A. The following are the Questions received from industry with related Answers:

Q.1. We would like to know since this is a 5-year potential contract, are the same number of vehicles needing to be wrapped each year?

A. Yes. Each year the maximums will not change on the IDIQ award. The need of the RA may change from year to year and the same number of wraps may not be ordered.

Q.2. Are we to split the number of vehicles to wrap per year?

A. The question is not clear.

Q.3. Are all the vehicles mentioned in the solicitation should be done in a year?

A. No. A delivery order will be issued based on the Army’s needs.

Q.4. Artwork Requirements: Are there specific file formats or resolutions required for the draft proofs and final graphics?

A. Refer to PWS paragraph 1.5. In addition, each delivery order will provide the specifics of the Army’s needs.

Q.5. Delivery Orders: What is the expected frequency and volume of delivery orders issued under this contract? Will orders be batch-assigned or issued individually based on vehicle availability?

A. Delivery orders will be issued based on the needs of the Army. The delivery orders will be issued based on vehicle availability.

Q.6. Project Management Expectations: Are there any milestones or checkpoints expected during the production and installation process? Who will serve as the primary liaison for coordinating schedules, resolving disputes, and managing approvals?

A. There are no milestones or checkpoints during the production and installation process. Checks and inspections are completed after the installation of the graphic and vehicle is being retrieved. Primary point of contact is the Contracting Officer’s Representative.

Q.7. Material Requirements: Are there specific suppliers the government prefers or prohibits?

A. No.

Q.8. Vehicle Design Specifics: Are there blueprints, photos of current wraps, or schematics available for the listed vehicles to assist with accurate measurements and graphic alignment?

A. There are no photos. Specs may be determined from the technical exhibit.

Q.9. Lead Time and Scheduling: Are there seasonal or operational constraints that may affect scheduling (e.g., winter weather, military operations)?

A. As per PWS paragraph 1.1, delivery orders will be issued with specific constraints. Historically, wraps are completed within 72 hours of acceptance or three working days.

Q.10. Vehicle Delivery Logistics: Will the government pick up all vehicles from the contractor’s facility, or is the contractor expected to return the vehicles?

A. The government will deliver and pick up the vehicles from the contractor’s facility. PWS paragraph 1.2 has been revised as provide herein.

Q.11. Are there contingencies in place if vehicles cannot be delivered or retrieved on schedule?

A. Yes, the government will work with the contractor on a case by case basis.

Q.12. Warranty Expectations: Beyond the one-year warranty requirement, are there specific performance metrics (e.g., exposure to extreme weather or handling stress) that must be met during the warranty period?

A. Refer to PWS paragraph 1.9. There are no requirements beyond the one-year period.

Q.13. What is the process for handling warranty claims, including timelines for resolution and replacement?

A. The government will deliver the vehicle or asset to the contractor’s facility for the repair of peeling on the affected area only. The timeline will be determined at time of need.

Q.14. Quality Standards: Are there any independent inspections or quality assurance measures conducted before the government accepts the completed graphics?

A. Yes, the vehicle operator will inspect the wrap prior to departing the contractor’s facility. In addition, refer to clause 52.212-4(a).

Q.15. If defects or compliance issues are found, what is the process for resolution, and are there additional costs or penalties for non-compliance?

A. The contractor would be responsible to replacing the graphic wrap at no cost to the government. If there is a dispute between the government and the contractor, the Contracting Officer (KO) will make the final decision on the resolution.

Q.16. Branding and Color Standards: Are there sample checks or color matching approvals required during production?

A. Refer to PWS paragraph 1.5.

Q.17. Are there regular meetings or status updates expected during the contract’s performance period?

A. Meetings are only as needed for graphic requirements.

Q.18. Historical Data: Are there reports or insights from previous similar contracts that the contractor can review to anticipate potential challenges?

A. No.

Q.19. Subcontracting or Teaming Arrangements: If subcontractors are used, what approvals or certifications are required from the government?

