realize cost savings.

2. (U) MISSION. Upon publication, HQ, IMCOM will implement enterprise performance standards for Grounds Maintenance, Solid Waste and Custodial Services in order to eliminate contract inefficiencies and redundancies for these services.

3. (U) EXECUTION.

3.A. (U) Commander’s Intent. This OPORD supports Line of Effort (LOE) 2, Installation Readiness. Garrisons will take immediate action to implement the performance standards outlined in Annex A for all new contracts and option years’ exercised. Garrisons that perform these services with an in-house workforce will also comply with these standards, unless specifically exempted in this OPORD. Garrisons will coordinate with contracting and legal offices to implement the standards using the most effective and efficient contracting vehicle available to allow flexibility to change level of services. This will require significant effort and coordination on the part of Garrison and supporting contracting activity, which may result in contract re-scoping and/or re-competition. This is an enduring mission and Garrison Commanders will ensure that Municipal Service Contract performance standards continue to be met.

Solid Waste Task Notes:

1. Deviations to the minimum level of service will require approval by the Command and the justification will take into consideration the collection cost, fuel consumption, generation rates, waste composition and storage capacity.

2. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (weight)

of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container per pickup.

Cost Factor:

Potential Disposal Cost = Disposal Cost (w/out composting) + Program Cost + (Recycled waste in tons + Composted waste in tons) x Average Disposal Facility Fee (ADFF)

Actual Disposal Cost = Disposal cost + Cost for all programs – revenue from recycling
