About this file

This document is an addendum to a federal contract solicitation containing an extended response deadline and answers to 34 industry questions regarding document shredding services for the Civilian Human Resource Agency (CHRA).

The response deadline has been extended from August 6, 2026 at 10:00 AM EDT to August 14, 2026 at 10:00 AM EDT. The revised Performance Work Statement dated August 5, 2026 replaces the previous version entirely. The requirement calls for on-site document shredding services at Fort Riley, Kansas on a recurring quarterly basis and at various CHRA installations across the Continental United States on an on-demand basis with 30 days' advance notice. Each quarterly or on-demand event is anticipated to involve a maximum of 50 standard banker boxes. The contract is structured as a single firm-fixed-price award with CLIN 0001 representing five on-demand shredding events that can be ordered at any location listed in the Performance Work Statement Table 1.2. The official NAICS code is 561990 (waste treatment and disposal services). Award will be made to the lowest priced, responsive, and responsible offeror based on completed SF 1449, pricing for all line items, and acknowledgment of amendments; no separate technical narrative or past performance documentation is required with the initial quote. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform services. Documents containing Personally Identifiable Information must be destroyed in a manner that makes them unreadable, indecipherable, and irrecoverable in accordance with Army CUI 32 CFR 2002.14(f)(2). The contractor may use qualified local shredding subcontractors subject to installation and facility access security policies. This is identified as a new requirement with no incumbent contractor.

a. The response deadline is hereby extended from 6 Aug 2026 at 10:00 am, EDT, TO 14 Aug 2026 at 10:00 am, EDT.

b. The attached Performance Work Statement (PWS) revised on 5 Aug 2026 hereby replaces the previous PWS in its entirety.

c. Following are the responses to the industry questions received.

Q 1. The requirements section references recurring quarterly on-site shredding at Fort Riley, KS, and on-demand shredding at various Civilian Human Resource Agency (CHRA) locations in support of CHRA Fort Riley, KS. However, the delivery and inspection/acceptance locations are listed as; USA Civilian Human Resource Agency (CHRA) 6490 Raritan Ave, Bldg 3330 Aberdeen Proving Ground, MD 21005-5200?

A1: Refer to Performance Work Statement (PWS) paragraph 1.5.5 Place of Performance, and Table 1.2 – Potential CHRA Installations Requiring Shredding Services. The services are to be performed at Fort Riley, KS (quarterly) and at various on-demand CHRA locations listed in Table 1.2 of the PWS. Aberdeen Proving Ground, MD, is listed as one of the potential on-demand service locations and will also be the delivery and inspection/acceptance location in the solicitation document.

Q 2. Could you please confirm whether the shredding services are to be performed at Fort Riley, KS, at the Maryland address above, or at multiple locations? If multiple locations are involved, could you provide a list of all service addresses?

A2: See Answer A1.

Q 3. Also, can you clarify if you are seeking pricing for an all-day shred event? If so, how many hours do you require? If not what specifically are you looking for on these dates.

A3: The documents do not specify all-day shred events. The requirement is for on-site shredding services, with recurring services at Fort Riley and one-time, on-demand services at other locations per PWS 1.3 and Table 1.2. A maximum of 50 standard banker boxes is anticipated for each quarterly or on-demand event.

Q 4. What is the estimated document volume for each quarterly Fort Riley visit and each on-demand shredding event, expressed in pounds, boxes, containers, or cubic feet?

A4. According to Table 1.2 in the PWS, a maximum of 50 standard banker boxes is anticipated for each quarterly or on-demand event.

Q 5. Which five CHRA locations are expected to receive the on-demand shredding services, or should offerors price assuming that services may be required at any location listed in Table 1.2?

A5: Offerors should be prepared to provide on-demand shredding services at any of the locations listed in Table 1.2 of the PWS, which includes a wide range of Army installations across the Continental United States (CONUS).

Q 6. Please confirm whether the Firm-Fixed-Price unit rate for each on-demand event must include all travel, transportation, lodging, equipment, and related costs regardless of which location listed in Table 1.2 is selected.

A6. See PWS paragraph 1.5.6 Type of Contract: “The government intends this acquisition to result in a single award for a firm fixed price order.” The solicitation asks for a firm-fixed price per "Each" for on-demand services (CLIN 0001). This implies that the price for each on-demand event should be all- inclusive of travel, transportation, and all other related costs, regardless of the location.

Q 7. How much advance notice will the contractor receive for an on-demand shredding request, and what is the required response or completion time after receiving the request?

A7. See PWS paragraph 1.1., 30-day notice will be given for each on-demand shredding requests.

Q 8. Please confirm whether the prime contractor may use qualified local shredding subcontractors at the listed CHRA installations and whether subcontractors require advance Government approval.

A8. The use of local shredding subcontractors is not prohibited. Subcontractor employees must comply with all installation and facility access and security policies in accordance with PWS 1.5.7 Security Requirements.

Q 9. Please confirm the minimum acceptable cross-cut particle size or other destruction standard required to ensure that the information is irretrievable, indecipherable, and irrecoverable.

A9. See PWS paragraph 1.1. Description of Services/Introduction: …...” Documents being destroyed often will contain Personally Identifiable Information (PII). …… According to Army CUI 32 CFR 2002. 14(f)(2), documents containing PII should be destroyed "in a manner that makes it unreadable, indecipherable, and irrecoverable." Contractors will be required to disclose method of meeting this qualification prior to awarding contract (e.g., crosscut shredding and/or particle size).

Q 10. Is the contractor required to provide a Certificate of Destruction, destruction log, weight ticket, or other written documentation after each shredding event? If so, please identify the required format and submission timeline.

A10. The documents do not explicitly state a requirement for a Certificate of Destruction after each shredding event. Refer to PWS, Part 4 Applicable Publications, “The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.”

Q 11. What is the maximum number of on-demand shredding events that may be requested concurrently, and may multiple events be scheduled at different locations during the same period?

A11. The documents do not specify the maximum number of on-demand events that can be requested concurrently. We do not anticipate more than one site having a shredding event at a time.

Q 12. Please confirm the correct NAICS code for this acquisition. The SF 1449 identifies NAICS 561990, while the pricing schedule identifies NAICS 541519.

A12. Due to a technical system error, the NAICS code cannot be modified within the pricing schedule. However, the SF 1449 correctly reflects NAICS code 561990, which remains the official designated code for this requirement.

Q 13. Please confirm that the quote submission consists of the completed SF 1449, pricing for all line items, acknowledgment of amendments, and applicable representations and certifications, and that no separate technical narrative, past-performance submission, insurance documentation, or personnel qualifications are required with the initial quote.

A13. The quote submission should include the completed SF 1449, pricing for all line items, and acknowledgment of any amendments. The basis for award will be the lowest priced, responsive, and responsible offeror. No separate technical narrative or past performance submission is explicitly requested in the initial quote.