A. The same standard of graphic wrap is required with the same timelines.

Q.20. Can you provide any images of the current state of each type of vehicle, so that I am clear on what is being removed and can quote accordingly:

A. No images or photos are available.

Q.21. For each of the following item types, can you provide a general description of the new design wraps? Semi-trailer, Trailer, Pick-up truck, Semi-tractors, and Nighthawk NH7T1 Trailers.

A. The specific design of the wraps will be determined by the Army Marketing Agency for each vehicle at the time a delivery order is placed. Because designs are subject to change, a general description cannot be provided at this time.

Q.22. Is there an incumbent to this contract?

A. Yes, the incumbent contract is W9124D20D0007, with USA Image Technologies, Inc.

Q.23. Could you share the name(s) of the contractor(s) who previously provided this service and confirm whether their performance was satisfactory?

A. Refer to Q.22.

Q.24. According to section 5.13.4. Trailers of the PWS: “Trailers, other than semi-trailers, will be wrapped on all sides as depicted in the design.” What design is the government referencing here?

A. Refer to PWS paragraph 1.5. In addition, each delivery order will provide the specifics of the Army’s needs.

Q.25. Will the government provide photos of the trailers, Nighthawk NH7T1 Trailers, Semi-tractors, or Semi-Trailers?

A. No photos are available.

Q.26. The technical exhibits provide vehicle types and quantities; however, are these quantities fixed for the duration of the contract, or are they subject to change under individual delivery orders?

A. Generally, the numbers remain the same. However, there are times when the organization’s equipment requirements could increase which would result in contract modification if needed.

Q.27. How many vehicles per delivery order should the contractor expect from the government?

A. The number will vary based on mission and Army branding guidance.

Q.28. Will the government allow proposals for partial performance (e.g., certain vehicle types) or is the solicitation strictly all-or-nothing?

A. No. Per solicitation, attachment 3, Basis of Award, paragraph E. Failure to submit a proposal on all items may render the proposal non-responsive.

Q.29. Is the government responsible for delivering and picking up each vehicle to and from the contractor’s facility within 50 miles of United States (US) Army Mission Support Battalion (MSBN), Fort Knox, Kentucky, 40121?

A. Yes, refer to PWS paragraph 1.2. and Q.10.

Q.30. Is there an estimated timeline requirement for completing the wraps once the government’s vehicle(s) are delivered to the contractor’s facility?

A. Yes, the specifics will be identified within the delivery order. Historically, wraps are completed within 72 hours of acceptance or three working days.

Q.31. Is the contractor expected to submit payment requests through WAWF per delivery order or on monthly volume orders?

A. Information will be specified within each Delivery Order issued and invoices will be required to be submitted in accordance with DFARS clause 252.232-7006 Wide Area Workflow Payment Instructions.

Q.32. The PWS gives the idea that it might possible for the government to have a facility that can be used to install the graphics in all the vehicles. Could you please confirm?

A. No. Refer to PWS paragraph 1.2 Work Location, The contractor’s facility shall be within a 50-mile radius of Fort Knox, Kentucky.

Q.33. What is the timeline or schedule the government expects from the awardee to remove and install the graphics? Is there a predeterminate schedule or a certain amount of vehicles the government expects the awardee to have ready per day, week or month?

A. No, case by case basis and the type of equipment. All coordination is done well in advance to ensure adequate time is provided for each graphic wrap requirement.

Q.34. Do the pick-up trucks (Dodge 3500, F250, F350) have any additional aftermarket cover or part that needs to be wrapped?

A. No.

Q.35. Would it be possible for the government to provide pictures of at least 1 of each type of vehicle?

A. There are no photos available.

Q.36. Could the government provide the contract number and details for when all these vehicles were wrapped the last time?

A. Refer to Q.22. Currently all pieces of equipment are wrapped. The wrap has been on the equipment no more than two (2) years.

Q.37. Are there any reference photos for the state of the existing graphics needing removal or should I just assume the worst case scenario?

A. No, there are no current photos of graphics needing removal.

Q.38. In Technical Exhibit 2 is that the information for the vehicles that are to be serviced?

A. Yes.

Q.39. How long has each wrap been on the vehicles?

A. The entire fleet was wrapped two years ago due to the Army slogan change.

Q.40. What vinyl/overlaminate was used?

A. This is unknown.

Q.41. Does it make more sense logistically to have work done on site rather than coordinating drivers to shuttle them?

A. No.

Q.42. Do you have photos of the vehicles in question?

A. There are no photos available.

Q.43. Are there any failure areas on the current graphics that would entail difficulty in removal?

A. No.

Q.44. Could you provide the graphic referenced in the solicitation to assist us in the quoting process?

A. The question is not clear as to what is being asked.

Q.45. Would it be possible to receive photos of each vehicle, including the front, side, and rear views?

A. There are no photos available. Attachments 4 through 24 with “Admin Artwork File” in the title, provide an example of previous graphics.

Q.46. The solicitation mentions a term not exceeding five years, with an option for extension. Could you provide an estimate of the number of vehicles expected to be completed annually?

A. The requirements change on a yearly basis depending on the Army’s mission.

On average, approximately 10-15 items are completed.

Q.47. Is it possible to obtain photos of the proposed vehicles for accuracy in pricing purposes?

A. No photos are available.

Q.48. Can this also be an option in order to obtain exact pricing for measurement purposes?

A. The question is not clear.

Q.49. Is it possible pictures can be provided for the Semi-Tractors, Dash & Stem (TRK- STR BOX), and the Expandable Semi-Trailers as it’s a bit complicated give an accurate quote for those vehicles or maybe a Site Visit can be arranged to see the vehicles?

A. No there are no photos available. Refer to attachments 4 through 24 contain “artwork” in the file name for an example of previous graphics. A site visit is not possible due to assets are located across the USA.

Q.50. How many vehicles are expected to be service each month? Being that this is a 1 Base yr 4 option period performance contract, will it be the same thing for the rest of the yrs, as far as removal and re-applying graphic wraps?

A. The requirements vary based on mission. Delivery order will be issued with the specifics based on the Government’s needs.

Q.51. What are the payment options? Assuming how many vehicles are serviced within the month, will an invoice be submitted on a monthly basis according to how many vehicles are completed?

A. Contractor is required to submit their invoice in accordance with DFARS 252.232-7006. Payments will be issued only with the submission of a proper invoice in accordance with the issued delivery order.

Q.52. if you had the specs of each of the wraps as those will determine the price of the printing and wrapping?

A. The question is not clear.

Q.53. Can you clarify these discrepancies?

First, I noticed some discrepancies. The equipment density chart TE1 shows 7x Ford F350s, but I only counted 5x in TE2. I decoded the VINs to make sure they were all Ford F350s.

Next, the Chevrolet 3500s are listed as 3x in TE1, but there are 4x of them listed in TE2.

The VINs were also cross-referenced.

Also, TE1 shows that there are 3x Dodge RAM 3500s. but only 1x is listed in TE2.

Next, TE1 shows 1x Ford F250, but TE2 does not show any Ford F250s.

A. Our fleet changes on a yearly basis based on mileage and life cycle replacements for the small truck (i.e. Chevy, Food and Dodge). GSA provided new vehicles based on who wins the contract. The PWS Technical Exhibits one through three, provided herein have been revised.

Q.54. Cab Type: Are the trucks crew cabs, extended cabs, or regular cabs?

A. All cabs are extended type cabs. The entire vehicle is not wrapped only decals are added to the doors and hood. PWS paragraph 5.13.6 has been revised.

Q.55. Bed Size: Are the trucks equipped with regular beds, long beds, or custom configurations?

A. Refer to PWS paragraph 5.13.3. Note: Beds are not wrapped

Q.56. Removal Info: How long have the previous graphics been on the equipment on average? Do all pieces of equipment currently have wraps?

A. Currently all pieces of equipment are wrapped. The wrap has been on the equipment no more than two (2) years.

Q.57. Graphics: Would you happen to have an example of the graphics that need to be manufactured?

A. No.

Q.58. Measurements: I need help finding information on SPEVCO SE or TL trailers. Do you have any specs for them?

A. Sample of historical artwork is provided herein. For the SPEVCO SE and TL trailers specs are not available.

Q.59. Expandable Trailers: To clarify, only one side of the expandable trailers needs graphics installed. Also, are the Global Enterprise CEXP trailers 53' expandable, while the rest are 40' expandable?

A. Both sides, front and rear of the trailer require graphics. We have a total of three, 53 foot semi-trailers, the other semi-trailers are 40 ft. Refer to the historical artwork provided herein. PWS paragraph 5.13.6 has been revised as provide herein.

Q.60. In one part (5.7) it says that seams must be between 1/2" and 1/4", industry standard is 1", is this contract negotiable at all?

A. No, this is not negotiable.

Q.61. 5.8 also talks about high pressure washing. Wraps aren't flimsy, but they can scratch and scuff easily which lead to fail points that aren't covered under shop's warranty. Can the verbiage be changed to something along the lines of hand washing it would be fine?

A. No. None of our fleet is hand washed. The entire fleet uses commercial Blue Beacon Truck Washes or Commercial Truck Washes across the country.

Q.62. How long has each wrap been on the vehicles?

A. Refer to Q.56.

Q.63. What vinyl/overlaminate was used?

A. Unknown.

Q.64. Does it make more sense logistically to have work done on site rather than coordinating drivers to shuttle them?

A. No.

Q.65. Do you have photos of the vehicles in question?

A. Refer to Q.42.

Q.66. Are there any failure areas on the current graphics that would entail difficulty in removal?

A. No

Q.67. Can you supply any photographs of the vehicles in question with the old graphics on them and what the new graphics will entail?

A. No, there are no photos available. Refer to attachments 4 through 24 containing “artwork” in the file name for examples of previous graphics. New graphics image requirements have not been determined.

Q.68. How many vehicles at a time will the government deliver to location?

A. Unknown at this time. The delivery order will provide the specifics of the Army’s need. Historically, no more than one large asset and three of the smaller assets were delivered at a time.

A.69. How much time will contractor have to complete each shipment of vehicles?

A. Historically, semi-tractors and semi-trailers 72 hours were allotted for the graphic wrap. Delivery order will contain the specifics.

A.70. What is the payment structure?

A. Each delivery order will provide the specifics, and a proper invoice is to be submitted in accordance with the delivery and 252.232-7006 Wide Area Workflow.

Upon receipt of the invoice, the government will complete acceptance and Defense Finance and Accounting Service (DFAS) will issue payment.

Q.71. Is there an initial deposit once contract is granted?

A. No.

Q.72. Is there a payment after a certain number of vehicles are completed?

A. Each delivery order will provide the specifics concerning the Army needs and invoicing instructions.

Q.73. What terms do you expect to use for payment?

A. Each delivery order will provide the specifics, and a proper invoice is to be submitted in accordance with the delivery and 252.232-7006 Wide Area Workflow.

Upon receipt of the invoice, the government will complete acceptance and Defense Finance and Accounting Service (DFAS) will issue payment.

Q.74. What are the insurance requirements?

A. The successful offeror shall maintain insurance coverage in the amount stipulated by law for premises and contents to include government vehicles that are in the contractor’s possession.

Q.75. Are we able to move the vehicles once delivered?

A. Yes, only for the smaller assets. Driver is required to have a CDL to move a semi.

Q.76. What turnaround time are you expecting once delivered?

A. 72 hours.

Q.77. How many vehicles will be dropped off at a time?

A. Refer to Q.68.

Q.78. What are your expectations for the 4 year durability on the wraps?

A. Refer to PWS paragraph 1.9 Warranty Provisions and paragraph 5.6.

“….Durability-7 years and Flim type-cast opaque. The over laminate should have a thickness-2.0 mil. Adhesive color-optically clear, Adhesive type-acrylic based, pressure sensitive, Durability -4 years. Flim Type-Cast optically clear and the finish - high gloss.” PWS paragraph 1.9 has been revised as provide herein.

Q.79. For specific material callouts, if unavailable, is a similar material allowed to be used (3M vs Avery) Vertical vs horizontal seams? (if necessary) A. A similar material is permitted, if meeting the durability criteria identified in PWS paragraph 5.6. Horizontal seams are not allowed PWS paragraph 5.6 has been revised as provide herein.

Q.80. What is the existing coverage to remove? (dimensions and locations of current graphics) A. The entire trailer is wrapped. The trucks have decals with the exception of the Extreme Truck and Boat which are fully wrapped.

Q.81. How old are the existing graphics?

A. Refer to Q.56.

Q.82. Are there any pictures available?

A. Refer to Q.35 and Q.47.

Q.83. What material specification has been used for the existing graphics?

A. This is proprietary information of the current contractor.

Q.84. In Technical Exhibit 2 is that the information for the vehicles that are to be serviced?

A. No, the items listed in TE2 contains the information for vehicles currently used by AEMO that could potentially have graphics added or removed. Note: the list is subject to change throughout the year.

Q.85. Also, is there currently an incumbent and previous contract value?

A. Refer to Q.22. Previous contract value is $958,607.50.

Q.86. Are pictures able to be provided?

A. Refer to Q.35 and Q.49.

Q.87. Is there a site visit as well?

A. Refer to Q.49.

Q.88. Questions about Attachment 1 - PWS o There are no details for the Boat listed on page 4 and requiring pricing in the Section SF 1449 - CONTINUATION SHEET on Item 1021 / 1022 A. This is a statement not a question. Refer to attachment 24 “OD1 Artwork File”.

o Paragraph 5 – Specific Tasks, where stated ‘as depicted in design’ please provide the design A. The design referenced in PWS paragraph 5 will be specified with the delivery order. Example of previous designs are provided by attachments 4 through 24 “Artwork File” in the title.

o Paragraph 5.13.2. Semi-tractors: please provide the measurements in inches A. Refer to the technical exhibit which lists the type of semi-tractors with VIN number, make and model year.

o Paragraph 5.13.3. Pickup Trucks – please confirm roof and bumpers are not to be covered.

A. Refer to PWS paragraph 5.13.3, has been revised to include “Decals shall be added to the doors and the hood.”.

Q.90. Questions about the Section SF 1449 - CONTINUATION SHEET:

o Please confirm that the Unit Price excludes any form of tax but does include freight charges/shipping A. This is not clear what you are asking.

Q.91 Additional Submission Requirements – Beyond what is outlined in the solicitation, are there any specific formatting preferences, compliance guidelines, or submission instructions that offerors may want to keep in mind to ensure full compliance?

Q.92. How long is the boat?

A. Refer to the technical exhibit which lists the VIN number, make and model year.

Q.93. How long are the trailers (Nighthawk NH7T1 Trailers, Gaming and Music, MOTIV)? I'm assuming they're longer than the semi-trailers, correct?

A. Refer to the technical exhibit which lists the VIN number, make and model year.

Q.94. How many vehicles are you expecting done the first year ?

A. Refer to Q.46.

Q.95. Can subcontractors look at the vehicles ?

A. No. These assets are located though out the United States.

Q.96. Can the radius of 50 miles be extended?

A. No.

Q.97. Is there an incumbent who has previously handled these graphic wraps for the vehicles?

A. Refer to Q.22

Q. 98. Would the wrapping process be required to be completed on base or would your team be able to drive all vehicles to the location withing the 50 Mile radius? " A. Refer to PWS paragraph 1.2.

Q.99. Does the government intend on distributing multiple awards for this opportunity or will there be only one awardee for all the work required?

A. There will only be one awardee resulting from this solicitation.

Upon receiving approval, the BMO will send an email to the contractor authorizing the production of the graphic based on the approved concept. This notification will clearly indicate any specific instructions or modifications required prior to production. Additionally, coordination will be made regarding the date and time for the installation of the graphics on the asset.

The contractor shall ensure all preparations are completed in advance of the scheduled installation to facilitate a smooth process.

The over laminate should have a thickness-2.0 mil.

Adhesive color- optically clear, Adhesive type-acrylic based, pressure sensitive, Durability -4 years. Flim Type-Cast optically clear and the finish -high gloss.
